BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES December 12, 2016 7:00PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Robert W. Engle Robert Goffredo, Sr. Jane E. Gorman James W. Kresge Bonnie J. LaBar Michael J. Bilotta Robert J. Rhodes, Jr. Others Present: David J. Ceraul, Esq., Solicitor Nathaniel J. Dysard, Borough Manager Brian Gembarski, Junior Council Member Absent: Gillian Bartholomew, Junior Council Member Joseph H. Capozzolo, Mayor Barry G. Schweitzer PUBLIC COMMENT Janet Miller was present to discuss the problems with the lights during the Borough Christmas Tree Lighting. Miller stated that Dennis Fuls helped with the lights. A MOTION was made by Engle and seconded by Rhodes to authorize the Borough Secretary, on behalf of Borough Council to send a thank you note to Dennis Fuls for his helping with the Christmas lights. All were in favor. MOTION carried. APPROVAL OF MINUTES A MOTION to approve the minutes dated November 14, 2016 & November 28, 2016 was made by Bilotta, seconded by LaBar. All were in favor. MOTION carried. APPROVAL OF BILLS TO BE PAID A MOTION to approve the bills totaling $62,751.66 to be paid made by Goffredo, seconded by Gorman. All were in favor. MOTION carried. ACTION ITEMS 1. President Kresge discussed the 2017 expiring/vacant Board and Commission Vacancies. A MOTION was made by Engle, seconded by Gorman to authorize advertisement of the vacant seats. All were in favor. MOTION carried. 2. A MOTION was made by Rhodes and seconded by Engle to approve the ten year Slater Baseball Association license/lease agreement, as finalized by Manager Dysard and Solicitor Ceraul. All were in favor. MOTION carried. 3. A MOTION to accept Police Directive 3.6.10 (Police Canine Policy) was made by Engle, seconded by LaBar. All were in favor. MOTION carried. 4. A MOTION to approve the 2017 Borough observed holiday calendar was made by Bilotta, seconded by Gorman. All were in favor. MOTION carried. 5. A MOTION to approve the 2017 Borough Council and Authority meeting schedules was made by Engle, seconded by Goffredo. All were in favor. MOTION carried. 6. A MOTION to adopt the 2017 final budget was made by Rhodes, seconded by Gorman. All were in favor. MOTION carried. 7. A MOTION to adopt the 2017 Tax Ordinance #967 was made by Engle, seconded by Bilotta. All were in favor. MOTION carried. COUNCIL REPORTS AND CORRESPONDENCE 1. President Kresge mentioned that a nice card was received from the Friends of the Bangor Library regarding the pancake and sausage breakfast with Santa thanking the borough for the use of the building. 2. Council member Gorman mentioned the organization that she works for called Santa’s Elves that helps underprivileged children. This organization is all volunteers and they are always looking for new volunteers. 3. Council member Rhodes mentioned that Fire Chief Engle did a fantastic job during the recent fire on Broadway with limited water supply and keeping the fire to one building. President Kresge agreed with Rhodes and commented that the firefighters functioned as a team while working with several fire companies. 4. Kresge asked Manager Dysard for an update on the Eagle Scout projects. Dysard indicated that both projects are on hold until the spring. 5. Manager Dysard mentioned that the Public Works department is short staffed and that there is a program in place. 6. Solicitor Ceraul wanted to commend all the fire departments for their great work. 7. Council members Goffredo, Bilotta and LaBar were in agreement with complimenting Fire Chief Engle. 8. Council member LaBar reported on the Christmas in Downtown Bangor event. LaBar mentioned that the children and adults enjoyed the Reindeer. The Slate Belt Girl Scout Troops did a nice job decorating the downtown. ADJOURNMENT A MOTION to adjourn was made by Bilotta, seconded by Rhodes. All were in favor. MOTION carried.
