1 BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES October 17, 2016 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Michael J. Bilotta Robert W. Engle Jane E. Gorman Robert Goffredo, Sr. James W. Kresge Bonnie J. LaBar Robert J. Rhodes, Jr Barry G. Schweitzer Others Present: Joseph H. Capozzolo, Mayor David J. Ceraul, Esq., Solicitor Nathaniel J. Dysard, Borough Manager Brian Gembarski, Junior Council Member Absent: Gillian Bartholomew, Junior Council Member PUBLIC COMMENT AND CORRESPONDENCE: 1. Chad Defilice was present to express interest as the Civil Service Solicitor. The Civil Service Commission will be in touch with the candidates as needed. 2. Debbie & David from Deerhaunt Real Estate, owners of 40 Market Street were present to express concern about the bar establishment next to their rental property and potential issues. NEW BUSINESS 1. A MOTION to appoint Alisia Fiorucci to serve as an Alternate on the Disruptive Conduct Board made by Schweitzer, seconded by Labar. All were in favor. MOTION carried. 2. A MOTION to accept with regret a letter of Resignation for John Smoke from the Civil Service Commission made by Rhodes. Seconded by Engle. All were in favor. MOTION carried. 3. A MOTION to appoint James Kresge to the Civil Service Commission term ending 12/31/17 made by Schweitzer, seconded by Rhodes. All were in favor. MOTION carried. 4. A MOTION to appoint Michael Bauer to the Civil Service Commission term ending 12/31/18 made by Rhodes, seconded by LaBar. All were in favor. MOTION carried. 5. A MOTION to appoint Kelly Rak to the Civil Service Commission term ending 12/31/19 made by Rhodes, seconded by LaBar. All were in favor. MOTION carried. 6. A MOTION to reduce the number of seats on the Borough Authority from 7 to 5 made by Schweitzer, seconded by Bilotta. All were in favor. MOTION carried. 7. A MOTION to eliminate the two restricted seats pending approval of the Authority Board and allowing the Solicitors to work out implementations. All were in favor. MOTION carried. 2 A MOTION to take a 5 minute break during the budget discussion made by Schweitzer, seconded by Engle. All were in favor. MOTION carried. 8. Manager Dysard gave a detailed description on the upcoming 2017 budget. There is a 3% purposed tax increase for the 2017 year. Real Estate tax is one of the primary sources of Revenue for municipalities. He also spoke about changing the lighting throughout the Borough and this could potentially lead up to a large cost savings for the Borough. COUNCIL REPORT 1. Council Member Schweitzer mentioned that the Borough recently received an Animal Control Award for regional animal control efforts. 2. Council Member LaBar spoke about the upcoming events that will take place in the Borough. A MOTION to allow Reindeer for the Downtown Christmas celebration December 9, 2016 from 2:00 P.M until 7:00 P.M and the Girl Scouts to decorate the Downtown area made by Bilotta, seconded by Engle. All were in favor. MOTION carried. 3. Council Member Engle mentioned upcoming events that the Fire Department will be participating in. 4. Mayor Capozzolo mentioned that there will be a Veterans’ Day ceremony will take place at Memorial Park on November 11, 2016 at 10:00 A.M 5. All Council Members thanked the different organizations in the Borough for their volunteer time. ADJOURNMENT A MOTION to go into executive session to discuss Teamsters Contract Negotiations with no action to follow and adjourn made by Rhodes, seconded by Engle. All were in favor. MOTION carried.
