Welcome and Roll Call - Mayor Nile Mathisen welcomed all in attendance and called roll. The Council Members in attendance are Ben Allred, Alfred Kettle, Steve Secrest and Shaun Murray. Public Work Director Ben Mower and Secretary Tasha Crum. b. Prayer – Ben Allred c. Pledge of Allegiance- Said by all in attendance. d. Public Attendees- Leah Bastian, Craig Nebeker, Willis Lefevre and Jesica Sims. e. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. • Council Member Shaun Murray recused himself from voting on Item 4 due to conflict of interest. 2) PUBLIC HEARING- Budget Reapproval (Correction) Motion made by Council Member Al Kettle to close Regular Meeting and open Public Hearing, 2nd by Council Member Steve Secrest. Motion made by Council Member Ben Allred to close Public Hearing and open Regular Meeting, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Nile Mathisen Ben Allred Al Kettle Steve Secrest Shaun Murray July 21, 2026 1 3) SPEEDING CONCERNS ON 1000 N-Jesica Sims • Jesica Sims addresses the Council about speeding concerns on 1000 N. • She mentions the lack of sidewalks and the increased risk to children & pedestrians. • Council Members discussed the road’s speed-limit history, noting it was reduced from 45 mph to 25 mph-the lowest speed limit permitted. • Council Members also emphasized the importance of parent accountability in supervising children near the roadway. • Council Members suggested using signs to draw drivers’ attention to children in the area, encouraging residents to continue to contact law enforcement regarding unsafe driving. 4) DISCUSSION AND CONSIDERATON OF RENTAL REQUEST FOR BALLARD CITY BUILDING- • The Council Members discussed whether to allow rental use of the city building, including the anticipated cost of installing locks. Due to the expense, the Council indicated they would not pursue allowing rentals at this time. No action was taken. 5) ENGINEERING UPDATE- Jeff Baker • Public Works Director, Ben Mower, provided an update on behalf of Jeff Baker. • The discussion focused on 1000 South Project. The team is waiting for rebar to be delivered before work can begin, with completion anticipated by the end of next year. • All meetings have been completed, plans are in place, the permitting is finished, and once materials arrive, Perco Rock will begin construction. 6) UINTAH COUNTY SHERIFF / COMMISSION REPORTS • Deputy Pratt was not in attendance. • County Commissioner Willis Lefevre reported that the CIB is moving to the Department of Housing, with approximately 100 million in upcoming state funding expected for low-and moderate-income housing projects in rural and metropolitan areas. Programs details and availability have not yet been formally announced. • A vernal refinery/asphalt pit is projected to be operational within 18 months, initially handling about 80 truckloads, with possible future expansion to approximately 250 truckloads. • The project could reduce highway traffic pressures but will require continued transportation planning with UDOT, including attention to U.S. Highway 40 and Seabridge Road. 7) BOARD MEETING UPDATES-Shaun Murray • Council Member Shaun Murray reported being told that the lawn deterioration was caused by the irrigation timer not being turned on. • Public Works Director Ben Mower reported that the irrigation pump had been leaking and was shut down this spring. The pumps will not be rebuilt, and irrigation water has been redirected to Serenity Park. Water used at this location must now come from culinary water system. 8) OFFICE / PROJECTS REPORT • Nothing to report on. 9) REVIEW AND CORRECT MINUTES a. Council Meeting July 7, 2026 Motion made by Council Member Shaun Murray to approve the council minutes of July 7, 2026 as written, 2nd by Council Member Ben Allred. All in favor. July 21, 2026 2  YEA NAY Council Members Nile Mathisen Al Kettle Ben Allred Steve Secrest Shaun Murray 10) FOLLOW-UP ON PAST MINUTES- • Nothing to follow up on. 11) MAYOR’S REPORT • Mayor Nile Mathisen reported that the City will issue a bid to hire an attorney, with the goal of having an attorney hired by September 1. • Mayor Nile Mathisen also announced that the Building Inspector will be leaving on November 29th. The City will begin preparing for a job description and recruitment materials to hire a replacement Building Inspector. 12) COUNCIL REPORTS • Nothing to report on. 13) FINANCES: Checks, Statements, Reports and Budget • Mayor Nile Mathisen discussed finances. Motion made by Council Member Ben Allred to approve the finances as presented, 2 nd by Council Member Al Kettle. All in favor.
