The City Council of the City of Balch Springs, Texas conducted a Workshop Meeting via
videoconference on Tuesday, August 25, 2020, 6:00 p.m.
Call meeting to order.
Mayor Gordon (via videoconference) called the meeting to order at 6:00 p.m.
Identification of a quorum
Councilmember Moon (via videoconference)
Councilmember Shelby (via videoconference)
Mayor Pro Tem Segroves (via videoconference)
Councilmember Rushing (via videoconference)
Councilmember Tucker (via videoconference)
Mayor Gordon (via videoconference)
Absent: Councilmember Hill (via telephone conference - Arrived at 6:21PM)

1. Public comment on proposed FY ’20-’21 annual budget.
Marie Tedei, 4708 Pioneer Rd. – addressed concerns with cut off dates, year to date cut
off dates, historical numbers, questions and concerns regarding employee enhancements
requests, and the additional studies being requested.
Kate Sandersfeld – 11610 Oakfield Drive – requested that a kennel attendant be added
for the animal shelter.
2. Continued discussion regarding Meet & Confer, Pension Program, and Budget
Enhancement Requests.
Ms. Cluse, City Manager and Bianca Redmon, Chief Financial Officer, held a discussion
regarding the following:

• General Fund Summary – includes the 3% for Meet and Confer, fund balance as
a percentage 10.59% at a proposed tax rate of $0.830000.
• Taxable Ad Valorem 2020 certified estimated values – August 20th certified tax
values numbers came in a positive way, not include in the budget will have final
numbers at the Workshop on August 31st.
• Police & Fire FY 2020-2021 Budget impact of a 3% increase
• FY 2020-2021 Budget impact of the city matching ratio from 2:1 to 1:1 with Texas
Municipal Retirement System.
Councilmembers Moon, Tucker and Hill – proposing to add the kennel assistant for the
animal control department/volunteer or veterinary internship students.
Mayor Pro Tem Segroves – review over-time in all departments.
Councilmember Rushing – recommends adding a receptionist for city hall and trim city
events budget.
Councilmember Tucker – possible reductions of $52,000 for the weight room, $20,000
marketing video, $12,000 certification pay, and $62,000 building maintenance and
travel & training.
Councilmember Hill – raise minimum wage to $15.00 per hour ($1.50 across the board)
Mayor Gordon – plans & studies, uniforms budgets, employee perks, meals for meetings
and civil service training.
3. Requests for information.
None at this time.
4. Adjourn.
Mayor Gordon adjourned the Workshop Meeting at 8:11pm.

VIDEOCONFERENCE MEETING: In accordance with Governor Abbott’s executive orders
temporarily suspending certain provisions of the Texas Open Meetings Act that require physical
presence or face-to-face contact, in an effort to mitigate the spread of COVID-19 while preserving
government transparency and maintaining government operations, the Workshop Meeting of the
City Council scheduled at 6:00 PM on August 25, 2020, will be conducted by videoconference.
There will be no public access to the location specified above. Less than a quorum of council
members will be physically present at the location, however, a quorum will participate in the
teleconference meeting.
