1 BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES NOVEMBER 9, 2015 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Michael J. Bilotta Kenneth L. Brewer, III Jane E. Gorman David G. Houser James W. Kresge Bonnie J. LaBar- Arrived 7:03 Karey J. Murphy Robert J. Rhodes, Jr. Others Present: David J. Ceraul, Esq., Solicitor Joseph H. Capozzolo, Mayor Nathaniel J. Dysard, Borough Manager Gillian Bartholomew, Junior Council Member Brian Gembarski, Junior Council Member PUBLIC COMMENT AND CORRESPONDENCE: 1. Mark Rouch was present to give an update on Elder & Division Street. He requested that the Borough place a mirror at Elder & Division for safety. Manager Dysard will look into this request. NEW BUSINESS 1. A MOTION to approve Police Directives 3.27 and 5.3.3 made by Bilotta, seconded by LaBar. All were in favor. MOTION carried. 2. A MOTION to accept the Letter of Resignation from Jane Gorman resigning from the Slate Belt Community Partnership Board made by Brewer, seconded by Rhodes. All were in favor. MOTION carried. 3. A MOTION to approve the request for a Disabled Parking Space at 315 Broadway made by Bilotta, seconded by Rhodes. All were in favor. MOTION carried. 4. A MOTION to Authorize Advertisement of the 2016 Proposed Budget made by Brewer, seconded by Murphy. All were in favor. MOTION carried. 5. Manager Dysard explained the Community Action Committee of the Lehigh Valley Request for Funding to Council. No action is taking place on this item at this time. 6. The Slate Belt COG requested each municipalities put in .50 cents per capita for the Regional ACO. We are already in compliance with their request at this time. 2 7. Manager Dysard spoke to Council about parking meter replacement within the Borough. The parking meters need upgrading in the near future, as well as enforcement in the upcoming year. 8. Councilmember Murphy gave a brief description about the HOME program. This program is open to homeowners in the Borough to perform repairs on their homes. PARK BOARD 1. The Park Board reported on Octoberfest. The Park Board brought in $4,700.00 from this event and would like to thank the student volunteers. Also, the Park Board is always accepting new members. MEMBERS COMMENTS 1. Councilmember Houser asked at the reorganization meeting in January that Council continues their involvement with the COG. 2. Councilmember LaBar mentioned the events that will take place in the Borough during the month of December in honor of the 140th Anniversary. 3. Mayor Capozzolo welcomed the two Junior Councilmembers and reminded everyone that the Veterans Day ceremony will be held at Bangor Memorial Park on November 11 at 10:00 A.M. 4. Solicitor Ceraul mentioned that litigation is underway with the Authority at this time. ADJOURNMENT A MOTION to adjourn was made by Rhodes, seconded by Murphy. All were in favor. MOTION carried.
