BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES OCTOBER 20, 2025 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Marissa Donnelly Marc Sperling James Augustine James W. Kresge Barry Schweitzer Rosemarie Capone – via phone Others Present: Stephen Reider, Borough Manager David J. Ceraul, Esq., Solicitor Mary Ellen DeFranco, Mayor Absent: Joanna Paulson PUBLIC COMMENTS: 1. Chief Jones presented a commendation to Officer Sylvester and Officer Hess for their exceptional/professional and compassionate response to a recent mental health response. Council President Kresge expressed his appreciation to Officer Sylvester and Officer Hess, as well as the entire police department. 2. David Carhart from 139 Market Street enjoyed the borough Halloween parade and appreciates the police department. ACTION ITEMS: 1. An executive session was held to discuss legal and personnel matters. Open session was re-entered at 8:03 p.m. No action was taken. 2. A MOTION to approve the minutes dated September 8, 2025 and September 22, 2025, was made by Donnelly, seconded by Sperling. All were in favor. MOTION carried. 3. A MOTION to approve payment of the bills totaling $600,539.98 was made by Sperling, seconded by Schweitzer. All were in favor. MOTION carried. 4. Manager Reider stated that Chief Jones is requesting to use the Police Wish fund to purchase identification cards for the police officers. A MOTION was made by Donnelly, seconded by Capone to approve the purchase. All were in favor. MOTION carried. 5. A MOTION was made by Donnelly, seconded by Sperling to authorize advertisement of the proposed 2026 budgets with the changes as discussed. All were in favor. MOTION carried. 6. A MOTION to authorize advertisement of the 2026 Tax Ordinance #1009 was made by Sperling, seconded by Capone. All were in favor. MOTION carried. COUNCIL COMMENTS: 1. Chief Jones stated that Officer Sabatine passed the examine to become Sergeant. 2. Mayor DeFranco feels that Council is going in the right direction and expressed her appreciation to the Council members. 3. Council Member Sperling thanked everyone involved in the Halloween parade. Sperling stated that the attendance was down for the Octoberfest event due to the weather. 4. Council Member Augustine commented that the Halloween parade was a success. 5. Manager Reider reported that football season is coming to an end, and the field will be leveled the first week in November. Reider stated that there will be a Zoning Hearing Board Meeting on October 22nd at 6:30 p.m. Reider stated that the new snowplow will be delivered next week. Reider gave Council an update on the downtown businesses. 6. Council President Kresge commented that the Halloween parade was a success. Kresge expressed his appreciation for everyone involved with the Octoberfest event. ADJOURNMENT: A MOTION to adjourn was made by Donnelly, seconded by Augustine. All were in favor. MOTION carried.
