Mayor Preciado re-opened the City Council meeting at 6:44 p.m. with nothing to report.
PUBLIC COMMENT/ANNOUNCEMENTS & UNSCHEDULED APPEARANCES:
Chief Nevarez, Chief of Police introduce one of our newest employees, Guadalupe Celis. Ms. Celis has been with the Police
Department for several months and she's been doing a great job, hardworking, great attitude and happy to have Ms. Celis in the Police
Department.
Guadalupe Celis stated that is grateful and thankful to be part of the team. Also, basically born and raised in Avenal and privilege to
work with Avenal Police Department.

Shelia Verdugo, Recreation Supervisor introduce Summer Staff as follows: Edgar Garcia, Bryanna Padilla, Giselle Laborin. So, they
have been doing a great job for the Summer Program and will let Anna Lara, Senior Recreation Leader speak a little bit more about
their duties with the kids.
Senior Recreation Leader Lara-Nieto will say a little something about each one of the Summer Staff.
Bryanna Padilla, who recently graduated high school. Ms. Padilla was a recipient of the scholarship from the City Incentive
Committee. Ms. Padilla is a fast learner, adapts very well to the program.
Giselle Laborin recently graduated brings balance, usefulness, crafty and help with kids.
Edgar Garcia who is currently comes with us with a lot of experience. Mr. Garcia currently works for the Reef Sunset
Unified School District. He is a quick learner, self-motivated and has a passion just for wanting to help the community.
Senior Recreation Leader Lara-Nieto mentions this is our Summer Staff and they have been working for three weeks and are doing a
wonderful job. So, we're thankful to have them on board. Kidz Spot is open from: Monday through Friday from 9:00AM to 2:30PM.
Councilman Verdugo BBQ for them one Friday and Mayor Preciado visited. All City Council is welcome and help BBQ.
Ms. Padilla mentioned that ever since she was little, she enjoys the community events and Kidz Spot and likes that she is was able to
be a part of arranging events this summer to see both sides.
Ms. Laborin mentioned that she really like this job, loves the kids and all are very different in their own ways. Also, when out in
public and see children form the Summer Program their excited to see her call her teacher, teacher, and she loves it and thanked them
for the opportunity.
Mr. Garcia stated that his is honor and privileged to work with City of Avenal, especially along with Shelia Verdugo & Anna Lara-
Nieto. Also are the ones that inspired me to walk to do more for City and team.
Scott Davis, Public Works Supervisor mentions that Mrs. Barrera did her internship at the Avenal Animal Shelter. Mrs. Barrera does a
wonderful job and probably actually put in more volunteer hours than we can count right now. Mrs. Barrera is a wonderful addition
through her internship and her volunteer time and now as an employee. So, welcome aboard New Kennel Technician Teresa Barrera.
City Manager Lopez mentioned that the agendas show as to be determined because we were still in the middle of interviews for
interns. So, Angie, City Clerk and City Manager Lopez are excited to announce that we've selected both Lian and Natalie to be our
Summer Interns. This is the second year of the program. As the council's aware, we started the program last year with the hopes of
enticing our recent graduates from Avenal who maybe looking into a career in local government. The idea of giving them some
experience, hoping that they can, come back and continue giving back to the community. City Manager Lopez introduces Interns –
Lian Martinez & Natalee Lomeli.
Ms. Martinez mentioned that she is grateful for allowing her to do this internship again. She loves community outreach and working at
Veterans Hall with all the seniors. So, excited to be doing this again and helping where needed and any community events that are
coming up.
Ms. Lomeli mentioned that she is grateful for the opportunity, wants to give back to the city and get involved in community activities.
Jesse Mendez mentioned that lives in the City of Lemoore, but he was recently an employee, for the City of Avenal - Sergeant with
the Avenal Police Department. Mr. Mendez families are present and friends/residents that filled the meeting room. Mr. Mendez
thanked all for their support tonight. Mr. Mendez mentioned that a man once told me that, you know, we, and I'm sure you folks have
heard the story that we as police officers, we deposited into this emotional bank account, and you can see it paid off. When Mr.
Mendez started in Avenal before Mr. Mendez started here Mr. Mendez called the Chief of Police. Mr. Mendez told him what he was
about. Mr. Mendez grew up in a small community within Kettleman City and his dad ran the ranch for 30-plus years and his mom and
dad are present here today. Mr. Mendez work in the fields/agriculture and grew up around his people Hispanic/Latino community “mi
raza”. A time came and his parents told him they wanted him to be a police officer and 18 years later - Police Officer.
Mr. Mendez continues that he has 18 years of experience came out and now because he was under the impression that they were going
to do in this community, was great. And he admired the Chief Nevarez for what his vision was, and Mr. Mendez took that vision, and
he started working with it. When Mr. Mendez first started here, they started with the Santa Sleigh/Santa on patrol and brought it to the
Chief’s attention. They ran with it his family built a sleigh and they delivered to most of the kids in this community told me you were
there. You folks were there, and it was a great event, and they did that event not because we wanted social media attention, not
because we wanted to make it seem like we had changed our department was better. It's because it's the right thing to do. Mr. Mendez
was told that it's all about building trust and building a relationship with this community and that is exactly what Mr. Mendez
dedicated himself on doing. After the sensory thing, Mr. Mendez went on to teach the Citizens Police Academy for Spanish speaking
residents, our first one here in Avenal. Chief Nevarez vision, but his not too proud to say that he put that together by himself with the
assistance of nobody else. It was the Chief’s vision, but Mr. Mendez did it along covering his shift as a supervisor. That first Citizens
Police Academy was a success. They graduated the second class from the Citizens Police Academy. We go back a little bit that

Citizens Police Academy was all about teaching and building bonds with the community members, letting them know what we do as
police officers, what our job is. It's not about the hooking and booking, it's about building relationships and trust. It's about being one
with the community.
Amado Cervantes, Maria Morales, Francisco Franco, Cruz Garcia, Sergio Ramirez, Jessy Mendez Fiancée, Ricardo Reyna is in
support Mr. Jessy Mendez.
Sergio Ramirez, Thanked the City Council for all they do, there doing a great job and investigate rehiring Jessy Mendez.

A. Designation of Voting Delegates and Alternates: League of California Cities Annual Conference and Expo,
Sept. 20-22, 2023, Sacramento SAFE Credit Union Convention Center: (Discussion/Action).
Maria Ortiz, City Clerk reported that as the City Council is aware, the League's 2023 Annual Conference is scheduled for September
20-22, 2023, at Sacramento SAFE Credit Union Convention Center. An important part of the conference is the Annual Business
Meeting, which is scheduled for September 22nd, where the League Membership will consider and act on resolutions that establish the
Cal Cities Policy to vote at this Business Meeting, the City Council must designate a voting delegate and up to two (2) alternate voting
delegates in the event the voting delegate is unable to attend. As per Cal Cities bylaws.
Staff recommends by motion: 1) designate voting delegate and alternates for the Annual League Business Meeting
scheduled on September 20-22, 2023, at Sacramento SAFE Credit Union Convention Center An important part of the conference is
the Annual Business Meeting, which is scheduled for September 22, 2023. Process said form.
Mayor Pro Tem Ramirez designate voting delegate Alvaro Preciado and alternates Ricardo Verdugo for the Annual League
Business Meeting scheduled on September 20-22, 2023, at Sacramento SAFE Credit Union Convention Center An important
part of the conference is the Annual Business Meeting, which is scheduled for September 22, 2023. Also, have City Clerk

Shelia Verdugo, Recreation Supervisor reported the following: 1) June 24th Patriotic Program; 2) July 11th • Kidz Spot Island Field
Trip; 3) July 14th - Friday Night Market; 4) July 7th Community Movie Night showing Journey2 ; two showings - 5:30 & 7:30 p.m.;
5) On going even – Zumba 7-8 p.m.; 6) Coming soon – Karate August 21st Instructor Shihan/ Robert Campos -$55.00 monthly
Monday’s 6-8 p.m.; 7) Continue to working on Community Garden; and 8) Kidz Spot has 41 registered.
2. IT Department Activity Report: Humberto Bermudez, IT Manager
Humberto Bermudez, IT Manager reported the following: 1) continuing services Internet, Phone system, Emails, Server, Clerk
software, Server; and 2) Other: Continuing to work with Kings County Behavioral Health on digital signage across the city.
An MOU may be required due to the cost of two signs and may require taking bringing multiple vendor quotes to the Avenal City
Council to bid. follow-up call with Verkada, discussing pricing, features, licensing, and long-term sustainability. Assisting Avenal PD
with: Procuring and upgrading devices, working with Kings County IT to discuss the internet issues at the PD building and
brainstorming solutions. Continues to work with KCAG to allow regular remote viewing and participation of them monthly meetings.
Continues to maintain the city website and provide tech support across all facilities.
3. Public Works/Code Enforcement/Animal Control Activity Report: Scott Davis, Public Works.
Scott Davis, Public Works Supervisor, reported on the following: 1) Code Enforcement; 2) Park & Landscaping; 3) Streets;4)
Water Distribution; 5) Wastewater Collection; and 6) Vehicle, Equipment, & Building Maintenance.
B. Special Presentations/Reports:

Antony Lopez, City Manager reported the following: 1) Governor signed an appropriation, which includes a $1 million grant to the
City of Avenal to help replace roofs at both the Veterans Hall and the Avenal District Hospital building, which includes the Police
Department; 2 Also, the City Attorney's office will be doing Brown Act training soon; 3) Cooling Center at Veterans Hall - 2PM-
6:30PM; 4) He will be out of the state this weekend and available by phone and next City Council meeting will be August 10th . Also,
reminder of
Councilman Gravelle thanked all City Employees for all they do.
Mayor Preciado reported the following: 1) many meetings; and thanked all for attending.

Rosa Sierra commented on the following: 1) she is grateful the city hosts and the meetings online; 2) she is here in person to express
her disappointment at comments at Council meetings and dishearten to have council members who do not support the community with
their struggles and needs regarding vehicles, noise restrictions, community garden and food distribution. She feels community
involvement and responsibility is necessary, but the community and city need to work together. She has never known the city to turn
its back against the committee and without the cities help on these events and distributions it would not take place. Think twice about
the comments, you make remember the people you serve. Please do what is right for the community. Respectfully and thank you for
your time.
Chief Nevarez has a special recognition for – Officer Jose Garcia, Joshua Alvarado & Sargent Roldan Deleon.
Chief Nevarez recognized Officer Jose Garcia, Joshua Alvarado & Sargent Roldan Deleon for taking a combative, gun-armed suspect
into custody. During the struggle, the gun was discovered yet he was taken into custody without significant force. Also, highlight the
positive, uplifting stories that help strengthen community relations.

City Manager Lopez mentioned that at the request of Council, Staff is providing information on the Per Capita Grant program from
the California State Parks Department, and the approved used by the Council towards creating a Community Garden and rehabilitating

the Avenal Sports Complex. The Per Capita Program originates from Proposition 68, placed on the ballot via Senate Bill 5 and
approved by voters on June 5, 2018. Funds are available for local park rehabilitation, creation, and improvement grants to local
governments on a per capita basis. The City of Avenal’s allocation is for $177,952. The City applied for these non- competitive funds
in December of 2020.
On April 13, 2023, the Council approved a deed restriction be recorded for the parcel where the skate park and garden are in order to
qualify for reimbursement for work at the garden. To date:
• $21,600.40 has been spent on materials and supplies for the garden.
• Planter boxes have been laid out according to the map.
• The front and rear fence have been installed.
• Irrigation installed and accessible to each planter box.
Still needed:
• Pour concrete pad.
o Purchase and install Gazebo.
• Bring underground electrical or create a solution with solar for restroom and lights.
• Purchase solar lights to illuminate garden and skate park.
• Find restroom/storage building,
o A lot of trouble here. No one response from most vendors, or poor follow-up. Kern Steel Buildings who built
restrooms at Rice Park has stopped answering as of a month ago.
• Spread DG across site.
According to Public Works, the site is ready for use, provide users are willing to bring and take their tools, and wait until the rest of
the pending items are completed.
Staff continues to work on completing the remaining items for the garden, and identifying community members who are willing to
form a board or committee to help in the running of the garden, with Community Activities serving as oversight. Staff’s expectation
is to begin inviting community members to the garden in the coming weeks. A fee of $10 per month per box, will be recommended to
the Council for adoption to instill a sense of sustainability with the garden. Staff feels confident that local businesses will be willing
to donate and sponsor boxes to allow the community to use the garden virtually for free.
If the Council elects to stop utilizing City staff, resources, and work time at the garden, Staff will need clear direction on the
paraments and next steps with the property and the grant.
The Council consensus to keep working on the community garden.
B. Report on June 11, 2023, LaNeva Jaripeo y Baile.
City Manager Lopez went over Laneva Jaripeo y Baile event with the City Council the event earning a little over $3,441 in total
profits. The breakdown of the funds is provided, with the City set to receive $1,204.65 per the MOU with Avenal Rotary. At this time,
the event coordinators are pleased with the results, although they had remained hopeful of a larger profit margin. Avenal Rotary and
the other event coordinators are looking for ways to minimize costs to potentially host another similar event in late July or in August.
They are hopeful if costs are reduced, more profits could be gained. Staff has also heard similar positive feedback from the community
and many asking when the next one will be held. If Council has any questions or feedback regarding the event, Staff will be happy to
share back with Avenal Rotary.

Joint Hearing of the City of Avenal Successor Agency RDA Trust Obligations Fund/Public Finance Authority:
A. Consider Proposed Avenal Successor Agency/RDA Debt Obligation Fund (FY) 2023/2024 Budget:

City Manager Lopez reported that The Community Development Block Grant (CDBG) Program regulations require that the City
conduct a public hearing on all CDBG-related matters to provide for and encourage citizen participation, particularly by low- and
moderate-income persons who reside in areas in which CDBG funds are used. Therefore, when the public hearing is opened, the
public will be invited to comment on the City’s proposed acceptance of the submittal of a 2019/2020 CDBG Grant application and to
make their comments known on the proposed activity – Avenal Community Sports and Recreation Center. A public notice was
published in the June 14, 2023, issue of the Hanford Sentinel notifying the public of this public hearing. In February 27, 2020, the City
Council approved Resolution 2020- 23 approving the application Submittal for the 2019/2020 CDBG-OTC NOFA for Public
Facilities $3,500,000.00 for the Avenal Community Sports and Recreation Center. Since then, the application was accepted, and the
project was placed on the Over-the-Counter CDBG list for funding. In April of 2023, the City received information that the project
(Avenal Community Sports and Recreation Center) will be funded this year through the OTC funds of the 2022/2023 Fiscal Year. The
funding will be the full $3,500,000.00 for the Avenal Community Sports and Recreation Center. A new application and revision of the
original proposed work will need to be updated and resubmitted to HCD as a condition of the Standard Agreement as well as a public
hearing to be conducted regarding the application and acceptance of the funding. This item has been reviewed by Community
Development and City Manager.
Staff recommends that Council, open the public hearing to accept comments on the City’s acceptance of the submittal and funding of
the application in response to the 2019/2020 State Community Development Block Grant (CDBG) over -the counter (OTC) fund, and
to solicit citizen input. Also, Adopt Resolution No. 2023 -23 approving an application for funding and the execution of a grant
agreement and any amendments thereto from the 2021-2022 funding year of the state CDBG program.
Mayor Preciado opened Public Hearing at 7:37 p.m. and with no public comment closed at 7:38
RESOLUTION 2023-33: A RESOLUTION APPROVING AN APPLICATION FOR FUNDING AND THE EXECUTION OF
A GRANT AGREEMENT AND ANY AMENDMENTS THERETO FROM THE 2021-2022 FUNDING YEAR OF THE

the Highway 33/Skyline Blvd. Intersection Kings County Behavioral Health is preparing to budget for two signs for Fiscal Year 2023-

2024, requesting that we choose a second location for a secondary sign. After discussing with the City Manager and the Community
Activities Supervisor, we have agreed that should we place a secondary sign of the same design (a 4x8ft double sided monument
signage of 6mm pitch), the city would place the signage at the Highway 33/Skyline Intersection. The land is owned by Caltrans, but
the signage would be placed away from the road and curb. Nor would we require damaging the road during construction. If granted
permission to use the space, the city will work with Caltrans to acquire permission to use their land for said signage.
Staff recommends, by motion, allowing Kings County Behavioral Health permission to install a new digital sign at north side of the
Highway 33/Skyline intersection. KCBH will work with the selected vendor, to have the new sign installed. After which, it will be the
City’s responsibility to utilize and maintain the sign moving forward. Staff also recommends that the Council bring this item back for
ratification at the July 8, 2023, City Council meeting.
After brief discussion, Councilman Verdugo motioned to approve Kings County Behavioral Health permission to install a new
digital sign at north side of the Highway 33/Skyline intersection, seconded by Councilman Hernandez and motioned carried.

Mayor Pro Tem Ramirez reported the following: 1) his concern with tall weed, debris on Hwy33 and needs to be cleaned up it makes
it hard to see oncoming traffic.
City Manager Lopez responded that he would email the City Council regarding Public Works brought up that they had worked out
with Caltrans that they were going to mow some of tall grass and Caltrans would come at a later date. Also, with Clean California on
Hwy33 we are hoping that maybe there will be dry scaping to avoid this problem in the future and come back with an update.
Antony Lopez, City Manager: 1) He will be out of the Country returning on July 4th; 2) also, has estimates on Community Center and
Road Projects hoping to go out to bid next month; and 3) Invited all to our 4th of July Celebration at Rice Park not at the Sports
Complex at 6PM-10PM and will be a grate evening hope to see you all there.
Councilman Gravelle thanked all City Employees for all they do.

Kings County Behavioral Health has begun an initiative to provide services within the City as
requested by our community. A major factor of success for any organization within the City is
outreach. Unfortunately, Avenal has historically struggled with this due to a lack of both effective
digital and physical outreach methods.
Kings County Behavioral Health is preparing to budget for two signs for Fiscal Year 2023-2024,
requesting that we choose a second location for a secondary sign. After discussing with the City
Manager and the Community Activities Supervisor, we have agreed that should we place a secondary

RE: Consider Approval for Out of State Training: Tri-State Seminar 2023/ Water Expo 2024
Information:
Two employees from public works and two from utilities would like to attend two out of state water/wastewater
conferences (operators will rotate annually if approved). The California Rural Water Association Expo, held in Lake
Tahoe, Nevada in April 2024 and the 38th Annual Tri-State Seminar which will be held in Las Vegas, Nevada August 7-11,
2023. These conferences will enable us to attend a variety of sessions that are directly applicable to our work and will
allow us to network with a variety of experts and colleagues form the tri state area. Many of the presentations are
tailored to the water and wastewater profession which will allow us to gain knowledge and understanding about how
we can improve our processes and water quality. We will also earn valuable contact hours to keep our certifications
current.
The presentations are facilitated by both industry experts and water and wastewater colleagues who have faced similar
challenges and are familiar with the industry. Getting the information in a conference format will greatly reduce time
and costs that would normally incur in researching the topics.
With our current water quality issues, I feel this would be beneficial. We would be able to get more information on the
current technologies available and firsthand experiences from other operators experiencing similar problems.
Here is an estimated cost breakdown of what each conference would cost:
California Rural Water Association EXPO:
Registration- $425 for members per person (estimate from 2023)
Hotel- $500 for 4 nights per person (estimate from 2023)

INFORMATION:
As the City Council is aware, the League's 2023 Annual Conference is scheduled for September
20-22, 2023, at Sacramento SAFE Credit Union Convention Center. An important part of the
conference is the Annual Business Meeting, which is scheduled for September 22, where the
League Membership will consider and act on resolutions that establish the Cal Cities Policy.
In order to vote at this Business Meeting, the City Council must designate a voting delegate and
up to two (2) alternate voting delegates in the event the voting delegate is unable to attend. As
per Cal Cities bylaws.
RECOMMEDATION:
By motion: 1) designate voting delegate and alternates for the Annual League Business Meeting
scheduled on September 20-22, 2023, at Sacramento SAFE Credit Union Convention Center.
An important part of the conference is the Annual Business Meeting, which is scheduled for
September 22, 2023. (Roll Call Vote).

Every year, the League of California Cities convenes a member-driven General Assembly
at the Cal Cities Annual Conference and Expo. The General Assembly is an important
opportunity where city officials can directly participate in the development of Cal Cities
policy.
Taking place on Sept. 22, the General Assembly is comprised of voting delegates
appointed by each member city; every city has one voting delegate. Your appointed
voting delegate plays an important role during the General Assembly by representing
your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting
delegate and up to two alternate voting delegates, one of whom may vote if the
designated voting delegate is unable to serve in that capacity. Voting delegates may
either be an elected or appointed official.
Please complete the attached voting delegate form and email it to Cal Cities office
no later than Monday, August 28.
New this year, we will host a pre-conference information session for voting delegates to
explain their role. Submitting your voting delegate form by the deadline will allow us time
to establish voting delegate/alternate records prior to the conference and provide pre-
conference communications with voting delegates.
Please view Cal Cities’ event and meeting policy in advance of the conference.
Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate
and up to two alternates must be designated by the city council. When completing the
attached Voting Delegate form, please attach either a copy of the council resolution
that reflects the council action taken or have your city clerk or mayor sign the form
affirming that the names provided are those selected by the city council.
Please note that designating the voting delegate and alternates must be done by city
council action and cannot be accomplished by individual action of the mayor or city
manager alone.

Conference Registration Required. The voting delegate and alternates must be
registered to attend the conference. They need not register for the entire conference;
they may register for Friday only. Conference registration is open on the Cal Cities
website.
For a city to cast a vote, one voter must be present at the General Assembly and in
possession of the voting delegate card and voting tool. Voting delegates and
alternates need to pick up their conference badges before signing in and picking up
the voting delegate card at the voting delegate desk. This will enable them to receive
the special sticker on their name badges that will admit the voting delegate into the
voting area during the General Assembly.
Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting
delegate card may be transferred freely between the voting delegate and alternates,
but only between the voting delegate and alternates. If the voting delegate and
alternates find themselves unable to attend the General Assembly, they may not
transfer the voting card to another city official.
Seating Protocol during General Assembly. At the General Assembly, individuals with a
voting card will sit in a designated area. Admission to the voting area will be limited to the
individual in possession of the voting card and with a special sticker on their name badge
identifying them as a voting delegate.
The voting delegate desk, located in the conference registration area of the SAFE Credit
Union Convention Center in Sacramento, will be open at the following times:
Wednesday, Sept. 20, 8:00 a.m.- 6:00 p.m. and Thursday, Sept. 21, 7:30 a.m.- 4:00 p.m. On
Friday, Sept. 22, the voting delegate desk will be open at the General Assembly, starting
at 7:30 a.m., but will be closed during roll calls and voting.
The voting procedures that will be used at the conference are attached to this memo.
Please share these procedures and this memo with your council and especially with the
individuals that your council designates as your city’s voting delegate and alternates.
Once again, thank you for completing the voting delegate and alternate form and
returning it to Cal Cities office by Monday, Aug. 28. If you have questions, please

General Assembly Voting Guidelines
1. One City One Vote. Each member city has a right to cast one vote on
matters pertaining to Cal Cities policy.
2. Designating a City Voting Representative. Prior to the Cal Cities Annual
Conference and Expo, each city council may designate a voting delegate
and up to two alternates; these individuals are identified on the voting
delegate form provided to the Cal Cities Credentials Committee.
3. Registering with the Credentials Committee. The voting delegate, or
alternates, may pick up the city's voting card at the voting delegate desk in
the conference registration area. Voting delegates and alternates must sign
in at the voting delegate desk. Here they will receive a special sticker on
their name badge and thus be admitted to the voting area at the General
Assembly.
4. Signing Initiated Resolution Petitions. Only those individuals who are voting
delegates (or alternates), and who have picked up their city’s voting card
by providing a signature to the credentials committee at the voting
delegate desk, may sign petitions to initiate a resolution.
5. Voting. To cast the city's vote, a city official must have in their possession the
city's voting card and voting tool; and be registered with the credentials
committee. The voting card may be transferred freely between the voting
delegate and alternates but may not be transferred to another city official
who is neither a voting delegate nor alternate.
6. Voting Area at General Assembly. At the General Assembly, individuals with
a voting card will sit in a designated area. Admission to the voting area will
be limited to the individual in possession of the voting card and with a
special sticker on their name badge identifying them as a voting delegate.
7. Resolving Disputes. In case of dispute, the credentials committee will
determine the validity of signatures on petitioned resolutions and the right of
a city official to vote at the General Assembly.

RSUSD IT is working on terminating fiber lines across the two sites. Public Works and
IT is working on scheduling time after the Jaripeo to begin wiring the AirFiber antennas.
Phone System: All staff with permissions have been trained to operate eFax, while limiting

7300 CODE ENFORCEMENT:
Staff continues to work on property and weed abatements and still reminding citizens about water waste now that the
restriction has been lifted.

8100 PARKS & LANDSCAPE:
Staff continues to maintain Rice Park, landscaped areas on Skyline, Neighborhood Park, Skate Park, Sport Complex, the
Ken Brown Public Safety Center, and Elliott Park. We are continuing to keep two (2) restrooms open at Rice Park. Staff is
starting to get ahead of the weed problems.
9000 ANIMAL CONTROL DEPARTMENT:
Staff continues to maintain the Animal Shelter. Staff is still working on getting dogs spayed and nurtured, another 12 in
June and are still working with rescue groups to get the dogs adopted.

13000 STREETS:
Staff maintains city streets, signs, flags, and banners. We are working with the City Engineer on the Seventh St. Project
from Skyline to 33 as well as working on phase II of the Community Center which is also a priority project. Staff assisted
Caltrans with some mowing on the east side of highway 33 as they could not give us a timeline on when they would do it.
14100 WATER DISTRIBUTION:
The 18” water transmission replacement is on hold the contractor is keeping us updated regularly on the status of the
parts. Staff repaired one (1) water leak on a 4” distribution line in the 700 block of San Joaquin St., no leaks on the
transmission lines.
15000 WASTEWATER COLLECTIONS:
Staff continues to report monthly to Regional Water Quality Control Board regarding overflows. June was a quiet month
with no sewer plugs. Staff is continuing the enzyme treatment for grease.
18000 VEHICLES, EQUIPMENT & BUILDING MAINTENANCE:
Staff continues to maintain city-owned property, vehicles, and equipment and continues monthly/quarterly reporting to
SJVAPCD.
