MINUTES OF SPECIAL CITY COUNCIL MEETING CITY OF BALCH SPRINGS SEPTEMBER 15, 2020 6:00 PM The City Council of the City of Balch Springs, Texas conducted a Special Meeting on Tuesday, September 15, 2020, 6:00 p.m. Call meeting to order. Mayor Gordon called the Special Meeting to order at 6:03 PM. Identification of a quorum. Present: Councilmember Shelby Mayor Pro Tem Segroves Councilmember Rushing Councilmember Tucker Councilmember Hill Mayor Gordon Absent: Councilmember Moon Staff: Susan Cluse, City Manager Cindy Gross, City Secretary Bianca Redmon, Chief Financial Officer 1. Conduct a Public Hearing on the proposed ad valorem tax rate of $0.803000 per $100 assessed valuation on taxable property, for year 2020 (fiscal year 2021). Mayor Gordon opened the Public Hearing at 6:05pm, regarding proposed ad valorem tax rate of $0.803000 per $100 assessed valuation on taxable property, for year 2020 (fiscal year 2021). Marie Tedei, Balch Springs, TX – Spoke neither in favor or opposition of the proposed ad valorem tax rate of $0.803000 per $100 assessed valuation on taxable property, for year 2020 (fiscal year 2021). There being no others to speak in favor or in opposition regarding the proposed ad valorem tax rate of $0.803000 per $100 assessed valuation on taxable property, for year 2020 (fiscal year 2021). Mayor Gordon closed the Public Hearing at 6:07pm, regarding proposed ad valorem tax rate of $0.803000 per $100 assessed valuation on taxable property, for year 2020 (fiscal year 2021). 1 Special Meeting September 15, 2020 2. Consideration and action to adopt an ordinance approving the budget for the City of Balch Springs for the fiscal year, beginning October 1, 2020, and ending September 30, 2021. (The required public hearing on the proposed budget was held on September 8, 2020, in accordance with applicable law.) Councilmember Rushing moved to adopt an ordinance approving the budget for the City of Balch Springs for the fiscal year, beginning October 1, 2020, and ending September 30, 2021(Ord. 3218-20). Councilmember Hill seconds the motion. Voting for this motion were, Councilmember Shelby, Mayor Pro Tem Segroves, Councilmember Rushing, Councilmember Tucker and Councilmember Hill. Motion passed. (5-0) (Absent and not voting was Councilmember Moon) 3. Discussion and action to ratify the property tax increase reflected in the 2021 fiscal year budget, compared to the previous fiscal year, as required by Sec. 102.007(c) of the Local Government Code. Councilmember Rushing moved to ratify the property tax increase reflected in the 2021 fiscal year budget, compared to the previous fiscal year, as required by Sec. 102.007(c) of the Local Government Code. Councilmember Hill seconds the motion. Voting for this motion were, Councilmember Shelby, Mayor Pro Tem Segroves, Councilmember Rushing, Councilmember Tucker and Councilmember Hill. Motion passed. (5-0) (Absent and not voting was Councilmember Moon) 4. Consideration and action regarding the adoption of an ordinance to adopt the tax rate of $0.803000 per $100, for year 2020 (Fiscal Year 2021) as of January 1, 2021. Councilmember Rushing moved that the property tax rate be increased by the adoption of a tax rate of $0.803000, which is effectively a 3.42 percent increase in the tax rate (Ord. 3219-20). Councilmember Shelby seconds the motion. Voting for this motion were, Councilmember Shelby, Mayor Pro Tem Segroves, Councilmember Rushing, Councilmember Tucker and Councilmember Hill. Motion passed. (5-0) (Absent and not voting was Councilmember Moon) 5. Adjourn. Mayor Gordon adjourned the Special Meeting at 7:00 PM.
