DRAFT MINUTES Board of Aldermen Meeting Minutes October 22, 2018 at 7:00 p.m. City of Ballwin – 300 Park Dr THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. The meeting was called to order by Mayor Tim Pogue at 7:00 p.m. ROLL CALL PRESENT ABSENT Mayor Tim Pogue Alderman James Terbrock Alderman Michael Finley Alderman Kevin M. Jones The Pledge of Allegiance was given. MINUTES The Minutes of the​ ​from the October 8, 2018, Board of Aldermen meeting were submitted for approval. A motion was made​ by Aldermans Fleming and seconded by Alderman Bullington to approve the minutes from the October 8, 2018, Board of Aldermen meeting as submitted. A voice vote was taken with a unanimous affirmative result and the motion passed. The Minutes of the​ ​from the October 8, 2018, Closed Session meeting were submitted for approval. A motion was made​ by Alderman Fleming and seconded by Alderman Kerlagon to approve the minutes from the October 8, 2018, Closed Session meeting as submitted. A voice vote was taken with a unanimous affirmative result and the motion passed. City of Ballwin – Board of Aldermen Meeting Minutes ​DRAFT October 22, 2018 Page 1 PRESENTATION 2019 Budget Presentation: ​Remaining Miscellaneous Funds Budget Presentation Finance Officer Denise Keller began her presentation to the Board with an overview ​about the remaining miscellaneous funds, which is the final presentation for the proposed 2019 budget. She briefly discussed the Special Allocation Funds associated with the Olde Towne Center TIF District with the biggest concern being a projected continued downward trend with the anticipated departure of Marshall’s from the plaza. There were no other significant items of note with the fund. In addition to the Special Allocation Fund, Ms. Keller provided an overview of the Sewer Lateral Fund, Federal Asset Seizure Fund from the St. Louis County Multi-jurisdictional task force, POST fund and an update on the Capital Budget and the General Funds. All the remaining funds were projected in good order with normal activity projected for the coming budget year. PUBLIC COMMENTS RONALD PATE​, 2366 Westpar Dr., stated he has been having issues with a neighbor recently and asked the Board to consider establishing an ordinance regarding fire pits within City limits. LEGISLATION BILL NO. 4008​ ​AN ORDINANCE AMENDING THE APPLICATION PROCESS AND PERMIT FEES FOR EXCAVATION PERMITS IN THE CITY OF BALLWIN A motion was made ​by Alderman Fleming and seconded by Alderman Bullington for a first reading of Bill No. 4008, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4008 was read for the first time. Alderman Finley asked for an overview of the reason for this Bill and Bill 4009 which were being considered. Director of Development, Andy Hixson, stated that these bills were house cleaning items to correct application processes, fees and the mention of a City Engineer in the Ordinance. A motion was made ​by Alderman Fleming and seconded by Alderman Bullington for a second reading of Bill No. 4008, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4008 was read for the second time. A roll call vote was taken for passage and approval of Bill No. 4008 with the following results: Ayes – Aldermen Fleming, Bullington, Terbrock, Leahy, Finley, Roach, Kerlagon, Stallmann Nays -- None. Bill No. 4008 was approved and became ​Ordinance No. 18-13 BILL NO. 4009​ ​AN ORDINANCE DELETING REFERENCES TO THE CITY ENGINEER IN GRADING, EROSION AND SEDIMENT CONTROL REGULATIONS A motion was made ​by Alderman Fleming and seconded by Alderman Bullington for a first reading of Bill No. 4009, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4009 City of Ballwin – Board of Aldermen Meeting Minutes ​DRAFT October 22, 2018 Page 2 was read for the first time. A motion was made ​by Alderman Fleming and seconded by Alderman Terbrock for a second reading of Bill No. 4009, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4009 was read for the second time. A roll call vote was taken for passage and approval of Bill No. 4009 with the following results: Ayes – Aldermen Fleming, Terbrock, Bullington, Stallmann, Leahy, Roach, Kerlagon, Finley Nays -- None. Bill No. 4009 was approved and became ​Ordinance No. 18-14 MAYOR’S REPORT Mayor Pogue recognized WEBOLOS pack 357 for attending the meeting. Mayor Pogue ​announced a long serving member on the Planning and Zoning Commission will be moving out of Ballwin, leaving a vacancy in Ward 3. He also announced there are still two vacancies to be filled on the Board of Adjustment. CITY ADMINISTRATOR’S REPORT City Administrator Hanson r​eported the street lights on Manchester road were currently being reinstalled. City Administrator Hanson reminded the Board and public that leaf collection would begin the week of Monday, November 6. City Administrator Hanson also thanked Ms. Keller and her team, as well as department managers for their work on the 2019 Budget. A motion was made​ by Alderman Fleming and seconded by Alderman Terbrock to adjourn the Board of Aldermen Meeting.
