DRAFT MINUTES BOARD OF ALDERMEN Meeting Minutes SEPTEMBER 9, 2019 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. The meeting was called to order by Mayor Tim Pogue at 7:00 p.m. ROLL CALL Present Absent Mayor Tim Pogue Alderman Mike Utt Alderman Michael Finley Alderman Kevin M. MINUTES The Minutes from the August 19, 2019, Board of Aldermen meeting were submitted for approval. A motion was made by Alderman Fleming and seconded by Alderman Stallmann to approve the minutes from the August 19, 2019 Board of Aldermen meeting as amended. A voice vote was taken with a unanimous affirmative result and the motion passed. BALLWIN, MO 63011 LEGISLATION ____________________________________________________________ Bill 4042 - AN ORDINANCE PROVIDING FOR THE ERECTION OF TRAFFIC CONTROL SIGNS AND AMENDING THE ORDINANCES PROVIDING FOR THE LOCATIONS THEREOF A motion was made by Alderman Fleming and seconded by Alderman Bullington for a first reading of Bill No. 4042, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4042 was read for the first time. In discussion of Bill No. 4042: None A motion was made by Alderman Fleming and seconded by Alderman Finley for a second reading of Bill No. 4042, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 4042 was read for a second time. A roll call vote was taken for passage and approval of Bill No. 4042 with the following results: Ayes – Aldermen Utt, Finley, Roach, Stallmann, Fleming, Bullington, Kerlagon; Nays -- None. Bill No. 4042 was approved and became Ordinance No. 19-28 CONSENT ITEMS____________________________________________________________ None MAYOR’S REPORT__________________________________________________________ Mayor Pogue reported that he has been asked to serve once again on the Municipal League’s Legislative Affairs Committee. The first committee meeting is next week. CITY ADMINISTRATOR’S REPORT___________________________________________________ Regulatory Signage Analysis An independent assessment by a traffic consulting engineering firm to do a comprehensive inventory of city signage is needed, to be done with Officer Burgoyne’s assistance. Mr. Kuntz, Mr. Hixson and Officer Burgoyne conducted interviews with two firms. It is staff’s recommendation this be awarded to T2 Traffic; they also contributed to the City’s comprehensive plan. The cost would be not to exceed $8564.72. BALLWIN, MO 63011 apply for Traffic Engineering Assistance Program (TEAP) funding from Missouri Department of Transportation (MoDOT). Alderman Finley asked if the submission for funding would be completed by the end of September; Mr. Hixson stated it would be. Alderman Fleming asked for clarification on when we would receive funds from MoDOT. Mr. Kuntz stated there is a lot of competition for the funding and that potentially, we would not receive any. However, having this study information on hand puts us in a better position to receive funds from the program. Alderman Roach asked if the recommendation was the result of an RFP; Mr. Kuntz stated this was an RFP and only two proposals were received. Both firms were interviewed and it was agreed by the interviewers T2 Traffic was the most comprehensive and most qualified. A motion was made by Alderman Stallmann and seconded by Alderman Roach to accept the staff recommendation of T2 Traffic. A voice vote was taken with unanimous affirmative result and the motion passed. STAFF REPORTS ____________________________________________________________________ Public Works: Meadowbrook Leaf Collection RFP Mr. Link stated this RFP was advertised with two bids received. The low bid amount is $17,296. It is staff’s recommendation West County Landscaping be awarded the bid, not to exceed $25,000. Mr. Kuntz stated this is a pilot program which we’re optimistic to try as it will supplement work already being done by city crews. Mayor Pogue asked about the parameters of the program and if pick-up would be once a week. Mr. Link replied there would be one pick-up per week, for six weeks (October 28 – December 6, 2019). Mayor Pogue also asked if the company understood they are expected to make at least one pass during heaviest times; Mr. Link replied they do. Alderman Stallmann commented on the wide variance between the two bids. Mr. Link stated the other bidder would have to purchase new equipment. A motion was made by Alderman Stallmann and seconded by Alderman Roach to accept the staff recommendation of West County Landscaping. A voice vote was taken with unanimous affirmative result and the motion passed. BALLWIN, MO 63011 Public Works: Parking Lot Bioswale Mr. Link is recommending Cochran Engineering and Weiss Design Group be advanced to Phase II and Phase III of the design build process. He also stated many of the engineering firms we invited to participate in the design build could not find a construction partner. Mr. Kuntz stated the companies have been vetted very carefully as the process for this recommendation is unique. Following the Board’s approval, this work should be completed before winter weather arrives. A motion was made by Alderman Kerlagon and seconded by Alderman Fleming to accept the staff recommendation of Cochran Engineering and Weiss Design Group. A voice vote was taken with unanimous affirmative result and the motion passed. Public Works: Concrete Street Construction Additional Funding-Sweetwood Mr. Link is requesting an amendment to this unit price contract to the low bidder, M & H Concrete Contractors, Inc, not to exceed $700,000. After milling Sweetwood Ct and Ln., the pavement beneath the asphalt was in poor condition. Mr. Kuntz stated this situation is unique in that we don’t know what’s underneath until the project starts. It was determined the best course of action would be replacing the curb and gutter with fresh concrete and asphalt the center instead of an overlay. A motion was made by Alderman Roach and seconded by Alderman Fleming to approve the unit price contract to M & H Concrete Contractors not to exceed $700,000. A voice vote was taken with unanimous affirmative result and the motion passed. CITY ATTORNEY’S REPORT_________________________________________________ Nothing for this meeting ALDERMANIC COMMENTS Alderman Finley noted a date is forthcoming for the next Public Health and Safety Committee. He also stated there is a new scientific article coming out regarding Kratom, which he would like to review. Alderman Fleming thanked everyone for their efforts on Bill 4042, which was the result of a resident complaint. He appreciated the work put forth by staff, Public Works and the Police Department looking at it to alleviate the situation. A motion was made by Alderman Stallmann and seconded by Alderman Bullington to go into closed session. A roll call vote was taken with a unanimous affirmative result. OPEN SESSION ___________________________________________________________ A motion was made by Aldermen Fleming to reconvene. The motion was seconded by Alderman Finley and passed by unanimous voice vote. A motion was made by Alderman Fleming to adjourn. The motion was seconded by Alderman Stallmann. The motion passed by unanimous voice vote.
