The meeting was called to order by Mayor Pogue at 7:04 p.m.

MINUTES
The minutes from the March 27, 2023 Board of Aldermen meeting were submitted for approval.
A motion to approve as submitted was made by Alderman Frank Fleming and seconded by Alderman Ross
Bullington. The motion passed unanimously.
The minutes from the March 27, 2023 Board of Aldermen Closed Session meeting were submitted for approval.
A motion to approve as submitted was made by Alderman Frank Fleming and seconded by Alderman Michael
Finley. The motion passed unanimously.

Administration - Dental Renewal
Staff recommends renewing dental coverage with no rate increase through Delta Dental for one year
effective June 1, 2023.
A motion was made by Alderman Kevin Roach and seconded by Alderman Michael Finley for approval. The
motion passed unanimously and the Board approved the Dental Renewal as submitted.
Administration - Ballwin Historical Society Liquor License
Staff recommends approval of the Liquor License for the Ballwin Historical Commission's monthly folk
music concert series.
A motion was made by Alderman Kevin Roach and seconded by Alderman Michael Finley for approval. The
motion passed unanimously and the Board approved the Liquor License as submitted.
MAYOR’S REPORT__________________________________________________________
Mayor Tim Pogue noted that the Board of Aldermen Committee assignments will be discussed at the next
meeting. He also noted that during the Claymont subdivision neighborhood meeting, the request for a stop sign
at Monticello and Claymont was made. He directed Chief of Police Doug Schaeffler to do a study on the
intersection to determine the feasibility of a stop sign there.
CITY ADMINISTRATOR’S REPORT___________________________________________________
City Administrator Eric Sterman asked the Board about their thoughts on a summer schedule for the Board of
Aldermen. Mayor Tim Pogue noted the Board wanted to cancel the second meeting of the month for June, July
and August. Alderman Mark Stallmann made a motion in favor, seconded by Alderman Michael Finley. The
motion passed unanimously.
City Administrator Sterman also introduced the new City Planner, Lynn Sprick. She comes to the City of
Ballwin from Sunset Hills and previously worked for St. Charles County.

City Administrator Sterman then brought up Chief Doug Schaeffler. Chief Schaeffler congratulated Captain
John Bergfeld on his graduation from a 10-week program from the Northwestern School of Police Staff &
Command. Chief Schaeffler then presented on the Commission on Accreditation for Law Enforcement agencies
accreditation process, which will begin next week. He noted the Ballwin Police Department has been preparing
for this accreditation for the past year and a half. He also noted the Police Department had to develop policies
and procedures to address 150 standards in order to be accredited by CALEA. The process is expected to be
finished this summer.
City Administrator Sterman then noted that the new Police Station is still on track for substantial completion on
April 17, 2023. Dispatchers have already been moved over to St. Louis County’s facilities.
City Administrator Sterman also noted that New Ballwin Road is currently under construction, with slab work
set to begin later this summer.

ALDERMANIC COMMENTS_________________________________________________
Alderman Michael Finley congratulated all recently elected Board Members for their wins in their wards. He
also noted that before this meeting, the Board of Alderman Public Health & Safety Committee met to discuss
mosquito fogging. He also mentioned a resident was interested in potentially adding a crosswalk on Ries Road,
and directed staff to look into the feasibility of one.
Alderman Mark Stallmann noted that he and the Board of Aldermen Parks & Recreation Committee would like
to create a Parks & Recreation Citizen Advisory Board. He noted there would be two citizen members from
each ward, a representative from the Ballwin Days Committee and an aldermanic representative. He directed
City Attorney Bob Jones to draft legislation for the next meeting. Alderman Stallmann also read a statement
regarding an old email that was sent out regarding development at the Barn at Lucerne, and noted what was sent
out against him was not true.

CLOSED SESSION__________________________________________________________
A motion was made by Alderman Ross Bullington and seconded by Alderman Michael Finley to move to
closed session. The motion was passed by unanimous affirmative voice vote and the meeting moved to closed
session at 7:30 p.m.

Alderman Frank Fleming made a motion to reconvene into open session. The motion was seconded by
Alderman Mike Utt and passed by a unanimous voice vote at 7:54 p.m.
A motion was made by Alderman Frank Fleming and seconded by Alderman Michael Finley to adjourn. The
motion was passed by unanimous affirmative voice vote and the meeting adjourned at 7:55 p.m.

STATEMENT ON THE BARN AT LUCERNE from Alderman Mark Stallmann
Ladies and Gentlemen, I want to begin by thanking the voters of Ward 2 for giving me the
opportunity to continue to serve them on the Board of Aldermen. I am honored to have their
trust and confidence.
Sadly, the last days of the campaign was marred by cowardly and anonymous attacks on me!
While everyone’s right to campaign for or against a candidate for office is a sacred part of our
democracy! Anonymous attacks violate the spirit and letter of ethics standards and laws that
govern us.
Some of you may have seen the three-year-old email between city staff and members of this
board that was distributed to voters in my ward concerning a developer’s interest in the Barn
property. Subsequently, an anonymous text message went out to voters, alleging that
Developers want to demolish the Barn at Lucerne and build apartments. It went on to claim
that I would vote to approve those plans.
I have talked with my opponent in the election, and he assured me that he had nothing to do
with the anonymous attacks and was unaware of the origin of the text or email. I am pursuing
identifying the person or persons responsible and will take whatever recourse is available under
Missouri ethics laws.
Let me set the record straight! There is no plan before the city to do anything to the Barn
property. I have talked with Jason Riegelsberger, the property manager for the Barn and he
assured me that there are no plans to demolish the Barn structure and that the Barn property is
not for sale.
Finally, let me be clear! I would oppose any effort to remove the historic Barn from our Ballwin
skyline!
