VILLAGE OF BARNEVELD BOARD MEETING Monday, July 7th, 2025 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given and agendas were available 2. Roll Call: Rhonda Hazen, Chris Valcheff, Brandon Watson and John Forbes. Absent: Mike Peterson, Don Hugill and Scott Leahy 3. Pledge of Allegiance 4. Announcement – anticipated Closed Session later in meeting 5. Motion by B Watson/R Hazen to approve the minutes of the June 2nd, 2025 Village Board Meeting. Motion carried. 6. Informal Public Comment: Wanda Owens. Concerns will be put on the next Public Works agenda. 7. Missy Paust, Barneveld Community Band, Discussion/Consideration of Concerts in the Park. Motion by C Valcheff/B Watson to approve use of shelter with fees waived. Motion carried 8. Shari Sailing, Library Director, Library Updates 9. Tom Olson, Robert Aschliman & Kyle Meiden, water drainage from Splash Pad in residence yard. 10. Motion by C Valcheff/R Hazen to table Discussion/Consideration of local groups using Memorial Park shelter for fundraising to the August 2025 Village Board meeting and get examples of rental agreements from the Barneveld Library 11. MSA Professional Services: • Motion by C Valcheff/R Hazen to approve Change Order for Sam’s Well Drilling. Motion carried • Motion by R Hazen/B Watson to approve Pay request #9 in the amount of $449,112.50 from Portzen Construction Inc for Wellhouse #3 Project. Motion carried • Project updates on Well #3, Wellhouse and Ground Reservoir • Motion by C Valcheff/R Hazen to extend the final completion of Memorial Park until the end of July 2025 to allow Harmony Construction Management to replace the sidewalk in the identified punch list and finish paperwork. Motion carried • Project update on Memorial Park • Motion by C Valcheff/R Hazen to approve Pay request #2 in the amount of $68,607.67 to JI Construction for the Jenniton Street Intersection Project. Motion carried • Update on other current projects • Motion by B Watson/C Valcheff to table the agreement with Edge Consulting for structural analysis of existing elevated water reservoir until the August 2025 Village Board meeting. Motion carried 12. EMS Representative, Discussion/Consideration of request to locate repeater on Water Tower. Motion by C Valcheff/B Watson to table until August 2025 Village Board Meeting. Motion carried 13. President’s Report 14. Public Works Report • Motion by R Hazen/B Watson for MSA to draft response for Sanitary Survey Report and sign abandonment agreement within Notice of Noncompliance. Motion carried • Motion by J Forbes/R Hazen to table Notice of Noncompliance on Sanitary Sewer Overflow at 402 Lin Mar Dr from Department of Natural Resources until August 2025 Village Board Meeting. Motion carried • Motion by C Valcheff/R Hazen to table Discussion/Consideration for signs for Memorial Park until August 2025 Village Board Meeting. Motion carried • Motion by C Valcheff/J Forbes to change hours for Memorial Park Splash Pad from 10am – 8pm and table the rules until the August 2025 Village Board meeting. Motion carried • Motion by B Watson/R Hazen to approve permanent no parking starting at 302 S Jones St to Industrial Dr. Motion carried with C Valcheff opposing. 15. Police Chief’s Report. Call response for June: Citations/Warnings-34 and Service-18 16. Motion by C Valcheff/R Hazen to approve Operator’s License for Livi Bickford & Jacqueline Hibbard for Kwik Trip and Tammy Zander for Ope Haus Pub & Grill. Motion carried 17. Motion by R Hazen/C Valcheff to approve Temporary Class “B” (Picnic License) for Barneveld American Legion Post #433 on July 31st – August 3rd, 2025, at Birch Lake Park. Motion carried 18. Motion by R Hazen/C Valcheff to approve Temporary Operator’s License for Michael Peterson for July 31st – August 3rd, 2025, at Birch Lake Park. Motion carried 19. Motion by C Valcheff/R Hazen to approve change to Permitted Premises Description for Liquor License for Ope Haus Pub & Grill on September 27th, 2025 (Fair Day). Motion carried 20. Motion by C Valcheff/B Watson to table Discussion/Consideration of Ordinance 25-07-02 to Amend Chapter 64 “Village Board” of the Village Code to Change the Starting Time o the Regular Meeting from 7:00 P.M. to 6:00 P.M. to the August 2025 Village Board Meeting. Motion carried 21. Discussion on Chamber of Commerce 22. Committee/Commission Reports 23. Clerk-Treasurer’s Report including employee breakdowns and monthly receipts • Motion by B Watson/R Hazen to pay the bills. Motion carried • Motion by B Watson/J Forbes to approve of the Clerk/Treasurer and Deputy Clerk/Treasurer having access to Positive Pay Service through The Peoples Community Bank. Motion carried • 2024 Audit • Motion by R Hazen/C Valcheff to approve Ordinance 25-07-01 to Amend Chapter 24 “Finance and Taxation” of the Village Code to Change the Capitalization Policy Amount from $5,000 to $10,000. Motion carried • Motion by C Valcheff/B Watson to approve changing Offic hours Monday through Thursday from 8:00 a.m. to 4:30 p.m. to 7:30 a.m. to 4:00 p.m. (Fridays will remain at 7:30 a.m. to 11:30 a.m.) effective August 4th, 2025. Motion carried 24. Discussion on holding a meeting with the Town of Brigham, Barneveld School and Recreation Department 25. Set Finance Committee Meeting date and review pay scale/benefits for employees for 2026 Budget 26. Skipped closed session 27. Future agenda items and business.
