VILLAGE OF BARNEVELD BOARD MEETING
Monday, May 1st, 2023

DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of
Public Notice was given and agendas were available.
2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson,
Brandon Watson and John Forbes.
3. Pledge of Allegiance
4. Announcement – anticipated closed session later in meeting
5. Motion by B Watson/D Hugill to approve the minutes of the April 12th, 2023 Village
Board Meeting. Motion carried.
6. Informal Public Comment: None
7. Kelsey Stamm, Community Recreation Director introduced herself
8. President’s Report. Discussed approval of cleaning Lift Stations
9. Motion by M Peterson/S Leahy to go into Closed Session per Wisconsin State
Statute 19.85(1)(g) for the purpose of conferring with legal counsel who is rendering
oral advice concerning strategy to be adopted by the Board with respect to litigation
in which is likely to become involved with Kenneth F Sullivan Co. arising out of the
contract for the Barneveld WWTF Upgrades at 7:06 p.m., Roll Call: S Leahy, R
Hazen, D Hugill, C Valcheff, M Peterson, B Watson and J Forbes. Motion by B
Watson/S Leahy to come out of Closed Session at 7:43 p.m. All motions carried.
10. Motion by C Valcheff/R Hazen to approve Resolution 23-04 for Outdoor Recreation
Grant Applications. Motion by B Watson/D Hugill to approve MSA Amendment #1 –
Memorial Park Project with an estimated fee of $138,000. Motion by S Leahy/B
Watson to table the Water System and Proposed Well #3 letter. All Motions carried.
11. Public Works Report.
12. Police Chief Report. Call response for April: Citations/Warnings-0 and Service-32.
13. Motion by M Peterson/C Valcheff to approve Operator’s Licenses for Cherish Wilson,
Jennifer Thompson and Marlene Fotes for Kwik Trip. Motion carried.
14. Motion by M Peterson/S Leahy to appoint Rhonda Hazen to President Pro Tem.
Motion by R Hazen/M Peterson to appoint Scott Phillips to the Barneveld-Brigham
Fire District Board. Motion by J Forbes/S Leahy to appoint Rhonda Hazen as the
Village Board Representative for Barneveld-Brigham Fire District Board. Motion by R
Hazen/C Valcheff to appoint Scott Leahy to the Finance Committee. Motion by S
Leahy/M Peterson to appoint John Forbes to the Finance Committee. Motion by R
Hazen/C Valcheff to appoint John Forbes to the Public Safety Committee. Motion by
C Valcheff/R Hazen to appoint John Forbes to the Public Works Committee. Motion
by J Forbes/C Valcheff to appoint Rhonda Hazen, Don Hugill and Scott Leahy to the
Public Welfare Committee. Motion by M Peterson/S Leahy to appoint Don Hugill as
the Health Officer. Motion by J Forbes/C Valcheff to appoint Rhonda Hazen as the
Village Board Representative on the Plan Commission. Motion by C Valcheff/R
Hazen to appoint Joann Manteufel to the Plan Commission. Motion by R Hazen/D
Hugill to appoint Tadd Owens to the Board of Appeals. Motion by J Forbes/S Leahy
to appoint Scott Phillips as an alternate on the Board of Appeals. Motion by J
Forbes/C Valcheff to appoint Rhonda Hazen to the Economic Development
Committee. Motion by R Hazen/M Peterson to appoint Kathleen Murphy to the
Economic Development Committee. Motion by S Leahy/C Valcheff to appoint Don
Hugill as the Village Board Representative to the Library Board. All motions carried.
15. Committee/Commission Reports.
16. Motion by B Watson/R Hazen to pay the bills as presented. Motion by D Hugill/M
Peterson to approve Resolution 23-05 to Apply the Balance of the Friends of the
Library – Building Fund to the Library Building Loan and the Roof Fund (to be
Changed to the Library Building Repair Fund). Motion by R Hazen/C Valcheff to
approve the Summer hours of closing at 4:30 p.m. from Memorial Day to Labor Day
on a continuous basis. All Motions carried,
17. Future Agenda items and business: Birch Lake Clean Up on May 13th, 2023
18. Motion by C Valcheff/R Hazen to adjourn at 8:40 p.m. Motion carried.

likely to become involved with Kenneth F. Sullivan Co. arising out of the contract for the
Barneveld WWTF upgrades. The Board may reconvene in open session to discuss and
take action on the subject matter discussed in the closed session.
