VILLAGE OF BARNEVELD BOARD MEETING
Monday, May 5th, 2025

DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:05 p.m. by President John Forbes. State of Public Notice was given
and agendas were available.
2. Roll Call: Scott Leahy, Rhonda Hazen, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes.
Absent: Don Hugill
3. Pledge of Allegiance
4. Motion by B Watson/C Valcheff to approve the minutes of the April 7th, 2025 Village Board Meeting. Motion
carried.
5. Informal Public Comment: None
6. Motion by C Valcheff/S Leahy to table the Kid-Friendly Smart Store at Memorial Park until the June
meeting. Motion carried.
7. Motion by C Valcheff/R Hazen to approve the Poppy Day Proclamation. Motion carried.
8. Motion by M Peterson/S Leahy to get the specifications for the EMS repeater to MSA Professional Services
for possible placement on Water Tower. Motion carried.
9. MSA Professional Services:
• Motion by R Hazen/B Watson to approve Change Order #5 for Harmony Construction
Management in the amount of $8,999.80. Motion carried.
• Motion by M Peterson/R Hazen to approve Pay Request #6 from Harmony Construction
Management in the amount of $181,280.62 for Memorial Park. Motion carried.
• Motion by C Valcheff/S Leahy to approve Pay Request #7 from Portzen Construction Inc in
the amount of $123,690.00 for Barneveld Wellhouse #3. Motion carried.
10. Discussed Recreation Departments request for hours of use for Village Parks
11. Motion by M Peterson/C Valcheff to approve buying a shed for up to $1,000.00 for Memorial Park Sport
Court. Motion carried.
12. Motion by C Valcheff/S Leahy to approve buying nine 6-foot tables and 54 folding chairs for Memorial Park
Gathering Room. Motion carried.
13. Motion by M Peterson/C Valcheff to approve the contract for Professional Pest Control for Memorial Park.
Motion carried.
14. Motion by C Valcheff/R Hazen to approve an Ice Cream Truck and Lemonade Stand for Memorial Park
Grand Re-Opening. Motion carried.

16. Public Works Report.
• Motion by M Peterson/S Leahy to approve Well #2 Meter replacement from Ridgeline Utility
Co with an estimate cost of $8,193.00. Motion carried.
• Motion by C Valcheff/S Leahy to table the Industrial Drive’s westbound lane (Village’s portion
between ramps) resurfacing in 2031/2032 with an estimated cost of $70,000 to the June
meeting. Motion carried.
• Motion by M Peterson/C Valcheff to have Finance Committee interview and hire a Part Time
Public Works employee for Summer help. Motion carried.
17. Police Chief Report. Call response for April: Citations/Warnings-11 and Service-16.
• Motion by C Valcheff/S Leahy to approve the Emergency Response Plan. Motion carried.
• Motion by B Watson/M Peterson to approve the quote from Centralsquare in the amount of
$3,792.10 for police reporting software. Motion carried.
18. Committee/Commission Reports: Barneveld-Brigham Fire Rescue District has accepted a bid for repairing
back lot at Municipal Building.
19. Motion by B Watson/R Hazen to pay the bills as presented. Motion carried.
• Motion by C Valcheff/S Leahy to approve posting meeting agendas on website and at the
Barneveld-Brigham Municipal Building. Motion carried.
• Motion by M Peterson/C Valcheff to appoint Brianna Turner to the Board of Review. Motion
carried.
20. Motion by S Leahy/C Valcheff to appoint Rhonda Hazen to President Pro Tem. Motion by M Peterson/C
Valcheff to appoint Scott Phillips to the Barneveld-Brigham Fire District Board and Rhonda Hazen as the
Village Board Representative for Barneveld-Brigham Fire District Board. Motion by S Leahy/M Peterson to
appoint Don Hugill to the Rescue Protection District. Motion by C Valcheff /R Hazen to appoint Scott Leahy
and John Forbes to the Finance Committee. Motion by C Valcheff/M Peterson to appoint John Forbes to
the Public Safety Committee. Motion by S Leahy/C Valcheff to appoint John Forbes to the Public Works
Committee. Motion by C Valcheff/J Forbes to appoint Rhonda Hazen, Don Hugill and Scott Leahy to the
Public Welfare Committee. Motion by M Peterson/S Leahy to appoint Don Hugill as the Health Officer.
Motion by C Valcheff/J Forbes to appoint Rhonda Hazen as the Village Board Representative on the Plan
Commission and to appoint Deb Piquette to the Plan Commission. Motion by M Peterson/S Leahy to
appoint Rhonda Hazen and Megan Meiden to the Economic Development Committee. Motion by C
Valcheff/S Leahy to appoint Don Hugill as the Village Board Representative to the Library Board. All
motions carried.
