López, City Manager DATE: January 25, 2024 RE: Review of City Council Stipend/Compensation INFORMATION: Following recent legislative changes in California law (see attached article), specifically Senate Bill 329, the Avenal City Council's compensation model is under review. The current compensation of $300 per month for Councilmembers has remained unchanged since at least the 1980s. This review comes in light of the new law allowing general law cities to adjust council member compensation to reflect inflation. Staff has begun requesting compensation data from similar cities. For instance, Coalinga recently updated its council compensation to $450. This information is being discussed in a study session, aiming to gather further input from the Council and determine the next steps before formally proposing any adjustments to the compensation structure. In discussions between Staff and the City Attorney, one idea is to link council member compensation to participation. For example, this model would involve setting specific requirements for council members to attend council meetings and city events as a condition for receiving the cap compensation. This approach aims to directly correlate council members' compensation with their active engagement and presence at official functions, ensuring that their compensation reflects their commitment to their roles and responsibilities within the city government. The proposed ordinance, including findings justifying the need for increased compensation, must be presented at the first meeting. The adoption of the ordinance can take place at the second meeting, which must be held at least seven days after the first meeting. This is important because there is normally a five- day waiting period between the introduction and adoption of an ordinance. The estimated value of the items identified by Sergeant Chris Pelletier, under this staff report, is less than the threshold specified under AMC § 3-8-18(a) (b) for destruction. It is important to emphasize that all of these items are slated for complete destruction. This process will be carried out at a designated facility in Crows Landing, CA, which specializes in the secure and proper destruction of police property. Leadership Stability • Officer J. Gonzalez of Avenal was promoted to Acting Senior Officer, ensuring leadership development. • Cecilio Velasco was sworn in as the Chief of Police for the City of Avenal. • Senior Police Officer Herring, with over three decades of law enforcement experience, was hired and sworn in. • We retained Acting Captain R. DeLeon as an Acting Captain to ensure continuity in leadership. Additionally, we were assigned Acting Captain E. Rij to provide stable leadership as we navigate this transition and intensify our recruitment efforts. II. Recruit and Retain the Best • We hired Avenal local Officer Sophia Lopez, who proudly graduated in Avenal Police Department uniform, was sworn in, and is currently in field training. • We extended an employment offer to Irma Soto, who is expected to start on March 4th. Soto brings over 10 years of law enforcement experience. • We may hire an additional police officer in March if all goes well. III. International Model of Community Trust • I engaged with Avenal business and community members on King Street. • Officers participated in Tamarack Elementary School Kindness Week, reading to students. • I introduced myself and addressed the Reef-Sunset Unified School District board meeting in Kettleman City. • We continued engagement through social media platforms. • We conducted outreach with transients in partnership with Champions Recovery. IV. Among the Safest Cities in America • I met with the Sheriff and other Kings County Chiefs to discuss various topics, strengthening our partnerships for the benefit of all communities within the county. • I conversed with Kings County Detectives who have been assisting our department with investigating some of the more serious crimes in our city. From our conversation, I understood they have been diligent in their efforts. V. Embrace Wellness Among Our Employees • We are reinforcing the importance of a positive working environment among staff. • Efforts to publicize resources are still ongoing. • Department employees continue to use our newly equipped Fitness Room.
