BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES JULY 14, 2025 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

PUBLIC COMMENTS:
1. David Carhart was present from 139 Market Street to voice his concerns/questions regarding the
storm drains in the borough, limited visibility when pulling out on Second and Market Street and
zoning questions regarding installing a fence in the borough. Manager Reider and Council
President Kresge addressed his concerns/questions.
2. Jamin Bennicoff, who owns 9 North Main Street, was present to commend Officer Petrozelli on
how he handled the recent incident at his rental property.
ACTION ITEMS:
1. A MOTION to approve the minutes dated June 9, 2025, was made by Sperling, seconded by
Donnelly. All were in favor. MOTION carried.
2. A MOTION to approve payment of the bills totaling $1,103,910.56 was made by Donnelly,
seconded by Augustine. All were in favor. MOTION carried.
3. Manager Reider provided Council with a copy of the Findings of Fact and Conclusions of Law for
the hearing that was held on June 9, 2025. for Goffredo Enterprises. A MOTION was made by
Schweitzer, seconded by Augustine to accept the Findings of Fact and Conclusions of Law. All
were in favor. MOTION carried.
4. Manager Reider reviewed the 2024 Borough Audit and answered questions. A MOTION was
made by Schweitzer, seconded by Capone to accept the 2024 Borough Audit. All were in favor.
MOTION carried.
5. A MOTION was made by Donnelly, seconded by Capone to accept the resignation of Joanna
Paulson from the Bangor Borough Authority Board. All were in favor. MOTION carried.
6. Manager Reider stated that the body worn cameras, car cameras and tasers that the police
department is currently using are becoming obsolete. Axon Enterprise, Inc. provided a quotation
to replace the tasers, body worn and car cameras in the amount of $306,555.02. Chief Jones
answered questions from Council. A MOTION was made by Schweitzer, seconded by Capone to
approve the quotation from Axon Enterprise, Inc., that will be paid in payments over a five-year
period. All were in favor. MOTION carried.
7. Manager Reider gave Council an overview of the most recent draft of Bangor Borough Ordinance
#1006. A MOTION was made by Donnelly, seconded by Sperling, to advertise the amended
ordinance for adoption. All were in favor. MOTION carried.
COUNCIL COMMENTS:
1. Chief Jones thanked Mr. Bennicoff for his compliments regarding Officer Petrozelli and the police
department. He also thanked Council for approving the quotation from Axon.
2. Council Member Sperling thanked everyone involved in Bangor’s 150th. Sperling gave Council a
Park Board events update.
3. Council Member Augustine mentioned that the Roseto Big Time is July 24th-28th.
4. Council Member Schweitzer questioned the next steps in appointing another Authority Board
Member. Council President Kresge addressed his question.
5. Solicitor Ceraul commented that Bangor’s 150th was enjoyable.
6. Manager Reider gave Council a pool/park update.
Reider gave Council an overview of IWorQ Systems. They offer cloud-based software that would
help manage residential registrations, applications and general operations. This item will be on the
agenda for the next council meeting.
7. Council Member Sperling stated that the Liberty Fire Company Carnival was a success.
8. Council President Kresge complimented the people and organizations involved in Bangor’s 150th.
Kresge asked if Chief Jones could compile a police call report separating calls for Bangor Borough
and calls supporting other municipalities.
Kresge mentioned The Vault Hair Company grand opening and hopes that this trend continues for
businesses to fill vacant buildings.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Sperling. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 7:34 P.M.
