The meeting was called to order by Mayor Pogue at 7:00 p.m.

MINUTES
The minutes from the February 10, 2025 Board of Aldermen meeting were submitted for approval.
A motion to approve as submitted was made by Alderman Frank Fleming and seconded by Alderman Michael
Finley. A voice vote was taken with unanimous affirmative result and the motion passed.

approval. A motion to approve as submitted was made by Alderman Frank Fleming and seconded by Alderman
Michael Finley. A voice vote was taken with unanimous affirmative result and the motion passed.

CITIZEN COMMENTS________________________________________________________
Tequila Gray, 246 Pine Tree Lane, noted she’s running for Alderman in Ward 2 and commented on the recent
support she’s garnered from the local labor clubs.
Colleen Tepen, 441 Dogwood Hills Ct, read a statement to the Board about not getting her money’s worth from
Congresswoman Ann Wagner and not being able to have her voice heard in that district.
John Higdon, 324 Woodmar Ct., thanked the City for the recent shred events and asked about the roads in the
Claymont subdivision. City Administrator Eric Sterman noted the City is planning on doing work in-house this
year to replace curb & gutters and paving and repaving over the next two to three years. Public Works Director
Jim Link noted the City is still negotiating repairs and waiting for Missouri American Water to come back and
fix some things.
CONSENT ITEMS____________________________________________________________
Administration – 2025 Merit Raises
Staff recommends the Board approve a salary increase of 3% for all full-time staff effective April 1,
2025.
Discussion:
Alderman Mark Stallmann noted the raises are going into effect on April 1st.
Alderman David Siegel asked about adding in street maintenance level one and two positions. City
Administrator Eric Sterman noted that was put in there to allow us to recruit at a higher level for those with
experience and training already.
A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley to accept staff’s
recommendation. A voice vote was taken with unanimous affirmative result and the motion passed.
Police – 2025 Ballwin Police Vehicle Purchase
Staff recommends purchasing five white Dodge Durangos from Landmark Dodge under Missouri State
Contract #MB00089820 for a total cost of $209,820.
Discussion:
Alderman David Siegel asked what other technology officers would like to see in the cars. Captain Curt Saitta
noted there have been technology challenges with license plate readers, but with the amount of technology
already in these cars they would have a hard time with making sure everything is fully charged.
Alderman Mark Stallmann thanked the Police Department for taking advantage of this offer to allow the City to
purchase five cars for the price of four.
A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley to accept staff’s
recommendation. A voice vote was taken with unanimous affirmative result and the motion passed.

CITY ADMINISTRATOR’S REPORT__________________________________________________
City Administrator Eric Sterman noted he would like to have a public Safety Committee meeting sometime in
March.
CITY ATTORNEY’S REPORT_________________________________________________
None.
ALDERMANIC COMMENTS__________________________________________________
Alderman Mark Stallmann noted the grocery sales tax legislation is back in discussion in the Missouri House of
Representatives. He also noted it would be a $2.6 million hit to the City’s budget and would require massive
cuts to City services if approved. Alderman Stallmann asked about the E-Recycling event.
Parks & Recreation Director Chris Conway noted there is an E-Recycling event coming up on February 27th
that is free up to a certain amount. City Administrator Eric Sterman noted residents of Ballwin can get free
television disposal through Republic Services.
Alderman Michael Finley noted he had a constituent ask about options for deer population minimization.
Community Policing Officer Jenna Christian noted there is a hunt every year and there have only been 29 deer
killed in the past year’s hunt.
There was discussion regarding other options for deer population that are more expensive. Alderman Finley
noted it would be a waste to spend money on that for a problem that can’t be solved.
Alderman Finley also noted with the warm weather here, there have been more solicitors. He asked the City to
remind residents that solicitors are required to have a license in the City.

A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finely to adjourn. The
motion was passed by unanimous affirmative voice vote and the meeting adjourned at 7:23 p.m.
