IT Department Activity Report: Humberto Bermudez, IT Manager. Humberto Bermudez, IT Manager reported the following: 1) Internet; 2) Phone System; 3) Emails; 4) Services: Regular Security Maintenance, Continuing reorganizing documentation of all services for future reference and Purchased the last of the Police Department networking equipment; and 5) Other: Continuing to assist in local events (Food distributions, Independence Day Celebration); Continues to maintain the city website and provide tech support across all facilities. -With new funding opportunities made available, the sign project for the entrance of town on SR-269. Staff plans to use a subdomain (ie pdjobs.cityofavenal.gov) for the Police Recruitment landing page. 3. Recreation Department Activity Report: Anna Lara, Community Activities Senior Leader. Anna Lara, Community Activities Senior Leader reported the following: 1) Engaging Avenal’s youth in Tabacco prevention; 2) Community Garden; 2) Independence Celebration; 3) Summer Kidz Spot program; 4) Rentals; 5) Working on: back to School Event- August 5th at Vets Hall/ Garden, Summer Kidz Spot; 6) Valley Voices – Food Distribution & Family Engagement Center – back to school event , Consulate – August 20th – 22nd; B. Special Presentations/Reports: a. California Health Collaborative: Engaging Avenal Youth in Tobacco Prevention - Muriel Gobea, Program Manager Kings County Tobacco Control Program Muriel Gobea, Program Manager Kings County Tobacco Control Program reported the following: 1) Engaging Avenal’s youth in Tabacco Prevention; 2) SOLYOUTH: support, outreach, leadership; 3) Tabacco product substitution workshops with Avenal; Friday Night Live (FNL) builds partnerships for and health youth development which engage youth as active leaders and resources in their communities; 4) Core beliefs about youth activism – Rights, Power, & Ability; 5) Youth spotlight; 6) FNL activities – elevates youth voices around substance abuse and mental health awareness;7) Earth Day 2024 Avenal; 8) May 3rs: Tabacco prevention lottery- Family Engagement Center at Avenal High School; 9) May 17th - Public Speaking training; 9) TRL – Tabacco Retail License: is a special license the government issues to business that sell Tabacco products. State & Local government commonly use licensing to regulate certain kind of businesses and professional, such as alcohol retailers, pharmacies and restaurants. A strong TRL law disproportionately target youth, facilitate comprehensive enforcement of federal, state and local tobacco prevention laws, ensure that inspections and compliance checks occur inspections and compliance check occur in all the stores in the community. Also, 25% of Tabacco Retailers in Avenal illegally sold tobacco to minors; and 10) How can a local law benefit my community: by adopting a local TRL law, a jurisdiction can enforce local, stare, and federal tobacco related laws on the local level. The benefits of local Tabacco Retail License (TRL) – TRL is a comprehensive enforcement tool, helps communities track tobacco sales, fees provide for self- financing enforcement, can help communities improve health equity and TRL protects youth. Also, encourage the City of Avenal to adopt TRL for the City of Avenal. MAYOR & COUNCIL MEMBERS/ SUCCESSOR AGENCY/ITEMS FOR CONSIDERATION: A. Consider Designation of Voting Delegates and Alternates to League of California Cities Annual Conference & Expo - October 16-18, 2024, Long Beach, CA. (Discussion/Action). Maria Ortiz, City Clerk reported the following: 1) League's 2024 Annual Conference; 2) the City Council must designate a voting delegate and up to two (2) alternate voting delegates in the event the voting delegate is unable to attend. Consider Proposed City of Avenal Fiscal Year (FY) 2024/2025 City Budget /Fees & Charges:  Staff Report  Public Hearing  Discussion/Action: Approval by Resolution (including Fees & Charges). Note: Funding Requests included in FY 2022/2023. B. City Manager Lopez would like to continue item to finish budget, and it was discussing yesterday at a Special meeting. Mayor Preciado opened The Public Hearing at 7:48 p.m. will be continued. Consider Ordinance 2024-01 and Resolution 2024-3x: Imposing a Vacancy Excise Tax; and Amending/Adopting new Transient Occupancy Tax (TOT) and Business License Tax Schedules: City Manager Lopez reported on the following: Imposing a Vacancy Excise Tax; and Amending/Adopting new Transient Occupancy Tax (TOT) and Business License Tax Schedules. Also, requesting more time and scheduling special meeting July 25, 2024. Moses Diaz mentioned that the Ordinance is draft and need more finalize details and will be ready this month. This is just a proposal to the voters. They get to make the choice on it, because it is not geared toward their properties. CORRESPONDENCE/ANNOUNCEMENTS/CLOSING COMMENTS: Salvador Flores, Fire Chief reported the following: 1) recent fires and all contained; 2) Injurie at PG&E and worker is stable and it was an industrial freak accident; 3) there are some monsoon, dry monsoon, that type of a season lightning coming in this weekend; and 4) Right. Staffing personnel crews continue to update up and build the shift. Councilman Verdugo acknowledged the Fire Department Station 12 there the best fire station for all they do within the city. City Manager Lopez reported the following: 1) thank the Council for speeding meeting; 2) busy. As we've mentioned the last few meetings, there's a lot of moving parts with the budget and projects; 3) Measure B - hopes will show to the community make Avenal the best city around; and 4) Chief Velasco has great news. Chief Velasco reported thar applied for 2024 Burn State Crisis Intervention Program Grants and happy to announce awarded today the full amount of the $377,763. It is going to allow the Avenal Police Department to educate our community in relation to extreme risk. It is going to allow the purchase of a patrol vehicle and other materials to put on gun buy backs different presentations involving youths, adults and community to try to develop a community engagement team to help us support. Also going to allow me to send fifteen (15) officers to crisis intervention training to better assist our community members or our guests that are suffering from mental illness. Also going to help us to address Suicide Prevention and look forward to more grants. Mayor Preciado reported the following: 1) attended many meetings and thanks the community for attending.
