BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES JULY 11, 2022, 7:00PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

David J. Ceraul, Esq., Solicitor – arrived at 7:11 p.m.
PUBLIC COMMENTS:
1. Forrest Meyers was present from 649 Snyder Street to discuss with Council his recommendations
for cleaning up the borough/downtown. Meyers also requested that Council send a thank you card
to Dr. Penny DeFranco thanking her for paying for food vouchers at the park on July 4th.
2. Marc Sperling was present for 207 North Fourth Street to inform Council that Chief Felchock,
Council Member Donnelly and himself are organizing National Night Out scheduled for August
2nd from 6:00-9:00 p.m. at Memorial Park.
ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $549,329.98 was made by Goffredo, seconded
by Capone. All were in favor. MOTION carried.
2. A MOTION was made by Donnelly, seconded by Augustine to approve with regrets the
resignation letter from Krista Ashmore resigning from the Park Board. Council President Kresge
and Council Member Augustine stated that Krista was an asset to the borough. All were in favor,
MOTION carried.
3. A MOTION was made by Capone, seconded by Schweitzer to approve the police wish fund
purchase request in the amount of $4,650.00 for ballistic shields and helmets. All were in favor.
MOTION carried.
4. Manager Reider stated that bids were received for the 2022 CDBG Road Program. A MOTION
was made by Goffredo, seconded by Augustine to award the bid to the lowest bidder Bracalente
Construction for $239,324.62. All were in favor. MOTION carried.
5. The Bangor Fire Department personnel requested to amend Bangor Borough Ordinance #951
(sections 2 and 4). Section 2 limits the number of firefighters any company in the department can
have and section 4 establishes term limits for the Fire Chief and Assistant Fire Chief. Todd Albert
was present representing the Bangor Fire Department to discuss with Council and answer any
questions regarding the Ordinance. A MOTION was made by Augustine, seconded by Donnelly
to authorize Solicitor Ceraul to advertise and draft the amended Ordinance #951. All were in favor.
MOTION carried.
6. Manager Reider reported that one of the Borough’s MS4 requirements for this year is to submit an
updated Ordinance which is consistent with DEP’s 2022 Model Stormwater Management
Ordinance. Manager Reider provided a draft for Council’s review for discussion/consideration at
a future Council Meeting.
COUNCIL COMMENTS:
1. Chief Felchock stated that the computer upgrades at the Station have been completed.
2. Mayor DeFranco requested to get quotes for a new sound system at the pool.
3. Council Member Paulson thanked the Public for attending the meeting.
4. Council Member Schweitzer agrees with Forrest Meyers regarding his downtown
recommendations.
5. Council Member Goffredo mentioned the Roseto Big Time on July 20th-23rd.
6. Council Member Capone updated Council on the park board events
7. Manager Reider updated Council on the grants he is working on, and the pool slide restoration.
8. Council President Kresge thanked Mayor DeFranco for purchasing new clocks at the pool and Dr.
Penny DeFranco for purchasing meals at the park on July 4th. The borough will also send a thank
you card.
President Kresge addressed his concerns regarding the current state of the Country and asked for
everyone to watch out for their families and neighbors.
EXECUTIVE SESSION:
A MOTION to go into Executive Session at 8:14 P.M. to discuss personnel and legal matters with no action
to follow was made by Donnelly, seconded by Paulson. All were in favor. MOTION carried.
