The meeting was called to order by Mayor Tim Pogue at 5:30 p.m.

Personnel
Finance Officer Denise Keller spoke to the Board about the personnel and shared expenses portion of
the budget, noting three percent raises were again budgeted for employees.
Police Department
Police Chief John Bergfeld noted the department is requesting five new vehicles. Alderman David
Siegel noted he would like to see all white vehicles, suggesting the Board approve wrapping each
current vehicle in white vinyl to match. The Board ultimately decided to approve purchasing five new
white vehicles when they become available.
The Budget Workshop took a break for the regularly scheduled Board Meeting at 7:00 p.m. The Budget
Workshop resumed at 7:45 p.m.

Parks & Recreation
Parks & Recreation Director Chris Conway noted the department is contracting out mowing this
upcoming year. There’s also money in the budget for redoing some portions of the railing at the Pointe.
He also noted at North Pointe there may be some expenses due to leakage that is currently being
detected.
Alderman David Siegel left the meeting at 8:06 p.m.
Public Works
Public Works Director Jim Link noted there is $1.8 million budgeted for street repair in 2025. He also
noted he will be seeking a fourth leaf vacuum for leaf collection season. Alderman Frank Fleming noted
there are some signs he had noticed that do not have the City’s current branding. Public Works Director
Link had noted the department is working on replacing all of the outdated ones.
Administration
City Finance Officer Denise Keller noted there are budgetary inclusions for street banners, a lobbyist at
the state level and money for economic development/marketing.
Mayor Tim Pogue asked whether staff had considered a website redesign. Marketing and
Communications Specialist/City Clerk Megan Freeman noted there are ADA provisions that will need to
be implemented by April of 2027 and that the cost is most likely to be in the tens of thousands of dollars
yearly and upfront.
