VILLAGE OF BARNEVELD BOARD MEETING
Monday, August 5th, 2024

DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given
and agendas were available.
2. Roll Call: Scott Leahy, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes.
Absent - Rhonda Hazen
3. Pledge of Allegiance
4. Motion by B Watson/C Valcheff to approve the minutes of the July 1st, 2024 Village Board Meeting and July
22nd, 2024 Special Board Meeting. Motion carried.
5. Informal Public Comment: None
6. President’s Report.
7. MSA Professional Services:
1) Motion by M Peterson/S Leahy to approve Pay Request #1 in the amount of $125,644.10 to
Harmony Construction for the Memorial Park Project. Motion carried.
2) Motion by C Valcheff/D Hugill to approve Pay Request #1 to Sam’s Well Drilling in the amount of
$180,618.75 for the Final Well #3 Project. Motion carried.
3) Rob Uphoff updated the Village Board on Well #3 and Memorial Park projects. Rob possibly will
send out bids for intersection work at Jenniton and W Main St possibly for 2025
8. Public Works Report.
1) Motion by M Peterson/S Leahy to close road to Boat Landing due to Highway T Construction.
Motion carried.
2) Motion by M Peterson/B Watson to table replacing ballpark fence at Birch Lake Ball Field until
meeting with Rec Director, Baseball and Softball coaches. Motion carried.
3) Update on fill at Graelyn Subdivision
4) Update on bike path to Birch Lake. Maybe start working this Fall or next Spring.
9. Police Chief’s Report. Call response for July: Citations/Warnings-6 and Service-20. More patrol on Ruste
Rd needed to slow traffic.
10. Motion by S Leahy/D Hugill to approve Operator’s License for Lillian Ballweg, Lilliam Post, Deon Hinrichs,
Mindy Faul and David Gunter for Kwik Trip. Motion carried.
11. Committee/Commission Reports. Possible Fire District Meeting with Joint Boards September 18th, 2024.
Brandon Watson updated Board on Rec Department and Concessions/Booster Club.
12. Clerk Treasure’s Report
1) Motion by B Watson/C Valcheff to approve bills as presented. Motion carried.
2) Review of 2023 Audit
13. Motion by S Leahy/D Hugill to approve Ordinance No. 24-08-01 to Amend Chapter 24 of the Village Code
to Change the Capitalization Policy amount from $1,000 to $5,000. Motion approved.
14. Motion by M Peterson/S Leahy to have Finance Committee review Investment Policy for the Village.
Motion carried.
15. Motion by S Leahy/C Valcheff to approve matching up to 6.95% with ETF Deferred Compensation
(Retirement Program). Motion carried.
16. Motion to move September Board Meeting to September 9th (Due to Labor Day) (later needed to be
changed to 11th due to Meeting Room space) and move November Meeting to November 7th, 2024 (Due to
Election) Motion carried.
17. Finance Committee Meeting set for September 26th, 2024 at 5:30 p.m.
18. Future agenda items and business.
19. Motion by M Peterson/S Leahy to adjourn at 8:28 p.m. Motion carried.
