DRAFT MINUTES Board of Aldermen Meeting Minutes September 10, 2018 at 7:00 p.m. City of Ballwin – 300 Park Dr THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. The meeting was called to order by Mayor Tim Pogue at 7:00 p.m. ROLL CALL PRESENT ABSENT Mayor Tim Pogue Alderman James Terbrock Alderman Michael Finley Alderman Kevin M. Roach Alderman Mark Stallmann Alderman Frank Fleming Alderman Jim Leahy Alderman Ross Bullington Alderman Raymond Kerlagon City Administrator Eric Hanson City Attorney Robert E. Jones The Pledge of Allegiance was given. MINUTES The Minutes of the​ ​from the August 27, 2018 Board meeting was submitted for approval. A motion was made​ by Alderman Fleming​ ​and seconded by Alderman Stallmann to approve the minutes from the August 27, 2018, Board of Aldermen meeting as submitted. A voice vote was taken with a unanimous affirmative result and the motion passed. PRESENTATION EMPLOYEE COMPENSATION:​ ​Finance Officer, Denise Keller, presented an overview of the Employee compensation in respect to anticipated changes to the 2019 Budget. Ms. Keller explained that staff would be budgeting for a 3% merit increase in 2019. She stated the contribution rate for LAGERS in 2019 will decrease 7% for general employees but will increase slightly for police employees. For Health and Dental Insurance, she stated the city will budget for 5.0% health increase and a 2.0% increase for dental. Alderman Roach asked if the the City should reassess the peer cities. Ms. Keller stated she wouldn’t recommend changing any of the peer cities, because she doesn’t believe it would make a difference. CO-OP Salt Purchase A motion was made​ by Alderman Fleming and seconded by Alderman Kerlagon to accept the Consent Items as recommended by staff. A voice vote was taken with a unanimous affirmative result and the motion passed. MAYOR’S REPORT Mayor Pogue announced that he was selected to serve on the MML Legislative Affairs Committee, once again. CITY ADMINISTRATOR’S REPORT City Administrator Hanson stated the light posts have been delivered for the Manchester Road corridor. Coordination between the electrical contractor and MoDOT to install the lights is anticipated to take place in the next few weeks. City Administrator Hanson stated he wanted to publicly recognize staff across the City who put together and volunteered to install the Flags for Forgotten Soldiers. He stated this project was entirely staff driven and demonstrates one of the best things about working at Ballwin. City Administrator Hanson announced it was Chief Scott’s Birthday. Alderman Finley asked about Single Source Recycling and possible cost increases. City Administrator Hanson stated Ballwin is still in a long-term contract with Republic Services. He stated to keep rates low, information and awareness will need to be put out to residents to educated them on proper recycling. CITY ATTORNEY’S REPORT City Attorney Jones stated he reported at the last meeting about the property that was formerly a PNC bank. He stated he has received the court filings and has asked for an indemnity from the petitioner and he will report back to the Board at the next meeting and should be able to provide additional advice. City Attorney Jones also stated that he is a member of the Woodsmill Tennis Club. He said the club has provided 3 hours of indoor pickleball use. He thought the group at the last meeting might be interested in knowing there was another venue to play indoor pickleball near by. A motion was made​ by Alderman Bullington and seconded by Alderman Terbrock to adjourn to closed session to discuss employee matters. A roll call vote was taken with the following results: Ayes: Aldermen Terbrock, Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Kerlagon Nays: None The motion passed to adjourn to closed session at 7:36 p.m. ​_______________________________________________ The Board reconvened in open session at 9:10 p.m. Mayor Pogue reconvened the open session and stated the Board met in closed session to discuss employee matters and that no formal action was made at that time. A motion was made​ by Alderman Fleming and seconded by Alderman Bullington to adjourn the Board of Aldermen Meeting.
