SUBJECT: A Resolution Appointing Commissioner Billy Joel to Serve as Vice
Mayor for the Term Ending in May 2023 and Amending Resolution No.
2022- 14 to Clarify the Beginning of the November Vice Mayor Term
When the November City Commission Meeting Precedes Election Day
December 15, 2022 City Commission Special Meeting Agenda Item 2B
RECOMMENDATION
It is recommended City Commission approve a resolution to appoint
that the
Commissioner Billy Joel to serve as Vice Mayor for the term ending in May 2023 and to
commence the November Vice Mayor term in an election year to take effect at the first
City Commission meeting following the City Commission Inauguration Ceremony.
BACKGROUND
The City Commission enacted Resolution No. 2022- 14 to establish a rotation order for
Vice Mayor to create certainty and to ensure that each Commissioner shall be afforded
the opportunity to serve in this capacity at least one time during a Commissioner' s four-
year term. The Resolution allows the City Commission to adjust the order when the need
arises. Per the rotation schedule, Commissioner Amit Bloom has the right to assume the
Vice Mayor position for the term ending in May 2023, but would prefer to serve as Vice
Mayor at a later date. Commissioner Billy Joel has indicated that he is willing to accept
the appointment as Vice Mayor for the term ending in May 2023, at which time
Commissioner Amit Bloom will be appointed Vice Mayor.
Resolution No. 2022- 14 states that the November Vice Mayor term is supposed to begin
at the first meeting in November. However,
if the first City Commission meeting in
November occurs before Election Day, the Commissioner who is serving as Vice Mayor
at such time may have his or her term as Vice Mayor inadvertently shortened.
This Resolution will allow a one- time adjustment to the rotation schedule and also amends
the prior Resolution to clarify when the November Vice Mayor term begins in an election
year.
Fiscal Impact
This item will have no impact on the City' s budget.
