BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES DECEMBER 16, 2024 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

Chief Kevin Jones read a commendation letter recognizing the outstanding actions of Officer Ryan
Sabatine on a recent medical call assisting Washington Township Police Department.
The individual was present to thank Officer Sabatine.
Officer Ryan Sabatine accepted this commendation letter with great honor and stated that the ultimate
reason for putting on a police uniform is being able to help save a life.
PUBLIC COMMENTS:
1. Sandy Antunes was present from Empire’s Coffee. Empire’s Coffee in conjunction with the
Second Ward Fire Company are sponsoring a free meal on December 28th at the coffee shop and
Ms. Antunes asked if the borough could advertise this event.
2. On behalf of the Rescue Fire Company, David Mcloughan thanked the Borough, Council, and the
Mayor for supporting the Santa Express Event. Mayor DeFranco praised this event and thanked
David and all the Council Members that were involved.
ACTION ITEMS:
1. A MOTION to approve the minutes dated November 13, 2024, and November 25, 2024 was made
by Sperling, seconded by Augustine. All were in favor. MOTION carried.
2. A MOTION to approve payment of the bills totaling $886,257.93 was made by Augustine,
seconded by Paulson. All were in favor. MOTION carried.
3. Manager Reider stated that the Plan Slate Belt Regional Comprehensive Plan is ready for review
and approval. Manager Reider answered questions from Council. Becky Bradley was present from
the LVPC to explain the Comprehensive Plan. A MOTION was made by Augustine, seconded by
Sperling to adopt the Plan Slate Belt Regional Comprehensive Plan. Vote: 3-1, Paulson-Nay.
MOTION carried.
4. A MOTION to adopt the 2025 Borough and Authority/Sanitation final budgets was made by
Augustine, seconded by Sperling. All were in favor. MOTION carried.
5. A MOTION to adopt the 2025 Tax Ordinance #1007 was made by Sperling, seconded by
Augustine. All were in favor. MOTION carried.
6. Manager Reider provided Council with a copy of the new police contract as agreed to by the
Borough and police negotiators. A MOTION was made by Paulson, seconded by Augustine to
approve the new police contract. All were in favor. MOTION carried.
7. A MOTION was made by Sperling, seconded by Augustine to approve the 2025 Borough observed
holiday calendar. All were in favor. MOTION carried.
8. A MOTION to approve the 2025 Borough Council meeting schedule, and Authority meeting
schedule, was made by Paulson, seconded by Augustine. All were in favor. MOTION carried.
9. Manager Reider provided a list of the 2025 Board and Commission vacancies to Council.
COUNCIL COMMENTS:
1. Council Member Sperling praised the Rescue Fire Company for the Santa Express Event. Sperling
asked everyone to keep Council Member Capone in their thoughts and prayers. Sperling wished
everyone a Merry Christmas and a Happy New Year.
2. Council Member Paulson wished everyone a Merry Christmas and a Happy New Year.
3. Mayor DeFranco praised the Santa Express Event and feels that this event can be expanded next
year. The mayor appreciated everyone’s hard work and wished everyone a Happy Holiday.
4. Chief Jones wished everyone a Happy Holiday and thanked Council Member Paulson for her gift
to the Police Department.
5. Chief Engle gave Council a Fire Department update. Engle wished everyone a Happy Holiday
Season.
6. Manager Reider gave Council an update on the salt shed, paving, and Authority’s pump station
projects. Reider wished everyone a Merry Christmas and Happy and Healthy New Year.
7. Vice President Donnelly wished everyone a Merry Christmas and Happy New Year.
ADJOURNMENT:
A MOTION to adjourn was made by Augustine, seconded by Sperling. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 7:20 p.m.

be provided at the next Council meeting.
