The meeting was called to order by Alderman Frank Fleming at 6:02 p.m. ROLL CALL Present Absent Alderman Michael Finley Alderman Mark Stallmann Alderman Frank Fleming Alderman Ross Bullington City Administrator Eric Sterman Finance Officer Denise Keller Mayor Tim Pogue Alderman David Siegel Alderman Frank Fleming brought up the City’s purchasing policy and budgeted versus unbudgeted expenses. City Administrator Eric Sterman was looking for clarification on the amount that is required to be brought before the Board of Aldermen for emergency purchases. Alderman David Siegel noted he wanted the cap set so that anything more than $10,000 would be brought before the Board of Aldermen, anything less than that would be fine for the City Administrator to sign off on. City Administrator Sterman also brought up an increase in Employee Health Insurance, noting the City had spent 134% of premiums, therefore the City would be receiving a 12.5% health insurance increase for employees. Discussion was held about changes to the employee premium structure to help offset the increase. Alderman Mark Stallmann asked City staff about a performance audit. City Finance Officer Denise Keller noted the costs would be around $30,000 per program, costing the City most likely around $150,000 to audit the entire City. The Committee noted that was something they were not interested in pursuing for the City as a whole. Alderman David Siegel noted he would like staff to look into certain departments getting accredited.
