BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES OCTOBER 21, 2019 7:00PM
CALL TO ORDER AND PLEDGE TO FLAG
Mayor Kerzner swore in James Augustine as the new Borough Council Member.

PUBLIC COMMENTS:
1. Victor Scomillio addressed Council regarding his candidacy for Northampton County Judge
2. Tom Carroll addressed Council regarding his candidacy for Northampton County District Attorney.
ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $323,186.98 to be paid was made by Bilotta,
seconded by Fogel. All were in favor. MOTION carried.
2. Manager Dysard stated that a letter was received regarding a request for free parking spaces for
local business owners at the borough Legion lot for the Barbershop located at 22 South Main Street.
After discussion by Council no action was taken to approve the request.
3. Manager Dysard continued his discussion regarding the draft 2020 Borough and Authority budgets
with Council and answered questions.
4. A MOTION was made by Schweitzer, seconded by Engle to approve the recording of the
Messinger Street As-Built Plans with the County. All were in favor. MOTION carried.
COUNCIL COMMENTS:
1. Mayor Kerner thanked everyone that participated in the Halloween Parade.
2. Council Member Fogel commented that the paving of Northampton Street went well.
3. Manager Dysard updated Council on the status of the recent borough paving projects and
issues/concerns regarding the upcoming 100th Bangor-Pen Argyl football game.
Dysard stated that LVPC has a yearly awards event and Bangor Borough was recognized for
downtown borough streetscape improvements (trash cans).
4. Council President Kresge commented that future MVP trophies for the BASD football player at the
Bangor/Pen Argyl Rivalry Game should be paid for by contributions from all BASD municipalities,
not just Bangor Borough.
Kresge thanked John Keetz, Bangor Elks and the Park Board for all their work to make Octoberfest
a success.
ADJOURNMENT:
A MOTION to adjourn was made by Engle, seconded by Augustine. All were in favor. MOTION
carried.
The Bangor Borough Council Meeting adjourned at 8:39 P.M.
