BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES JANUARY 26, 2026, 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Others Present: James W. Kresge Stephen Reider, Borough Manager Barry G. Schweitzer David J. Ceraul, Esq., Solicitor James Augustine David McCloughan, Mayor Marissa Donnelly Congressman Ryan Mackenzie Rosemarie Capone – via telephone Marc Sperling Zachary Maslany Emergency Management Coordinator Heather Major was present to give Council a storm update. PUBLIC COMMENT: 1. Robert Goffredo, Sr., was present representing Goffredo Enterprises and Our Lady of Mt. Carmel Church. Mr. Goffredo is requesting a snow emergency route from 3rd Avenue between 6th and Division Street. This request will be added to the agenda for the next Council meeting. ACTION ITEMS: 1. Mayor McCloughan introduced Congressman Ryan Mackenzie who presented a Proclamation honoring Marine veteran Andrew Beaman, neighboring residents Alexander Harrison, Robert Sarnowski and Bangor Fire Department members Christopher Kasebier and Heather Major for their heroism and significant contributions to the citizens of Bangor Borough during a residential fire on November 27, 2025. Council President Kresge read a Proclamation from Bangor Borough Council dated January 26, 2026 2. A MOTION to approve payment of the bills totaling $1,288,048.44 was made by Donnelly, seconded by Schweitzer. All were in favor. MOTION carried. 3. Manager Reider reported that an application was received for a disabled parking sign application at 119 Bangor Street. The application has been reviewed and follows the ordinance requirements. A MOTION was made by Augustine, seconded by Sperling to approve the disable parking sign application. All were in favor. MOTION carried. 4. Manager Reider stated that Empire’s Coffee has submitted a letter of interest to continue operating the concession stand at the Bangor Memorial Pool. Ms. Antunes was present from Empire’s Coffee to answer any questions from Council. A MOTION was made by Capone, seconded by Donnelly to approve having Empire’s Coffee run the pool concession stand. All were in favor. MOTION carried. 5. A MOTION to appoint Dwight Danser as the Alternate Zoning Hearing Board Solicitor, Amanda Snyder to the Disruptive Conduct Board-Owner, Marc Sperling as the Deputy Emergency Management Coordinator and Zachary Maslany to the Slate Belt Rising Board, was made by Augustine, seconded by Donnelly. All were in favor. MOTION carried. 6. Fire Ordinance Committee Member Sperling gave Council an update on their review of the Fire Chief and Assistant Fire Chief positions. After review, the committee has recommended to affirm Robert Engle as Fire Chief and Todd Albert as Assistant Fire Chief through the year 2026. COUNCIL COMMENTS: 1. Chief Jones complimented Public Works on the excellent job they did during the recent storm event. 2. Mayor McCloughan thanked Congressman Ryan Mackenzie for presenting the proclamation. The Mayor also acknowledged Public Works on the job they did during the recent snow event. 3. Chief Engle gave Council a fire department update and acknowledged Public Works. 4. Council Member Sperling stated that Public Works did an amazing job during the recent snow event. Sperling thanked Emergency Management Coordinator Heather Major for scheduling a meeting with emergency services in preparation for the recent snow event. 5. Manager Reider thanked all emergency services involved in the recent snow event and gave Council a Public Works update. 6. Council President Kresge acknowledged all emergency services and the individuals who received the proclamation. ADJOURNMENT: A MOTION to adjourn was made by Donnelly, seconded by Augustine.
