BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES NOVEMBER 25, 2019 7:00PM
CALL TO ORDER AND PLEDGE TO FLAG

PUBLIC COMMENT:
1. Anna Maria Caldara was present to discuss the 1 Euro House concept with Council and the Climate
Action Planning project proposed by Boston Mayor Marty Walsh.
ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $480,895.97 to be paid was made by Bilotta,
seconded by Engle. All were in favor. MOTION carried.
2. Manager Dysard reported that the Authority Board approved recommending to Borough Council a
request to apply for a PA Small Water and Sewer Grant in the amount of $220,000. This grant
funding would provide technology improvements at the Wastewater Treatment Plant. A MOTION
was made by Schweitzer, seconded by Engle to approve the PA Small Water and Sewer Grant
application. All were in favor. MOTION carried.
3. A MOTION was made by Schweitzer, seconded by Bilotta to approve the 2020 Authority Sewer
& Sanitation Resolution Fee Rate Schedules. All were in favor. MOTION carried.
4. Manager Dysard continued his discussion with Council regarding the final 2020 budgets and
answered questions. Adoption of the tax ordinance and budgets will be on the December 9, 2019
agenda for consideration.
COUNCIL COMMENTS:
1. Council Members Augustine and Bilotta wished everyone a Happy Thanksgiving.
2. Council Members Augustine, Bilotta, Schweitzer and Solicitor Ceraul thanked/congratulated
Borough Manager Dysard for his work on preparing the budget and being fiscally responsible with
Borough Funds.
3. Council President Kresge wished everyone a Happy Thanksgiving.
ADJOURNMENT:
A MOTION to adjourn the meeting and go into Executive Session at 7:37 P.M. to discuss contract
negotiations, with no action to follow was made by Engle, seconded by Augustine. All were in
favor. MOTION carried.
