NOTICE OF SPECIAL MEETING AND AGENDA BRIEFING OF THE CITY COUNCIL CITY OF BALCH SPRINGS, TEXAS MAY 4, 2015 6:30 PM 13503 ALEXANDER ROAD BALCH SPRINGS, TEXAS 75181 Notice is hereby given that the City Council of the City of Balch Springs, Texas will hold a SPECIAL MEETING AND AGENDA BRIEFING at the above named date, time and location for the purpose of discussion on all the items listed below. 1. Identification of a quorum. Executive Session Items - May 4, 2015: Council to hold Executive Session under Sections 551.071 (Advice of Attorney) and 551.074 (Personnel), with regard to a matter that is the duty of the attorney to consult with Council and falls under the attorney-client privilege or (Litigation), with regard to a matter that involves litigation or contemplated litigation or claims; of the Texas Government Code: A. Discussion of ethical and legal matters associated with the proposed Quail Meadows Development generally located at 3416, 3508, 526 Hickory Tree Road and 12004 Quail Drive. B. Discussion regarding the official conduct of any department, agency, office, officer or employee of the City from the City Manager's office. C. To deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Manager. Open Session: D. Take action, if any, regarding matters discussed in Executive Session. 1. Adjourn. Consideration of an ordinance correcting grammatical errors in Section 10- 194, Code of Ordinance, relating to minimum acreage and pen space for properties maintaining livestock. (J. Haber) 2. Consideration to purchase one (1) 2014 Dodge Charger from Dallas Dodge for a cost of $22,000.00. (J. Haber) 3. Discussion and update on Memorandum of Understanding between the 332 Trinity Tree PFC, Inc. and NRP Holdings LLC regarding the Quail Meadows Apartments.(Administration) 4. Consideration to purchase a 12 passenger van for the recreation center. (S. Allen) 5. Consideration of a payment of an invoice by Freese and Nichols regarding Comprehensive Plan Update Project.(C. Dyser) 6. Consideration of a Rezoning Application No. 003-2015RZ, by Jason Arechiga dba NRP Properties LLC, (Quail Meadows 332, LP) to rezone 22.006 acres located at 3416, 3508 and 3526 Hickory Tree Road and 12004 Quail Drive from Local Retail (LR) District to Planned Development (PD) District to allow multifamily residential and public/semi-public uses.(C.Dyser) 7. Consideration of a resolution regarding notice, hearing and finding no objection to the application for Housing Tax Credits for the Quail Meadows Apartments Project submitted by Quail Meadows 332, LP to the Texas Department of Housing and Community Affairs. 8. Consideration of the findings of misdemeanor charge of silent or abuse calls to 911 on September 18, 2014, involving Councilmember Adams. (Mayor) 9. Consideration of mid-term budgetary matters related to salary adjustments and legal fees. (Mayor) Individual Agenda Items - May 26, 2015: 1. Consideration of a Rezoning Application No. 004-2015RZ, by Future Telecom. LLC, to rezone from Commercial Industrial Manufacturing (CIM) Zoning District to Commercial One (C-1) Zoning District to permit expansion of an existing commercial business including an office building and parking lot use by Future Telecom on property located at 1824 Bruton Road. (C.Dyser) 2. Consideration of a Final Plat Application No. 001-2015FP, David Tomas Ochoa, for property located at 12109 Seagoville Road.(M.Horak/C.Dyser) 3. Consideration of ordinance amending the Annual Budget for the FY 2014- 2015. (C. Wessels) 4. Consideration of the construction regarding the city impound lot utilizing RedFlex funds. (J. Haber) 5. Consideration to authorize Jonathan Haber, Acting Chief of Police, to enter into Memorandum of Understanding (MOU) with the Dallas County District Attorney's Office to began electronically filing cases. (J. Haber) 6.
