MINUTES___________________________________________________________________ The minutes from the January 24, 2022 Board of Aldermen meeting were submitted for approval. A motion was made by Alderman Fleming and seconded by Alderman Finley to approve the minutes from the January 24, 2022 Board of Aldermen meeting as submitted. A voice vote was taken with unanimous affirmative result and the motion passed. BALLWIN, MO 63011 PRESENTATION____________________________________________________________ Police Chief Doug Schaeffler introduced police officers recently hired by the City: Officer Steve Downs started on October 11, 2021. He has 14 years’ experience with the Normandy and St. Ann Police Departments. He attended Columbia College where he earned an associate’s degree in criminal justice. Officer Steve Cox started on December 20, 2021. He came to us from Berkeley Police Department. He graduated from the Eastern Missouri Police Academy and also holds an EMT Certificate from Florissant Valley Community College. Officer Jordan Lee started on December 27, 2021. He formerly worked with security services at Six Flags and was named their Rookie of the Year in 2020. He attended the Missouri Sheriff’s Academy in Franklin County. Officer Ceriana Davis started on January 25, 2022. She attended the Jefferson County Law Enforcement Academy where she earned high praise from her instructors. CITIZEN COMMENTS_______________________________________________________ Mike Scott, 643 Kehrs Mill Rd, addressed the Board regarding how board packets and information is presented on the City’s website. He asked that an appendix be added and all recent documents approved by the Board be added to it so it would be easier and quicker for the public to locate information. City Administrator Sterman stated that we rolled out the new portal for board packets and it is more user friendly. He further explained how the search function works. Steve Moore, 402 Far Hill Dr, addressed the Board regarding the cul-de-sac he lives on. He stated there is a large island in the middle and when there are cars parked in the circle, it is very difficult to get through. He stated trash trucks have a difficult time and is concerned for first responders who would have to get through in an emergency. He asked the Board to consider adding a sign for no parking in the circle. Mayor Pogue directed Chief Schaeffler to look into the matter and report back. Melissa Murphy, 910 Claybend, addressed the Board regarding Clayton Ridge parking. She stated she and the other trustees oppose any parking on Clayton Ridge. She states she has attended meetings to create a compromise. She also presented a picture further clarifying an issue she discussed at a previous meeting. BALLWIN, MO 63011 OLD BUSINESS______________________________________________________________ BILL 4111 - AN ORDINANCE PROVIDING FOR THE ERECTION OF TRAFFIC CONTROL SIGNS AND AMENDING THE ORDINANCES PROVIDING FOR THE LOCATIONS THEREOF. Discussion: A motion was made by Alderman Stallmann and seconded by Alderman Bullington to untable Bill 4111. A voice vote was taken with unanimous affirmative result and the motion passed. There was discussion regarding Bill 4111 and the amendment made to the bill to include the time restrictions, number of spaces which would be available and which side of the street parking would be permitted on. It was also noted by several aldermen that this is a public street. Much of the discussion took place at the dais and included Ms. Murphy, Mr. Biribin as well as Board members. It was noted by Alderman Fleming that there has been a sincere attempt to compromise, but no one seems to be happy. Alderman Utt also noted that if everyone in the subdivision is opposed to this parking, he would like to see more of them attend a meeting. A motion was made by Alderman Roach and seconded by Alderman Stallmann to amend Bill 4111 as to allow parking only between the hours of 6 a.m. and 4 p.m. and from a distance between 25 and 140 feet from the stop sign at Clayheath and Claybend. A voice vote was taken with six aye votes and two nay votes and the motion passed. A motion was made by Alderman Roach and seconded by Alderman Stallmann for a second reading of Bill 4111 as amended. After discussion that it may be cleaner to defeat Bill 4111 and have the City Attorney draft new legislation with the amendments suggested, the Alderman withdrew their motions and a motion was made by Alderman Stallmann and seconded by Alderman Roach for a second reading of Bill 4111. The roll call vote is listed below. A motion was made by Alderman Stallmann and seconded by Alderman Roach to have the City Attorney draft legislation to include the amendments offered earlier. A voice vote was taken with unanimous affirmative result and the motion passed. A roll call vote was taken for passage and approval of Bill 4111 with the following results: Ayes – none Nays -- Aldermen Utt, Finley, Roach, Stallmann, Leahy, Fleming, Bullington, Kerlagon Bill No. 4111 was defeated. BILL 4117 - AN ORDINANCE GRANTING AN AMENDED SPECIAL USE EXCEPTION TO ROBERT BIRIBIN D/B/A THE WOLF CAFE FOR SALE OF ALCOHOL IN THE LOWER LEVEL BY THE DRINK FOR CONSUMPTION ON THE PREMISES AND BY PACKAGE FOR CARRYOUT AT 15480 CLAYTON ROAD. Discussion: Alderman Fleming read aloud the amendment to item 12 which includes the hours of operation for the lower level. BALLWIN, MO 63011 A motion was made by Alderman Fleming and seconded by Alderman Bullington for a second reading of Bill 4117 as amended, title only. A voice vote was taken with unanimous affirmative result and Bill 4117 was read for the second time. A roll call vote was taken for passage and approval of Bill 4117 with the following results: Ayes – Aldermen Utt, Finley, Roach, Stallmann, Leahy, Fleming, Bullington, Kerlagon Nays -- None. Bill No. 4117 was approved and became Ordinance No. 22-04 MAYOR’S REPORT__________________________________________________________ Nothing to report. CITYADMINISTRATOR’S REPORT___________________________________________________ City Administrator Sterman reported that we have received notice that we have received GFOA’s Certificate of Achievement for Excellence in Financial Reporting award; we have received this award for our annual financial report for several years running. We also received their Distinguished Budget Presentation Award for our budget. Receiving both these awards is something most cities do not accomplish, so he wanted to acknowledge all the hard work done by Finance Officer Denise Keller and her staff. Mayor Pogue also thanked Ms. Keller given that the criteria for this is ever changing. Mr. Sterman shared that we are working on an informational campaign to educate the City’s voters on the Prop U (Use Tax). The most recent issue of Ballwin Life contained information on the Use Tax and we would like to do informational mailings to voters in the city. These would not advocate one way or the other, but simply educate. He stated we would like to spend around $5000 for these mailings. Alderman Stallmann stated this is an excellent idea. Alderman Roach added that he feels the City Attorney should review the mailings before they go out. A motion was made by Alderman Stallman and seconded by Alderman Kerlagon to approve the expenditure for the mailings. A voice vote was taken with unanimous affirmative result and the motion passed. Lastly, Mr. Sterman stated there was a meeting with the contractors for the new police station and as soon as next week possibly, they will start moving dirt. BALLWIN, MO 63011 ALDERMANIC COMMENTS_________________________________________________ Alderman Bullington thanked City Administrator Sterman, Public Works Director Jim Link and Police Chief Doug Schaeffler for always being available to answer any questions the Board may have and noted that Mr. Sterman goes above and beyond to prepare for Board meetings, addressing any possible issues ahead of time. Alderman Roach thanked Finance Officer Denise Keller on the awards received and also thanked Mr. Link and Public Works for their efforts during the snowstorm, noting they did an excellent job. Alderman Stallmann echoed Alderman Roach’s comments regarding Public Works and also thanked Parks Director Chris Conway and his staff for the great job they did getting everything opened up again. Alderman Stallmann also asked about putting a “how to” on the website for the public regarding the new packets. Alderman Finley asked Mr. Link how much salt is left after the storm; Mr. Link replied that the salt dome is about 95% full. Alderman Finley also acknowledged that the Webelos from Pack 357 at Woerther Elementary had visited earlier in the evening and that he and Alderman Bullington met with them for a tour and answered questions. A motion was made by Alderman Fleming and seconded by Alderman Finley to adjourn.
