The meeting was called to order by Mayor Pogue at 7:00 p.m.

MINUTES
The minutes from the August 12, 2024 Board of Aldermen meeting were submitted for approval.
A motion to approve as submitted was made by Alderman David Siegel and seconded by Alderman Mike Utt.
A voice vote was taken with unanimous affirmative result and the motion passed.
The minutes from the August 12, 2024 Board of Aldermen Closed Session meeting were submitted for
approval. A motion to approve as submitted was made by Alderman Mark Stallmann and seconded by
Alderman Mike Utt. A voice vote was taken with unanimous affirmative result and the motion passed.
The minutes from the August 12, 2024 Board of Aldermen Strategic Planning Session meeting were submitted
for approval. A motion to approve as submitted was made by Alderman David Siegel and seconded by
Alderman Mike Utt. A voice vote was taken with unanimous affirmative result and the motion passed.

The minutes from the September 5, 2024 Board of Aldermen Special meeting were submitted for approval. A
motion to approve as submitted was made by Alderman Mark Stallman and seconded by Alderman Mark
Weaver. A voice vote was taken with unanimous affirmative result and the motion passed.

CITIZEN COMMENTS________________________________________________________
Judy Meyer of 19 Sweetwood Ct. spoke to the Board of Aldermen about the condition of her neighborhood. She
noted there was trash left out, homes not being maintained or painted. She also asked questions regarding her
HOA and what the City could do about that. Mayor Tim Pogue noted the City does not have any control over
HOA’s.
Robert Reeb of 221 Rethmeier Ct. asked if he could use a crossbow during the bow hunting season due to
medical issues. Mayor Tim Pogue noted the City would have to make an exception to City Ordinance that
would have to be approved by the Board of Aldermen.
PRESENTATIONS
Mayor Tim Pogue read two Proclamations naming September as “National Service Dog Month” and gave them
to Duo Dogs and Canine Companions, who were present at the meeting.

Ballwin Police Chief John Bergfeld presented newly promoted Lieutenant Dan Hawk and Sergeant Mike
Appleby to the Board of Alderman.
LEGISLATION_______________________________________________________________
Bill 4199- AN ORDINANCE AMENDING THE 2024 BUDGET OF CASH REVENUE AND CASH
DISBURSEMENTS FOR THE OPERATING AND CAPITAL FUNDS OF THE CITY OF BALLWIN, ST.
LOUIS COUNTY, MISSOURI, PROVIDING FOR EXPENDITURE REVISIONS IN ACCORDANCE WITH
SAID BUDGET AND MAKING REAPPROPRIATIONS THEREOF.
A motion was made by Alderman Mark Weaver and seconded by Alderman Mark Stallmann for a first reading
of Bill 4199, title only. A voice vote was taken with unanimous affirmative result, the motion passed and the bill
was read for the first time.
A motion was made by Alderman Mark Weaver and seconded by Alderman Mike Utt for a second reading of
Bill 4199, title only. A voice vote was taken with unanimous affirmative result, the motion passed and the bill
was read for the second time.
A roll call vote was taken for passage and approval of Bill 4199 with the following results:
Aye: Utt, Haug, Stallmann, Weaver, Lehmkuhl, Siegel
Nay: None
Bill No. 4199 was approved and became Ordinance No. 24-15.
Resolution - A RESOLUTION OF THE BALLWIN BOARD OF ALDERMEN ENDORSING SAINT LOUIS
COUNTY’S GRANT PROGRAM FOR THE CITY’S WASTE REDUCTION EFFORTS
A motion was made by Alderman Mark Stallmann and seconded by Alderman Mike Utt for approval of the
resolution.
Discussion:
City Administrator Eric Sterman noted the grant is for two fall document shredding events and several in 2025,
with the possibility of both electronic and document shredding events.
Parks & Recreation Director Chris Conway noted the first event will most likely be mid-November and another
in December.
A voice vote was taken with unanimous affirmative result and the motion passed.

CONSENT ITEMS____________________________________________________________
Administration – Financial Auditing Services
Although Kerber, Eck & Braeckel LLP is the lowest bidder, the Board and City Administrator have
historically expressed a preference to change auditors on a regular basis. Therefore, Administration
recommends awarding the bid to the second lowest bidder, Sikich.
Discussion:
Alderman David Siegel asked if the City had any concerns switching to the second lowest bidder. City Finance
Officer Denise Keller noted she did not have any concerns and that we had used this firm in the past as it
merged with another.
A motion was made by Alderman David Siegel and seconded by Alderman Mark Weaver to accept staff’s
recommendation. A voice vote was taken with unanimous affirmative result and the motion passed.
Administration – 15230 Manchester Road (Midas) SUE Transfer
Staff recommends approval of this Special Use Exception Transfer with the standard Special Use
Exception conditions, along with the conditions specified in Ordinance 23-29 and the following
conditions for a motor vehicle service and/or repair facility.
A motion was made by Alderman Mark Stallmann and seconded by Alderman Mike Utt to accept staff’s
recommendation. A voice vote was taken with unanimous affirmative result and the motion passed.
Administration – Quik Trip Liquor License
Staff Recommends approval of Quik Trip’s liquor license after Quik Trip has had a change of managing
agent for their liquor license.
A motion was made by Alderman Mark Stallmann and seconded by Alderman Mike Utt to accept staff’s
recommendation. A voice vote was taken with unanimous affirmative result and the motion passed.

CITY ADMINISTRATOR’S REPORT__________________________________________________
City Administrator Eric Sterman noted there are several spots in current City Ordinances that need to be cleaned
up. He asked for the Board’s permission for the City Attorney to draft an ordinance to clean up the code.
Alderman Mark Stallmann made a motion to approve, seconded by Alderman Mike Utt to draft the ordinance.
A voice vote was taken with unanimous affirmative result and the motion passed.
City Administrator Sterman also noted during demolition of the former Police Station, a sprinkler line that was
still active was hit. Crews will resume work as soon as a plumber disconnects the active line.
City Administrator Sterman also thanked City staff that worked on Ballwin Days, noting it was the highest
attendance in recent years.

ALDERMANIC COMMENTS__________________________________________________
Alderman Mark Weaver thanked Public Works Director Jim Link from the Woods Mill subdivision for the
wood chips provided to them.
Alderman David Siegel asked for an update on Vlasis Park. City Administrator Sterman noted there is a
completion date of mid-November and the playground equipment has been delivered. He also noted the splash
pad is on its way here as well and that the project is on schedule.
Alderman Mark Stallmann thanked Parks & Recreation Director Chris Conway and the Ballwin Days
Committee for their hard work on Ballwin Days. He noted he received zero complaints from people. He also
thanked Public Works Director Jim Link and his staff for the demolition of the former Police Station.

A motion was made by Alderman Mark Stallmann and seconded by Alderman David Siegel to adjourn. The
motion was passed by unanimous affirmative voice vote and the meeting adjourned at 7:34 p.m.
