The meeting was called to order by Mayor Tim Pogue at 7:00 p.m.

MINUTES
The Minutes from the June 17, 2019, Board of Aldermen meeting were submitted for approval. A motion was made by
Alderman Fleming and seconded by Alderman Roach to approve the minutes from the June 17, 2019 Board of Aldermen
meeting. A voice vote was taken with a unanimous affirmative result and the motion passed.
The Minutes from the June 17, 2019, Board of Aldermen closed session meeting were submitted for approval. A motion
was made by Alderman Fleming and seconded by Alderman Finley to approve the minutes from the June 17, 2019 Board
of Aldermen closed session meeting. A voice vote was taken with a unanimous affirmative result and the motion passed.
The Minutes from the June 17, 2019, Public Health and Safety Committee meeting were submitted for approval. A motion
was made by Alderman Finley and seconded by Alderman Roach to approve the minutes from the June 17, 2019 Public
Health and Safety Committee meeting as amended. A voice vote was taken with a unanimous affirmative result and the
motion passed.

EXECUTE A COLLECTIVE BARGAINING AGREEMENT WITH THE EASTERN MISSOURI COALITION OF
POLICE, FRATERNAL ORDER OF POLICE, LODGE 15, FOR THE THREE-YEAR PERIOD FROM 2019
THROUGH 2022
A motion was made by Alderman Fleming and seconded by Alderman Stallmann for a first reading of Bill No.
4033, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4033 was read for the
first time.

4033, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4033 was read for a
second time.
A roll call vote was taken for passage and approval of Bill No. 4033 with the following results:

A motion was made by Alderman Fleming and seconded by Alderman Finley for a second reading of Bill No.
4034, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4034 was read for a
second time.
A roll call vote was taken for passage and approval of Bill No. 4034 with the following results:
Ayes – Aldermen Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Kerlagon;
Nays -- None.
Bill No. 4034 was approved and became Ordinance No. 19-20
Resolution – FERRIS PARK MUNICIPAL PARKS GRANT PROGRAM
No discussion on this resolution. A motion was made by Alderman Fleming and seconded by Alderman
Bullington to approve the resolution as submitted. A voice vote was taken with unanimous affirmative result and
the motion passed.

CITY ADMINISTRATOR’S REPORT _ ___________________________________
Personnel Rule Change:
An addition was made to an existing rule showing the City encourages wellness for employees. Alderman Roach
asked if an employee could come to work early or stay late to work. Mr. Kuntz replied they could within confines
of building hours. A motion was made by Alderman Stallmann and seconded by Alderman Bullington to accept
the personnel rule change. A voice vote was taken with unanimous affirmative result and the motion passed.
Street Lights:
A bid was obtained to relocate lighting fixtures to fill the gap on Seven Trails Dr. It was very difficult to obtain
three bids for this job. Mayor Pogue asked about the design/scope of work. Mr. Kuntz stated these are the same
as our existing light fixtures. Alderman Finley asked if we are replacing what isn’t working. Mr. Kuntz explained
we are relocating what isn’t being used. A motion was made by Alderman Roach and seconded by Alderman
Bullington to proceed with relocating the fixtures. A voice vote was taken with unanimous affirmative result and
the motion passed.
Planning Retreat/Work Session
A date is needed for the Board Planning Retreat, which would take approximately three hours. Items for
discussion include the old city hall and upcoming budget. After discussion, the first Tuesday in August was
chosen; it will be held at the Golf Course at 6 p.m. A motion was made by Alderman Roach and seconded by
Alderman Stallmann to hold the Planning Retreat on August 6, at 6 p.m., at the Golf Course. A voice vote was
taken with unanimous affirmative result and the motion passed.
STAFF REPORTS ____________________________________________________________________
Police: Winchester Police Service Agreement Amendment
Chief Scott is requesting the Board approve legislation to amend the Winchester Police Services contract to begin
October 1, 2019 instead of January 1, 2020. The City Attorney from Winchester contacted Chief Scott to see if
this would be possible; Winchester has already approved this if Ballwin would amend the contract. Alderman
Roach asked if the Chief had any concerns about starting earlier. The Chief replied he did not.
A motion was made by Alderman Roach and seconded by Alderman Fleming to prepare legislation to amend the
start date of Police Services in City of Winchester.
A voice vote was taken with unanimous affirmative result and the motion passed.

Police: Conversion of Temporary Three-Way stop to Permanent
Chief Scott is recommending the temporary three-way stop at Ramsey and Ballwin Commons be converted to a
permanent stop. This would consist of one stop sign on Ballwin Commons and one stop sign each on northbound
and southbound Ramsey Ln.
A motion was made by Alderman Stallmann and seconded by Alderman Roach to draft legislation. A voice vote
was taken with unanimous affirmative result and the motion passed.
Public Works: Microsurfacing
Mr. Link is recommending Donelson be awarded this bid. This company has done previous work in Ballwin as
well as other municipalities. They would be able to start the end of August and there are numerous streets to be
repaired. Mayor Pogue asked how long since this was previously done. Mr. Kuntz stated this was tested in 2015
and that this is not so much structural as it is sealant. Mr. Link is in favor of this product as it wears well.
A motion was made by Alderman Roach and seconded by Alderman Fleming to approve staff recommendation.
A voice vote was taken with unanimous affirmative result and the motion passed.
Public Works: Restroom at Vlasis Park Playground
Mr. Link presented options for the new restroom at Vlasis Park. Several designs and options were discussed along
with pricing. Some concerns discussed included being ADA compliant, keeping entrances visible, and winterizing
the building. Mr. Kuntz stated we should try to make it look similar to the new government center.
A motion was made by Alderman Roach and seconded by Alderman Stallmann to approve the purchase of the
building with the amount not to exceed $125,000. A voice vote was taken with unanimous affirmative result and
the motion passed.
Public Works: Salt
Mr. Link discussed the purchase of salt for the upcoming winter. We would purchase from the COOP, 100 tons
in the fall and 50 tons in the spring, but would like to be able to search for a secondary supplier as we may be able
to find a lower cost for the later purchase. Mayor Pogue asked if we would stay with the COOP; Mr. Link stated
we would as it is not recommended to get out of the COOP. Alderman Roach asked about timing as far as when
the order is placed and how that falls budget wise. Mr. Link explained the order would be placed in August, falling
in the 2019 budget.
A motion was made by Alderman Fleming and seconded by Alderman Stallmann to approve the purchase as
submitted. A voice vote was taken with unanimous affirmative result and the motion passed.

CITY ATTORNEY’S REPORT________________________________________________
City Attorney Jones is currently working with Assistant City Administrator Hixson on proposed changed to the
city ordinance regarding adult oriented businesses. He will be bringing these changes to the next Board meeting
after the Planning and Zoning Committee reviews them on August 5.
A motion was made by Alderman Roach and seconded by Alderman Bullington to draft legislation to be presented
to the Planning and Zoning Committee. A voice vote was taken with unanimous affirmative result and the motion
passed.
ALDERMANIC COMMENTS
Alderman Stallmann stated he received a letter from a Ballwin resident praising the street department for all their
hard work on street and sidewalk repair.
Alderman Fleming stated he had also received a letter thanking Jim Link and Joe Gregor for taking immediate
action to resolve an issue on their street. Their work is very much appreciated
Mr. Kuntz and Mayor Pogue stated the Public Works crews would be adjusting their work hours due to the
upcoming warmer weather.
CLOSED SESSION __________________________________________________________
The Board moved to go into closed session for one or more of the reasons as authorized by Section 610.021 (3) Revised
Statutes of Missouri, relating to employee matters.
A motion was made by Alderman Roach and seconded by Alderman Fleming to go into closed session. A roll call vote was
taken with a unanimous affirmative result.

POLICE: CHIEF KEVIN SCOTT – Winchester Police Services Agreement Amendment
Staff is requesting legislation to amend the Winchester Police Services Agreement to begin October 1,
2019 instead of January 1, 2020.
POLICE: CHIEF KEVIN SCOTT – Conversion of Temporary Three-Way Stop to Permanent
Staff is requesting the Board of Aldermen to consider drafting an ordinance for the installation of three
permanent stop signs at the three-way intersection of Ramsey Lane and Ballwin Commons Drive. One
permanent stop should be posted on Southbound Ramsey Lane at intersecting Ballwin Commons Drive. A
second permanent stop sign should be posted Northbound Ramsey Lane at intersecting Ballwin Commons
Drive. Lastly, the third permanent stop sign should be posted on Eastbound Ballwin Commons Drive at
intersecting Ramsey Lane.
PUBLIC WORKS: JIM LINK – Microsurfacing
Staff recommendation to award the unit price contract to Donelson Construction through the Greene
County cooperative bid contract.
PUBLIC WORKS: JIM LINK – Restroom at Vlasis Park Playground.
Staff recommendation to purchase a CXT concrete building, not to exceed $100,000, using the Missouri
State Bid Contract for a restroom in Vlasis Park.
PUBLIC WORKS: JIM LINK – Salt
Staff recommendation to award a contract to Compass Minerals and Beelman Logistics for salt delivery
in late 2019 and early 2020.
