BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA

CALL TO ORDER AND PLEDGE TO FLAG

PUBLIC COMMENT AND CORRESPONDENCE
1. Dave Houser was present to thank Borough Council for allowing the use of Bangor
Memorial Park for the Relay for Life event held every year.
APPROVAL OF MINUTES
A MOTION to approve the minutes dated April 11, 2016 & April 25, 2016 made by
Murphy, seconded by Bilotta. All were in favor. MOTION carried.
APPROVAL OF BILLS TO BE PAID
A MOTION to approve the bills totaling $77,138.67 to be paid made by Murphy, seconded
by Gorman. All were in favor. MOTION carried.
ACTION ITEMS
1. A MOTION to authorize Manager Dysard to sign and send a letter committing
participation in the Lehigh Valley Hazard Mitigation Plan made by Goffredo, seconded by
Rhodes. All were in favor. MOTION carried.
2. A MOTION to authorize advertising of the 2016 Paving Project, as presented estimated
cost for the project is approximately $65,000 made by Rhodes, seconded by Murphy. All
were in favor. MOTION carried.

3. A MOTION to approve the Employee Handbook as revised made by Rhodes, seconded by
LaBar. All were in favor. MOTION carried.
4. A MOTION to respond to United Church of Christ in Nazareth and Mourning for Mothers
that the Borough of Bangor regretfully declines hosting the circus on June 4, 2016 made
by Murphy, seconded by Gorman. All were in favor. MOTION carried.
COUNCIL REPORTS
1. Council Member Schweitzer reported that the management agreement has been
approved between the Bangor Borough Authority and Bangor Borough. He also reported
that the video recording of the sewer lines under Market Street has been completed and
areas that need to be fixed are out to bid.
2. Council Member Murphy reported that the first Bangor Farmers Market went very well.
3. Council Member LaBar gave an update on upcoming events in the Borough.
MAYOR REPORTS
1. Mayor Capozzolo reminded everyone about the Memorial Day Ceremonies that will be
held on Memorial Day.
MANAGER REPORTS
1. Manager Dysard reported that the Bangor Middle School clean up with be taking place
on May 25.
ADDITIONAL PUBLIC COMMENT
1. Ken Snyder, developer of Deer Trac Estates was present to discuss the possibility of not
having a sidewalk installed at a property along Raspberry Lane from the edge of the lane
to the development to South Sixth Street.
A. A MOTION to support Ken Snyder’s effort not to have a sidewalk put in as per the letter
presented to Council made by Bilotta, seconded by LaBar. All were in favor. MOTION
carried.
B. A MOTION to accept the Solicitors advice and go with the memorandum that will be
provided for review made by Murphy, seconded by LaBar. Vote 7-1. Yay- Gorman, Bilotta,
LaBar, Murphy, Goffredo, Rhodes, Schweitzer. Nay- Kresge. MOTION carried.
ADJOURMENT
A MOTION to adjourn made by Schweitzer, seconded by Bilotta. All were in favor. MOTION
carried.
The Bangor Borough Council Meeting adjourned at 8:21 P.M
