BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES MARCH 24, 2025 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL
Members Present:
Marissa Donnelly
Marc Sperling
James Augustine
Barry Schweitzer
James W. Kresge
Rosemarie Capone – via phone
Others Present:
Stephen Reider, Borough Manager
David J. Ceraul, Esq., Solicitor
Absent:
Joanna Paulson

PUBLIC COMMENTS:
1. Allison Gum was present to ask Council if she could plant a memorial tree in one of the borough
parks. A MOTION was made by Schweitzer, seconded by Donnelly to have Ms. Gum coordinate
with Manager Reider and Public Works on the details of the memorial tree. All were in favor.
MOTION carried.
2. David Carhart was thankful for the borough’s recent Electronics Recycling event.
3. Grace Gardella was present from 131 A Street to ask Council if anything could be done regarding
the turkey buzzards on A Street. Manager Reider will follow up with the Game Commission.
ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $548,243.94 was made by Sperling , seconded
by Donnelly. All were in favor. MOTION carried.
2. Council President Kresge reported that Chief Jones would like to use the Police Wish Fund to
purchase LifeVac kits for all the patrol vehicles. Chief Jones would also like to purchase polo shirts
for the officers. A MOTION was made by Donnelly, seconded by Capone to approve the wish
fund purchase requests. All were in favor. MOTION carried.
3. Manager Reider stated that the Bangor Borough Authority is working on an application for a PA
Small Water and Sewer Grant. The grant will be used to continue work within the borough’s sewer
system. A MOTION was made by Schweitzer, seconded by Capone to approve sending a Letter
of Support from Borough Council to include in the grant submission packet. All were in favor.
MOTION carried.
4. A MOTION to waive the yard sale permit fee for the Memorial Day weekend community wide
yard sale held on May 23rd to May 25th was made by Sperling, seconded by Augustine. All were
in favor. MOTION carried.
COUNCIL COMMENTS:
1. Chief Jones commented that the newly hired full-time Officer Mitchell Clinton is doing a good job,
and he will be at the next meeting to introduce himself to Council.
2. Manager Reider gave Council a pool hiring and park projects update.
Reider stated that he received correspondence from Greater Lehigh Valley Realtors and will review
this with Solicitor Ceraul.
3. Council President Kresge commented with the upcoming warmer weather that people need to use
caution while driving around the borough.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Sperling. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 6:54 P.M.

be provided at the next Council meeting.
