BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES SEPTEMBER 23, 2019 7:00PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL
Members Present:
James W. Kresge
Robert Goffredo, Sr.

ACTION ITEMS:
1. A MOTION to approve the bills totaling $396,406.77 to be paid was made by Bilotta, seconded
by Engle. All were in favor. MOTION carried.
2. A MOTION was made by Schweitzer, seconded by Goffredo to have Bangor’s trick-or-treat on
Sunday, October 27th from 2-5 P.M. with no rain date. All were in favor. MOTION carried.
3. Manager Dysard reviewed the two cost estimates (body worn cameras for the police department
for approximately $16,785.00 and radios, hose and safety gear for the fire department for
approximately $92,019.00) with Council for the Borough’s LSA grant applications. A MOTION
was made by Schweitzer, seconded by Fogel to approve the LSA grant applications submission.
All were in favor, MOTION carried.
4. Manager Dysard discussed the Northampton County Park Grant Application with Council. This
funding would complete the improvements made this year at the Memorial Park playground. The
request is for the purchase and installation of new play equipment, playground border and mulch.
A MOTION was made by Engle, seconded by Fogel to approve the Northampton County Park
Grant Application request (not to exceed $20,000 with a 50% match from Borough). All were in
favor, MOTION carried.
5. Manager Dysard discussed the draft 2020 budget with Council and answered questions.
COUNCIL COMMENTS:
1. Fire Chief Engle stated that the Fire Department is preparing for Fire Prevention Week at the School
and Daycares.
2. Junior Council Member Gutierrez updated Council on a new program to help students with
depression.
3. Mayor Kerzner updated Council on her recent duties as Mayor.
ADJOURNMENT:
President Kresge stated that an Executive Session will be held following the meeting to discuss a
real estate matter with no action to follow. A MOTION to adjourn the meeting at 7:45 P.M. was
made by Engle, seconded by Goffredo. All were in favor. MOTION carried.
