CALL TO ORDER & PLEDGE OF ALLEGIANCE: by Mayor Preciado at 5:15 p.m.
ROLL CALL: Councilman, Ricardo Verdugo, Pablo Hernandez, Mayor Alvaro Preciado.
ABSENT: Councilman Lou Gravelle, Mayor Pro Tem Alejandro Ramirez

CITY CLERK:
Government Code Section 54952.3: The members of the City Council/Successor Agency are entitled to receive a total of
$450.00 per month because of being elected to the City Council. They receive no other compensation for sitting as a member
of Successor Agency.
The City Council went into Closed Session at 5:19 p.m.

It is the intent of this governing body to meet in closed session to review its position and to instruct its designated representatives: Any
person may directly address the Council/Agency at this time on items of interest regarding Closed Session.

It is the intent of this governing body to meet in Closed Session to confer with its real property negotiator(s) concerning the

Mayor Preciado reopened meeting at 6:20 p.m. with nothing to report.
PUBLIC COMMENT/ANNOUNCEMENTS & UNSCHEDULED APPEARANCES:
Griselda Price, Director of Administrative Services introduced new employee: Michelle Avila - Part Time Customer Service
Representative. Michelle Avila is grateful to be part of the city staff.
Scott Davis, Public Works Supervisor introduced Alejandro Luis - Landscaper/Park Maintainer. Alejandro Luis thanked the
City Council and happy to be on board. Also, will strive to make the community better.

City Manager Lopez, announce a special recognition for the AHS 2023-2024 Varsity Softball Team in honor of their
remarkable achievement in winning the CIF Valley Championship. This recognition celebrates the hard work, dedication, and
sportsmanship demonstrated by the players and coaching staff throughout the season.
Certificates were given to the following: Maryah Lucero, Lauryn Lucero, Eliyesca Conchas, Gianna Conchas, Deztiny Hernandez,
Layla Lopez, Khloe Nieto, Natalie Torres, Natalia Ruiz, Jesslyn Valle, Anabelle Gonzalez, Brianna Soto, Miranda Montoy, Mia Paez
The City Council welcomed new employees to the city family and congratulated all the AHS 2023-2024 Varsity
Softball Team.

A. Consider City of Avenal/Successor Agency’s Approval of Minutes for August 8, 15, & 26, 2024.
B. Consider Approval of the Local Roadway Safety Plan (LRSP) (Resolution 2024-41).
RESOLUTION 2024-41: THE CITY COUNCIL OF THE CITY AVENAL APPROVING THE LOCAL ROADWAY
SAFETY PLAN (LRSP) 2024. Councilman Verdugo made a motion to approve, seconded by Councilman Hernandez and
carried.
Council Member/Successor Agency Member Verdugo motioned to approve Consent Calendar, seconded by
Councilman/Successor Agency Member Hernandez, and motion carried.

Scott Davis, Public Works Supervisor reported the following: 1) Code Enforcement; 2) Park & Landscape; 3) Animal
Control; 4) Street; 5) Water Distribution; 6) Vehicles, Equipment & Building Maintance.
a. City Engineer’s Activity Report: Javier Andrade –A&M Consulting Engineers
Javier Andrade –A&M Consulting Engineers reported activities as follows: 1) Local Roadway; 2) Roads/Streets; Kids Park;
3) Bathrooms; 4) Transportation and 4) Grants.
2. IT Department Activity Report: Humberto Bermudez, IT Manager.
Humberto Bermudez, IT Manager reported the following: 1) Internet; 2) Phone System; 3) emails; 4) Services; Other
Continuing to assist in local events (Food distributions, Independence Day Celebration), Continues to maintain the city
website and provide tech support across all facilities. Staff awaits results from the site survey for the Skyline/Kings Street
digital sign replacement. Staff meets with the secondary sign manufacturer locally about PC Solutions reaches out to Staff and
Mayor Preciado about camera and internet connectivity solutions. Staff continues to work with Avenal PD to finish up the
Crossroads Project, further progressing in separating from Kings County IT.
3. Recreation Department Activity Report: Anna Lara, Community Activities Senior Leader.
Anna Lara, Community Activities Senior Leader reported the following: 1) Community Garden; 2) Suicide Prevention Walk;
3) Rental Report; 4) Working on: September, Community Family Night, Trunk or Treat & Dia de Los Muertos; and
5) Collaborations: Valley Voices – Food Distribution and October 23rd Avenal State Prison Trunk or Treat

Antony Lopez, City Manager the Successor Agency budget for the fiscal year 2024-2025 is presented for adoption. This
budget, amounting to $397,250, is consistent with the Recognized Obligation Payment Schedule (ROPS) approved earlier
this year. It includes enforceable obligations such as full-time employee costs and bond principal payments, as outlined in the
approved ROPS.
The budget is presented below:

AGENCY/RDA DEBT OBLIGATION FUND OF THE CITY OF AVENAL ADOPTING THE AGENCY'S FISCAL
YEAR BUDGET 2024/2025. Councilman Verdugo motioned to approve, seconded by Councilman Hernandez and
motioned carried.

City Manager Lopez presented budget as follows:
4020000 - PUBLIC FINANCE AUTHORITY
850 BOND PRINCIPAL PYMT. $ 490,000.00
851 BOND INTEREST PYMT $ 86,375.00
TOTAL - PUBLIC FINANCE AUTHORITY $ 576,375.00
Staff recommends by motion, approve PFA Resolution 2024-03, adopting the Public Financing Authority to pay its
obligations for FY 2024/2025 in the amount of $576,375.00.
PFA RESOLUTION 2024-02: A RESOLUTION OF THE AVENAL PUBLIC FINANCING AUTHORITY OF THE
CITY OF AVENAL ADOPTING THE AVENAL PUBLIC FINANCING AUTHORITY FISCAL YEAR 2024-2025
BUDGET. Councilman Verdugo motioned to approve, seconded by Councilman Hernandez and motioned carried.

City Manager Lopez reported the following: 1) September 18th City/Coordinating Meeting @ 6:00PM Veterans Building
Corcoran; 2) Thanked, all the Staff for all the hard work and good things ahead.
Councilman Verdugo reported the following: Thanked all that came out to support the Suicide Awareness Walk!!
Mayor Preciado reported the following: 1) attended many meetings and thanks the community for attending.
