BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES APRIL 28, 2025 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Marissa Donnelly Marc Sperling James Augustine James W. Kresge Rosemarie Capone – via phone at 6:41 p.m. Joanna Paulson Barry Schweitzer Others Present: Stephen Reider, Borough Manager David J. Ceraul, Esq., Solicitor Mary Ellen DeFranco, Mayor PUBLIC COMMENT: 1. Council President Kresge read a letter from resident Natalya Bushmin requesting that Council reevaluate park regulations for dog walking in the park. Manager Reider will research her request. ACTION ITEMS: 1. A MOTION to approve payment of the bills totaling $384,874.57 was made by Donnelly, seconded by Capone. All were in favor. MOTION carried. 2. Manager Reider reported that Northampton County requires that each municipality update their Emergency Operations Plan (EOP) every three years. Reider stated that the EOP was reviewed by Chief Jones, Chief Engle, and EMC Heather Major. A MOTION was made by Augustine, seconded by Sperling to approve the Bangor Borough Emergency Operations Plan. All were in favor. MOTION carried. 3. Manager Reider discussed the Northampton County CDBG grant application with Council. This grant would be for road improvements and accessibility ramps along a section of North Main Street. A MOTION was made by Capone, seconded by Donnelly to approve the work as noted in the Resolution. All were in favor. MOTION carried. 4. Manager Reider and Council discussed offering free swimming and extending pool hours at Bangor Memorial Park on June 14th for the Bangor 150 community picnic. A MOTION was made by Sperling, seconded by Schweitzer to waive the pool fee for the first 150 people. Vote: 6-1, Nay- Kresge. MOTION carried. COUNCIL COMMENTS: 1. Assistant Fire Chief Albert gave Council a fire department update. 2. Council Member Sperling thanked Rescue Fire Company for the invitation to their banquet. Sperling gave Council a Bangor 150 update. 3. Council Member Paulson volunteered to participate in the Bangor 150 parade. 4. Council Member Donnelly thanked everyone that volunteered for the Slate Belt Litter Clean-up event. 5. Manager Reider asked Council to RSVP to the Bangor 150th Gala event and gave Council a Bangor 150 update. Reider will apply for a Grow NORCO grant for roof replacements. Reider discussed the PMRS payment finding from the last meeting in the amount of $9,811.80. Reider gave Council a pool/park update. 6. Council President Kresge commented that he had a nice time at the Rescue Fire Company banquet. Kresge thanked Council Members Donnelly, Sperling, Augustine and the Melazzo family for their help with the Slate Belt Litter Clean up event. Kresge acknowledged Council Member Schweitzer’s granddaughter and their neighbor for saving a life. Council Member Schweitzer gave Council an overview of the incident. ADJOURNMENT: A MOTION to adjourn was made by Donnelly, seconded by Sperling. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 7:26 P.M.
