BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES AUGUST 26, 2024, 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL
Members Present:
James W. Kresge
Marissa Donnelly
Rosemarie Capone
Marc Sperling

Stephen Reider, Borough Manager
David J. Ceraul, Esq., Solicitor
Mary Ellen DeFranco, Mayor
PUBLIC COMMENTS:
1. David Carhart was present from 139 Market Street to inquire about Frontier’s timeline for installing
fiber optic lines in the borough. Manager Reider commented that this is ongoing.
2. Pat Nicoletti was present to invite Council to the Blue Valley Rescue Open House on September
18th.
3. Don DeReamus was present from Suburban EMS to answer any questions from Council regarding
their services.
ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $301,968.68 was made by Donnelly,
seconded by Capone. All were in favor. MOTION carried.
2. Manager Reider reviewed the 2024 Road Paving Project with Council. A MOTION was made by
Donnelly, seconded by Capone to award the 2024 Road Paving Project to Bracalente Construction,
Inc. in the contract amount of $170,808.04. All were in favor, MOTION carried.
3. Manager Reider and Council discussed potential changes to the current Bangor Borough Fee
Schedule. Manager Reider will provide Council with a draft fee schedule for their review.
COUNCIL COMMENTS:
1. Chief Jones gave Council a Police Department update.
2. Council Member Capone gave Council a Park Board update.
3. Manager Reider gave Council a park/pool update.
4. Council President Kresge commented that school season has started so please use caution when
driving in the borough.
EXECUTIVE SESSION:
A MOTION to go into Executive Session at 6:52 P.M. to discuss police personnel matters with potential
action to follow was made by Donnelly, seconded by Capone. All were in favor. MOTION carried.
Open session was re-entered at 7:06 P.M. Police personnel matters were discussed, and no action was
taken.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Capone. All were in favor. MOTION carried.
The Bangor Borough Council Meeting adjourned at 7:10 P.M.

• Questions asked of Council or staff may require time to research the answer.
• When appropriate, and at the sole discretion of the Council President, a response to questions will
be provided at the next Council meeting.
• Refrain from side-bar conversations, talking over others, or interrupting recognized speakers.
