MINUTES The minutes from the October 13, 2025 Board of Aldermen meeting were submitted for approval. Alderman Michael Finley made a motion to correct the vote for the increase in Parks & Recreation fees and Memberships to reflect that he voted no instead of abstaining. Alderman Frank Fleming seconded the motion. A voice vote was taken with unanimous affirmative result and the motion passed. A motion to approve the minutes as amended was made by Alderman Frank Fleming and seconded by Alderman Michael Finley. A voice vote was taken with unanimous affirmative result and the motion passed. The minutes from the October 13, 2025 Board of Aldermen Budget Workshop meeting were submitted for approval. A motion to approve as submitted was made by Alderman Frank Fleming and seconded by Alderman Micahel Finley. A voice vote was taken with unanimous affirmative result and the motion passed. BALLWIN, MO 63011 CITIZEN COMMENTS________________________________________________________ Michael McLellan, of 409 Lexbridge Lane spoke to the Board regarding the Ferris Park pollinator garden and how he wanted to expand the garden, raise awareness and invite participation from local organizations. Megan Dunavant, of 501 Kingridge Drive spoke to the Board about pedestrian safety at Henry and Dutch Mill Drive, and asked about adding a pedestrian hybrid beacon there. Chief of Police John Bergfeld noted officers can be posted north of the intersection and keep an eye on that area. Mayor Mark Stallmann asked the PD to look into it. Jonathan Harvey, of 214 Highview Drive spoke to the Board about the sidewalks on the way to Westridge Elementary School, noting there are no sidewalks on a lot of the roads and many students are walking down the side of the road to school. LEGISLATION_______________________________________________________________ Bill 5034 - AN ORDINANCE AMENDING SECTION 29-1 OF THE MUNICIPAL CODE OF THE CITY OF BALLWIN PERTAINING TO STREET TREES. A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley for a first reading of Bill 5034, title only. Bill 5035 - AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF BALLWIN TO EXECUTE A PUBLIC WORKS EMERGENCY RESPONSE MUTUAL AID AGREEMENT WITH NEIGHBORING MUNICIPALITIES. A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley for a first reading of Bill 5035, title only. Discussion:​ Alderman Fleming asked if this is the current agreement that’s being extended. City Administrator Eric Sterman noted it is and we will assist as needed. A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley for a second reading of Bill 5035, title only. Bill 5036- AN ORDINANCE AMENDING CHAPTER 18, SECTIONS 18-9, 18-10, 18-12, AND 18-14, PERTAINING TO FEES FOR THE USE OF PARKS AND RECREATION FACILITIES. A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley for a first reading of Bill 5036, title only. A voice vote was taken with unanimous affirmative result and the motion passed. Alderman Frank Fleming read Bill 5036, title only. Discussion: Alderman Michael Finley noted he will be casting a no vote in honor of children and individuals who can’t afford the increase. A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley for a second reading of Bill 5036, title only. BALLWIN, MO 63011 MAYOR’S REPORT__________________________________________________________ Mayor Mark Stallmann commended the Parks & Recreation Department for the Halloween Hullabaloo, noting there was a great turnout. He also noted City Clerk/Marketing & Communications Specialist Megan Freeman won the staff chili cookoff. Mayor Stallmann also noted the Police Department is participating in Werner’s Warmup and encourages everyone to drop off coats through November 2nd. He also noted the Parks & Recreation Department is participating in Feed the Masses food drive which starts November 1st. He notes it is a non-perishable food drive competition benefitting Circle of Concern between Parks departments across the St. Louis area. CITY ADMINISTRATOR’S REPORT__________________________________________________ City Administrator Eric Sterman noted the replacement monument sign went up today, but the City is still waiting on electricity hookups. He also reminded the Board of the Boundary Commission meeting at the Golf Course at 7 p.m. on October 28th regarding the proposed annexations. Alderman Mark Weaver asked what wards the annexations would be in if approved. City Administrator Sterman noted it would most likely be Ward 1, but the City would need to take a look at populations. CITY ATTORNEY’S REPORT_________________________________________________ City Attorney Kyle Cronin noted the discussion on Video Gaming Devices will be held in Closed Session. ALDERMANIC COMMENTS__________________________________________________ Alderman Michael Finley asked about the Public Health & Safety Meeting on November 10th at 6 p.m. and whether that was still happening. Alderman Tequila Gray noted the MODOT report on the Manchester Road crosswalk by New Ballwin will not be completed until the end of November, so the meeting will be cancelled. She noted it will most likely not be until December or January. Alderman Gray noted her son is a freshman and she had concerns about programs in Ballwin for teens, and asked whether a skate park could be considered. Parks & Recreation Director Chris Conway noted the City has not had one, but that can be a discussion for the Parks & Recreation Citizen Advisory Committee. BALLWIN, MO 63011 CLOSED SESSION___________________________________________________________ Pursuant to Section 610.022 RSMo., a motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley to move to closed session to discuss legal and personnel matters under Section 610.021 (1) and (3). A roll call vote was taken on the move to closed session with the following results: Aye: Aldermen Judd, Finley, Gray, Haug, Fleming, Weaver, Siegel, Lehmkuhl​ Nay: None The meeting moved to closed session at 7:31 p.m. ADJOURNMENT____________________________________________________________ When the Board returned to the chambers, a motion was made by Alderman Frank Fleming to reconvene. The motion was seconded by Alderman Michael Finley and passed by a unanimous voice vote. The Board reconvened in open session at 8:42 p.m. A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley to adjourn.
