The meeting was called to order by Mayor Tim Pogue at 7:00 p.m.

MINUTES
The Minutes from the April 8, 2019, Board of Aldermen meeting were submitted for approval. A motion was made by
Alderman Finley and seconded by Alderman Fleming to approve the minutes from the April 8, 2019 Board of Aldermen
meeting as amended. A voice vote was taken with a unanimous affirmative result and the motion passed.
The Minutes from the April 8, 2019 Board of Aldermen closed meeting were submitted for approval. A motion was made
by Alderman Fleming and seconded by Alderman Finley to approve the minutes from the April 8, 2019 Board of Aldermen
closed meeting. A voice vote was taken with a unanimous affirmative result and the motion passed.
The Minutes from the April 15, 2019 Public Works Committee Meeting were submitted for approval. A motion was made
by Alderman Terbrock and seconded by Alderman Bullington to approve the minutes from the April 15, 2019 Public Works
Committee meeting. A voice vote was taken with a unanimous affirmative result and the motion passed.

Alderman Finley, Mayor Pogue, City Administrator Kuntz, Alderman Stallman and Alderman Fleming as well as members
of the public spoke of their appreciation and shared memories of Alderman Terbrock and his work with the Board for 14
years.
PRESENTATION

Gary Carr thanked Alderman Terbrock for his 14 years of service to the City of Ballwin and welcomed the new
Alderman, Mike Utt.

CONSENT ITEMS____________________________________________________________
Parks: John Hoffman, Golf Course Sprayer – Approval to accept the low bid to replace the current sprayer system.
A motion was made by Alderman Fleming and seconded by Alderman Stallmann to approve the low bid as submitted. A
voice vote was taken with unanimous affirmative result and the motion passed.
Public Works: Jim Link – Slabs/Sidewalks – Approval to accept low bid for slab and sidewalk repair
A motion was made by Alderman Fleming and seconded by Alderman Stallmann to approve the low bid as submitted. A
voice vote was taken with unanimous affirmative result and the motion passed.
MAYOR’S REPORT _________________________________________________________
Mayor Pogue recommended Alderman Fleming for President of the Board. Motion was made by Alderman
Stallmann to approve the recommendation and seconded by Alderman Finley. A voice vote was taken with
unanimous affirmative result and the motion passed.
Mayor Pogue made the recommendation to cancel the second Board meeting in May due to the Memorial Day
holiday. Motion was made by Alderman Stallmann to approve the recommendation and seconded by Alderman
Leahy. A voice vote was taken with unanimous affirmative result and the motion passed.
Mayor Pogue made the recommendation to hold one meeting per month in the months of June, July and August.
This meeting would be on the third Monday of the month. Motion was made by Alderman Fleming to approve
the recommendation and seconded by Alderman Leahy. A voice vote was taken with unanimous result and the
motion passed.
The recommendation was made to appoint Gary Carr to the Planning and Zoning Committee, replacing Alderman
Utt. Motion was made by Alderman Finley to approve the recommendation and seconded by Alderman Stallmann.
A voice vote was taken with unanimous affirmative result and the motion passed.
Mayor Pogue proposed that an RFP be issued for two items: extending the existing parking lot near the tennis
courts in Vlasis Park and placing prefabricated restrooms near the playground area in Vlasis Park. Motion was
made by Alderman Bullington and seconded by Alderman Stallmann to move forward with the RFPs for both
items. A voice vote was taken with unanimous affirmative result and the motion passed.
Mayor Pogue also mentioned the drug take back day is Saturday, April 27 at the Ballwin Police Department
from 10 a.m. until 2 p.m.
Mayor Pogue also shared he was able to get a “Let’s Go Blues” banner for the City and displayed it for the
Board and members of the public attending the meeting. Go Blues!

CITY ADMINISTRATOR’S REPORT _________________________________________________
City Administrator Kuntz introduced Chris Conway, the City’s new Parks Director.
Mr. Kuntz also requested the Board consider legislation for a dedicated fund set aside for future projects; there
are two projects coming up we are aware of. Alderman Bullington asked how long the funds would be set for;
City Attorney Jones responded it would be five years. Alderman Finley stated he is not in favor of the fund and
does not feel there is a compelling reason for it. He also stated he favors a specific fund for a specific reason.
Alderman Leahy asked about use of Prop P funds and asked about the operating fund balance. Alderman Fleming
stated when funds are set up by ordinance, flexibility is limited. He would like to see the details hammered out
before it is discussed as legislation; more details are needed before moving forward. Alderman Stallmann stated
he believes this is an excellent, prudent use of funding and keeping this in place shows we know how to manage
City funds. Alderman Kerlagon believes in anticipatory management and we should move forward with the
process. After discussion, Mr. Kuntz stated this would be deferred until we move into budget preparations due to
future uncertainty.
STAFF REPORTS ____________________________________________________________________
Administration: Andy Hixson, Annexation Update
Mr. Hixson provided an update to the Board on Annexation and stated the Commission won’t accept or deny our
request but will allow us to move forward with our plan. Alderman Finley asked about a timeline for the
annexation. Mr. Hixson stated it would be approximately 18 months; it would have to be on the April 2020 ballot
and if approved, would go into effect six months after it passes. Alderman Roach stated we need to start early
making voters aware. Mr. Hixson stated we are already meeting with subdivisions, taking steps we need to. Mr.
Kuntz asked for an update at a future meeting and for the Board to provide guidance.
Parks: John Hoffman, New Parks Director and Parks Master Plan
Mr. Hoffman asked the Board to adopt the Parks Master Plan.
A motion was made by Alderman Roach and seconded by Alderman Fleming to move forward with the Master Plan.
A voice vote was taken with unanimous affirmative result and the motion passed.
Police: Officer Steve Morrison, Parking Concerns 15480 Clayton Rd.
Officer Morrison stated we were asked to open more parking for tenants of the building, which UMB is opposed
to. There was discussion of the various streets and signs/restrictions and recommendations as to which signs could
be removed or changes made to free up spaces for parking. Officer Morrison stated he talked with several residents

on Claybend and was met with mixed feelings on the parking. Alderman Roach asked if the HOA had been
contacted. Alderman Finley stated if this is only a matter of 12 spaces or fewer, there wouldn’t be a need to
involve the HOA. Mayor Pogue asked about UMB’s issue with the parking; Officer Morrison stated they’re
opposed to people parking on their lot, but have never taken action to have cars towed. Officer Morrison is also
concerned with line of sight issues. Alderman Fleming and Alderman Leahy both stated they are inclined to go
with the recommendation made by the Police Department. City Attorney Jones asked that everyone be very
specific for legislation
A motion was made by Alderman Roach and seconded by Alderman Leahy to approve staff recommendations.
A voice vote was taken with unanimous affirmative result and the motion passed.
Public Works: Jim Link, Leaf Collection Bids
Mr. Link shared the City is looking for alternatives to leaf collection. We are starting a pilot program in
Meadowbrook Country Club and would like to solicit formal bids for collection. Alderman Fleming asked how
often pick up would be; Mr. Link shared one pass through would be made very week. The question of how
much it costs for us to provide the service internally was raised; Mr. Link stated it is approximately $25/cubic
yard. Mr. Kuntz stated this will come back to the Board after the one-year pilot. He also stated this pilot
program will help to improve our visibility in the community.
A motion was made by Alderman Roach and seconded by Alderman Leahy to move forward with the pilot
program.
A voice vote was taken with unanimous affirmative result and the motion passed.
CITY ATTORNEY’S REPORT________________________________________________
City Attorney Jones shared that Winchester has given tentative approval to the Courts contract. The amended
start date will be June 1.
A motion was made by Alderman Finley to draft legislation and seconded by Alderman Stallmann. A voice vote
was taken with unanimous affirmative result and the motion passed.
ALDERMANIC COMMENTS
Aldermen Roach and Leahy recognized Jim Terbrock and his family and thanked him again for his service to the
City of Ballwin.

Alderman Stallmann recognized and thanked the Ballwin Police Department for keeping our city safe. Ballwin
was named the safest city in Missouri and eight of the top 10 safest cities in Missouri are in St. Louis County; this
is certainly due to excellent service provided by local police departments.
Alderman Finley discussed the unrestricted fund balance. With uncertainty about the internet use tax and sales
tax base, we need to exercise budgetary restraint. Alderman Finley also asked was is happening with Old Town
Center and asked Mr. Hixson to prepare a report for the Board so there is a better understanding of what is going
on.
Alderman Finley asked about the paper shredder event on June 1. Officer Morrison stated we are not sure of
where the event will be held this year due to Target corporate offices’ objection. Two possibilities are the old
Hobby Lobby parking lot or the Police Department.
CLOSED SESSION __________________________________________________________
A motion was made by Alderman Fleming and seconded by Alderman Roach to go into closed session to discuss
real estate issues as authorized under Section 610.021(2) RSMo. A roll call vote was taken with a unanimous
affirmative result.
OPEN SESSION ___________________________________________________________
A motion was made by Aldermen Fleming to reconvene. The motion was seconded by Alderman Stallmann and
passed by unanimous voice vote.
A motion was made by Alderman Fleming to adjourn. The motion was seconded by Alderman Finley. The
motion passed by unanimous voice vote. The meeting adjourned at 8:57 pm.

Three bids were received to replace the current sprayer system at the Golf course. The low bid is from
Turfwerks.
PUBLIC WORKS: JIM LINK, SLABS/SIDEWALKS
Four bids were received for street slab, curb and gutter and sidewalk replacement and upgrading of curb ramps
to current ADA standards. The low bid is from M&H Concrete Contractors.
MAYOR’S REPORT

Future Meetings: Since the second board meeting in May falls on the Memorial Day holiday, I would like to
propose that this meeting be cancelled. In accordance with past practice, I would also like to discuss a summer
meeting schedule.
Parking Lot/Restroom Additions: I would like to discuss the potential expansion of the Government Center
parking to the west with the potential construction of an additional restroom near the tennis courts and
playground.

CITY ADMINISTRATOR’S REPORT

Infrastructure Reserve Fund: This legislation was established by ordinance in 2014 to provide the financial
mechanism for capital projects such as construction of this government center. The policy was extended, by
motion, in 2018. It is proposed that similar legislation be readopted to address future public purposes as
determined by the board. Direction, by motion, is requested.
