BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES APRIL 24, 2023 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: James W. Kresge Marissa Donnelly James Augustine Rosemarie Capone Barry G. Schweitzer Robert Goffredo, Sr. Others Present: Stephen M. Reider, Borough Manager David J. Ceraul, Esq., Solicitor Absent : Joanna Paulson Mary Ellen DeFranco, Mayor PUBLIC COMMENTS: 1. David Derkits from NuHydro Farms was present to discuss his hydroponic business located at 32 South Main Street with Council. 2. Frank Cutter and representatives from Liberty Fire Company were present to update Council on their wall project and that more funding will be requested. ACTION ITEMS: 1. A MOTION to approve payment of the bills totaling $ 405,627.91 was made by Goffredo, seconded by Augustine. All were in favor. MOTION carried. 2. Members of the Miller Family were present as Council President Kresge read the Bangor Borough Resolution honoring the Miller Family and the 100th Anniversary of Miller’s Paint & Wallpaper Stores. A MOTION was made by Capone, seconded by Schweitzer to approve the Resolution. All were in favor. MOTION carried. 3. Manager Reider reported that during the utility probes for the S. 1st Street Project, it was discovered that a UGI service line is in direct conflict with the location of the borough’s proposed stormwater pipe which would require UGI to re-locate their lines. PennDOT has agreed to allow the borough to use a 12” iron ductile pipe as compared to a 15” plastic pipe. There is an increased cost of approximately $20,000.00 for the ductile pipe. A MOTION was made by Donnelly, seconded by Schweitzer to approve the expenditure, and have the Borough Manager find the allocation within the budget. All were in favor. MOTION carried. 4. Manager Reider stated that he discussed the COPS grant with Officer Jones. These funds are used to cover a portion of a full-time officer’s salary/benefits and can be spent within five years. Manager Reider discussed the details of the grant and answered questions from Council. A MOTION was made by Goffredo, seconded by Capone to approve the Borough Manager applying for the COPS grant with the assistance of Officer Jones. All were in favor. MOTION carried. 5. David Dalrymple was present to ask Council for their consideration to serve on the Zoning Hearing Board. A MOTION was made by Donnelly, seconded by Augustine to appoint David Dalrymple to the Zoning Hearing Board. All were in favor. MOTION carried. COUNCIL COMMENTS: 1. Officer in Charge Jones thanked Council for everything that they have done recently for the Police Department. 2. Council Member Donnelly thanked Council Member Capone and Council President Kresge for their help with the Earth Day Clean-Up Event. 3. Council Member Capone mentioned that a resident made a complaint to her about the Bethel Welsh Congregational Church monument being dirty. Manager Reider will research this. Capone stated that the Mission of Love building is almost complete, and they currently provide food for 250 families. 4. Council Member Goffredo and Solicitor Ceraul congratulated the Miller Family on their 100th year anniversary. 5. Manager Reider congratulated the Miller Family on their 100th year anniversary and thanked the volunteers that helped with the Earth Day Clean-Up Event. Reider updated Council on the Park projects, pool staff hiring and the Community Garden. 6. Council President Kresge thanked Council Member Donnelly for organizing Bangor’s participation with the Earth Day Clean Up Day Event. Kresge mentioned the hoist unveiling at the Heritage Center was held on Saturday. Kresge recommended a documentary video on the Totts Gap Art Institute website that discusses the Slate Industry and the Quarry Hoist Project. EXECUTIVE SESSION: A MOTION to go into Executive Session at 7:06 P.M. to discuss personnel matters with potential action to follow was made by Donnelly, seconded by Capone. All were in favor. MOTION carried. Open session was re-entered at 9:38 P.M. Council President Kresge stated that personnel matters regarding the police department were discussed. A MOTION was made by Donnelly, seconded by Capone to appoint a committee consisting of Robert Goffredo, James Augustine, Barry Schweitzer and Manager Reider to finish working with Officer Jones on completing the MOU as discussed and the committee will have the authorization to finalize the MOU. All were in favor. MOTION carried. ADJOURNMENT: A MOTION to adjourn was made by Donnelly, seconded by Goffredo. All were in favor. MOTION carried.
