DRAFT MINUTES BOARD OF ALDERMEN Meeting Minutes April 12, 2021 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. A motion was made by Alderman Fleming and seconded by Alderman Bullington to approve the minutes from the March 22, 2021 Board of Aldermen meeting as submitted. A voice vote was taken with unanimous affirmative result and the motion passed. City of Ballwin- Board of Aldermen Meeting Minutes DRAFT April 12 2021 1 DRAFT MINUTES BOARD OF ALDERMEN Meeting Minutes April 12, 2021 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 LEGISLATION_______________________________________________________________ BILL 4094 - AN ORDINANCE APPROVING A SPLIT OF THE LOT KNOWN AND NUMBERED AS 14918 MANCHESTER ROAD IN THE CITY OF BALLWIN. A motion was made by Alderman Fleming and seconded by Alderman Bullington for a first reading of Bill 4094, title only. A voice vote was taken with unanimous affirmative result and Bill 4094 was read for the first time. Discussion: Alderman Roach asked if a representative from the company was in attendance and asked about the reasoning behind the petition. Mr. Patrick Bennett, Civil & Environmental Consultants in St. Charles, came forward and addressed the Board, stating they are buttoning up the previous project presented. Alderman Roach asked Mr. Bennett if he had any updates from the other two businesses which will be occupying the space. Mr. Bennett stated there was nothing further to report on the west side of the lot and some activity has started on the existing building. A motion was made by Alderman Fleming and seconded by Alderman Stallmann for a second reading of Bill 4094, title only. A voice vote was taken with unanimous affirmative result and Bill 4094 was read for a second time. A roll call vote was taken for passage and approval of Bill 4094 with the following results: Ayes – Aldermen Finley, Utt, Roach, Stallmann, Fleming, Leahy, Bullington, Kerlagon Nays -- None. Bill No. 4094 was approved and became Ordinance No. 21-11 RESOLUTION - A RESOLUTION ADOPTING AN UPDATE TO THE EMPLOYEE RETIREMENT PROGRAM TO REFLECT A COST RATIO OF 50/50 FOR NEW ENROLLEES, TO BE EFFECTIVE JANUARY 1, 2022. Discussion: Alderman Roach asked if there had been any further feedback from employees. City Administrator Sterman responded that he had not heard from anyone. A motion was made by Alderman Fleming and seconded by Alderman Bullington to approve the resolution as submitted by staff. A voice vote was taken with unanimous affirmative result and the motion passed. BALLWIN, MO 63011 RESOLUTION - A RESOLUTION APPROVING DONATION OF 360 SQUARE FEET OF PERMANENT ROADWAY IMPROVEMENT MAINTENANCE UTILITY SEWER AND SIDEWALK EASEMENT ALONG HOLLOWAY RD. TO ST. LOUIS COUNTY. Discussion: Alderman Finley stated he, Alderman Utt and Mayor Pogue had taken part in the Webex conference. There were no surprises and he didn’t see any reason to not move forward. A motion was made by Alderman Finley and seconded by Alderman Utt to approve the easement donation resolution to St. Louis County. A voice vote was taken with unanimous affirmative result and the motion passed. CONSENT ITEMS____________________________________________________________ Administration – Dental Insurance Staff is recommending renewal of the City’s dental coverage with Delta Dental; there is no rate increase and a two year guarantee. The benefit coverage remains the same. This will go into effect on June 1, 2021. Discussion: None A motion was made by Alderman Roach and seconded by Alderman Bullington to accept staff’s recommendation. A voice vote was taken with unanimous affirmative result and the motion passed. Administration – Personnel Manual Changes Staff is recommending the Board accept the proposed changes to the personnel manual. Discussion: None A motion was made by Alderman Roach and seconded by Alderman Bullington to accept staff’s recommendation. A voice vote was taken with unanimous affirmative result and the motion passed. Parks – Aqua Wall Staff recommends disposing of Aqua Climb Portable Poolside Climbing Wall: Asset ID 325. Discussion: This item was pulled by Alderman Finley for further discussion. City of Ballwin- Board of Aldermen Meeting Minutes DRAFT April 12 2021 3 DRAFT MINUTES BOARD OF ALDERMEN Meeting Minutes April 12, 2021 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 Parks – Ferris Park Change Order Staff recommends the Board approve a change order from Ideal Landscape Group in the amount of $16,200 for the relocation of the bio-retention basin. Discussion: None A motion was made by Alderman Roach and seconded by Alderman Bullington to accept staff’s recommendation. A voice vote was taken with unanimous affirmative result and the motion passed. Police – Police Vehicles Staff recommends these vehicles be removed from the City’s inventory and sent to auction. Discussion: None A motion was made by Alderman Roach and seconded by Alderman Bullington to accept staff’s recommendation. A voice vote was taken with unanimous affirmative result and the motion passed. MAYOR’S REPORT__________________________________________________________ Mayor Pogue noted that this is Public Safety Telecommunicators Week, noting dispatchers are the first people residents talk to in emergency situations. He thanked our dispatchers for the very stressful job they perform and asked Chief Schaeffler to pass on his and the Board’s thanks for the work they do. Mayor Pogue also congratulated the reelected Aldermen; he also stated they have a hard year ahead coming out of the Covid 19 pandemic, helping businesses and residents recover. He is looking forward to working with everyone in the coming year. BALLWIN, MO 63011 CITY ADMINISTRATOR’S REPORT___________________________________________________ City Administrator Sterman echoed the Mayor’s congratulations to Mayor Pogue and the reelected Aldermen. These officials will be sworn in at the April 26, 2021 Board meeting. Mayor Pogue asked Alderman Finley to discuss his concerns with Consent Item C-Aqua Wall at this time. Alderman Finley stated he remembers that the aqua wall was very popular with kids and asked Parks Director Chris Conway the reasoning behind disposing of the wall and if there are other alternatives. Mr. Conway stated this was an original model of the wall and there are no longer parts available to repair it. It was taken out of service last summer because of this and he had actually received a lot of positive feedback that is was nice to have an area of deep water for swimming. A motion was made by Alderman Bullington and seconded by Alderman Kerlagon to accept staff’s recommendation as submitted. A voice vote was taken with unanimous affirmative result and the motion passed. CITY ATTORNEY’S REPORT_________________________________________________ Nothing to report ALDERMANIC COMMENTS_________________________________________________ Alderman Finley congratulated Mayor Pogue and his reelected colleagues on their reelection. He also asked Parks Director Conway to see what alternatives are out there to replace the aqua wall. Alderman Stallmann thanked the Ward 2 residents and congratulated Mayor Pogue and his fellow Aldermen who were reelected. Alderman Bullington thanked the Ward 4 residents and also congratulated those who were reelected. Alderman Utt also congratulated the reelected officials. LEGISLATION ______________________________________________________ BILL 4094 - AN ORDINANCE APPROVING A SPLIT OF THE LOT KNOWN AND NUMBERED AS 14918 MANCHESTER ROAD IN THE CITY OF BALLWIN. A petition was received from Ben Stegmann to split the lot known and numbered as 14918 Manchester Road in the City of Ballwin. The petition was referred to and approved by the Planning and Zoning Commission at it’s April 5, 2021 meeting. RESOLUTION – A RESOLUTION ADOPTING AN UPDATE TO THE EMPLOYEE RETIREMENT PROGRAM TO REFLECT A COST RATIO OF 50/50 FOR NEW ENROLLEES, TO BE EFFECTIVE JANUARY 1, 2022. This resolution will update the retiree health insurance program. Parks – Ferris Park Change Order Staff is requesting the Board approve a change order from Ideal Landscape Group in the amount of $16,200 for the relocation of the bio-retention basin. Police – Police Vehicles Staff is recommending three police vehicles be removed from inventory due to high mileage, excessive repair costs and lack of need.
