BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES OCTOBER 17, 2022, 7:00 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge Marissa Donnelly Joanna Paulson Barry G. Schweitzer Robert Goffredo, Sr. Rosemarie Capone James Augustine Others Present: Stephen M. Reider, Borough Manager David J. Ceraul, Esq., Solicitor Mary Ellen DeFranco, Mayor Local historian Donald Jones was present, and Council President Kresge read the borough proclamation honoring him for his many contributions to the community and Veterans around the world. A MOTION was made by Schweitzer, seconded by Capone to ratify the proclamation honoring Donald Jones. All were in favor. MOTION carried. ACTION ITEMS: 1. A MOTION was made by Capone, seconded by Donnelly to approve the September 12, 2022, and September 26, 2022, minutes. All were in favor. MOTION carried. 2. A MOTION to approve payment of the bills totaling $458,184.88 was made by Goffredo, seconded by Schweitzer. All were in favor. MOTION carried. 3. A MOTION was made by Capone, seconded by Augustine to accept with regrets the resignation letter from Melissa Dalrymple from the Park Board. All were in favor. MOTION carried. 4. Manager Reider discussed the preliminary 2023 budget with Council and answered questions. COUNCIL COMMENTS: 1. Chief Felchock updated Council on the hiring process of the new police officer and the Halloween Parade. 2. Mayor DeFranco complimented the Park Board, fire department and police department on an amazing Octoberfest. 3. Council Member Paulson thanked all the volunteers that helped at Octoberfest. Paulson met a new resident of Bangor at the Mayor’s section at Octoberfest, and they heard concerns from residents. Ms. Paulson also stated that there is a school board meeting on October 18th. 4. Council Member Capone stated that Octoberfest was a success and she thanked Sherry Haycock Mark Sperling, Jeff Paulson, and Forrest Meyers for doing a phenomenal job. Capone also stated that the last Park Board meeting of the year will be on November 7th. 5. Solicitor Ceraul complimented Octoberfest but felt that the East Penn Raiders football team left the park untidy.  6. Manager Reider updated Council on the details of the Halloween parade. Reider will talk with the Manager of the East Penn Raiders regarding the issues of the team not upholding items in their contract. 7. Council President Kresge complimented the work done by the Park Board and Manager Reider on his transition this year as Manager. EXECUTIVE SESSION: A MOTION to go into Executive Session at 8:21 P.M. to discuss Police and Public Works personnel matters with possible action to follow was made by Donnelly, seconded by Capone. All were in favor. MOTION carried. Open session was re-entered at 10:45 P.M. A MOTION was made by Donnelly, seconded by Schweitzer to approve the tentative agreement pending the review of the final language for the Public Works contract that’s been negotiated. All were in favor. MOTION carried. ADJOURNMENT: A MOTION to adjourn was made by Goffredo, seconded by Donnelly. All were in favor. MOTION carried.
