Regular Council Meeting for November 11, 2019
Location of meeting: Village of Baldwin Hall
Roll call present: President Truxton, K. Bennett, M. Truxton, P. Anderson, C. Vicent
Absent: 0
Meeting was called to order at 6:00 PM.
Pledge of Allegiance was recited.
Agenda and Minutes:
Agenda was approved as presented, with minimal additions of Casair contract discussion. P.
Anderson moved with support from M. Truxton . All ayes, 0 Nays, Motion carried.
Regular Council Meeting on October 14, 2019 minutes were approved with minimal corrections.
C. Vicent moved with support from P. Anderson. All ayes. 0 Nays, Motion carried.
Financial Report:
P. Anderson moved to accept the financial report for November as presented, with support
from M. Truxton All ayes. 0 Nays, Motion carried.
Bills to be Paid:
P. Anderson moved to pay the bills as presented, with support from M. Truxton, a roll call vote was
taken, P. Anderson, yea. M. Truxton, yea. C. Vicent, yea, President Truxton, yea, and K. Bennett, yea. All
yeas, 0 Nays, Motion carried.
County Commissioner:
Doug Walls was absent from the meeting.
Public Comments:
Paul Schroder complained to the council about the increase in the cost of increase in the up
coming water usage billings. Members of the council pointed out the letter sent to each
customer on the water usage, citing stringent testing costs, replace and repair costs to the
Village water system is inevitable, to keep the water supply in the best possible condition, and in
compliance with the State and Federal Guidelines.

Airport Mgr, Mac McClellan and President of the LCMFA presented an impressive video
constructed by TV station, 9 &10, showing various RC airplane and car events at the airport, and
showcasing the various shops and businesses in the downtown area.
Attorney Reports:
Village Attorney Cindy Wotila reported the draft of the Casair Tower Lease draft was presented
for the council to review, explaining the lease will be for $300.00 per month, with the contract
being a 5 year agreement, and automatically renewing for 4 additional periods of five years.
Council discussed the different segments of the drafted contract, and ultimately decided to
revise different areas. The agreement has now been tabled until the December Council
meeting.
Budget and Finance:
Nothing at this time.
Water and Sewer:
Notices were mailed out to the Village water customers (Oct./Nov. Bills) alerting them to an
increase in the usage fee’s starting in the January Billings.
There will be an increase in the agreement new contract with Yates Township Sewer
Agreement. The rate will increase from $15,000.00 to $18,000.00 per year when the contract
renews.
Council discusses the 5 year repair/replace recommendations per a letter received from EGLE.

Streets:
President Truxton reports to the Village Council, the 10ft side mower he had looked at
previously for mowing side roads and ditches, has been sold. However, plans were being made
to price other options.
Building and Grounds:
The Village council has voted to adopt an Ordinance to set time limits for the downtown “Bistro
Seating” that area merchants make use of in the summer months. There have been issues with
merchants not taking the seating down before the winter season, causing issues with sidewalk
clearing. Moved by P. Anderson, with support by M. Truxton, all, 0 Nays, Motion carried, and
will be referred to the Village Planning Commission.
Contractor Isenhart Electric has been retained to replace/repair the lighting at the Hollister Park
Basketball Courts. That work to begin in the Spring.

Planning Commission:
Nothing at this time.
Personnel:
There will be a Personnel Meeting on Tuesday, November 19, 2019 at 5:10pm, to discuss the
possibilities of hiring a deputy clerk to cover sick days and vacations.
Finalize the Employee Handbook.
DDA:
Council discussed the upcoming resolution for an Amendment for the DDA extension.
Old Business:
Village council voted and approved the Large Item Pick Up within the Village of Baldwin. Moved
by P. Anderson, with support from M. Truxton, all Ayes, 0 Nays, motion carried.
Possible dates for the pick up are (council’s choices) 5/9, or 5/2 or 6/6. The Village Clerk will
make the necessary reservation.
The Village council voted to pass Ordinance # 11‐2019‐A‐ an amended ordinance to revise the
Commercial district to allow upper floor residential dwellings above commercial uses.
Moved by C. Vicent, and supported by P. Anderson, with all Ayes, 0 Nays, and Motion carried.
New Business:
K. Bennett moved, with support from M. Truxton to pass a policy for signs to be posted at the Hollister
Park, and Wenger Pavilion, announcing a “Smoke free Policy” within the Village Parks.
Motion to adjourn the meeting at 8:30pm, moved by M. Truxton with Support by P. Anderson, all ayes, 0
Nays, Motion Carried.
