Regular Meeting of the Barre City Council
Held December 20, 2016
The Regular Meeting of the Barre City Council was called to order by Mayor Thomas Lauzon at 7:00 PM
at Barre City Hall. In attendance were: From Ward I, Councilor Jeffrey Tuper-Giles; from Ward II,
Councilor Michael Boutin; and from Ward III, Councilor Lucas Herring. Also present were City
Manager Steven Mackenzie and Clerk/Treasurer Carolyn Dawes.
Absent: From Ward I, Councilor Paul Poirier; from Ward II, Councilor Michael Smith; and from Ward
III, Councilor Anita Chadderton.
Adjustments to the Agenda: Mayor Lauzon said he is adding a brief discussion on the upcoming Good
Samaritan Haven hearing before the Development Review Board.
Approval of Consent Agenda:
Council approved the following consent agenda items on motion of Councilor Tuper-Giles, seconded by
Councilor Herring. Motion carried.
Minutes of the following meetings:

The City Clerk/Treasurer Report – Clerk Dawes reported on the following:
Water bills are due by January 3rd.
City Hall will be closed December 26th and January 2nd.
Approval of Building Permits – Council approved the following building permits on motion of
Councilor Herring, seconded by Councilor Tuper-Giles. Motion carried.

City Manager’s Report – Manager Mackenzie reported on the following:
The new website will go live by the end of the week.
The City has gone through approximately 1/3 of this year’s allotted salt budget.
Council discussed possible dedications for the FY2016 annual report. Councilor Boutin made the motion
to dedicate the report to retiring Washington County Senator Bill Doyle, seconded by Councilor Tuper-
Giles. Motion carried.

New Business -
A) Warn public hearings for proposed charter changes to be considered at Town Meeting.
Clerk Dawes recommended that Council warn the 1st public hearing for January 24, 2017 and the second
public hearing for February 7, 2017. She distributed possible draft language for three proposed charter
changes: 1) removing the Recreation Committee from the charter; 2) enabling language for local option
taxes; and 3) codifying the Board of Abatement as the body that hears water and sewer appeals.
Council warned the public hearing dates as recommended by the Clerk on motion of Councilor Boutin,
seconded by Councilor Herring. Motion carried.
B) Reconsideration of Vote to Cede Authority to CVPSA.
Council withdrew at this time its approval of ceding authority for dispatch services to Central Vermont
Public Safety Authority, originally approved at the November 22nd meeting, on motion of Councilor
Tuper-Giles, seconded by Councilor Boutin. Motion carried.
C) Council Authorization to Secure Bids for Sale of Unused City Right-of-Way.
Manager Mackenzie asked Councilor for their support in seeking bids for the sale of an unused right of
way between Garcia Lane and Giudici Street. Council voiced its support and suggested a possible
expansion of the proposed sale area. The Manager will bring bids back to the Council for consideration.
Other) Good Samaritan Haven Development Review Board Hearing.
Mayor Lauzon said he will be writing a letter of support for the GSH request to amend its zoning permit
to allow for some daytime use of the building. The Mayor will share the letter with Councilors before
sending it to allow them to add their endorsements.
Round Table –
Councilor Herring said the Barre Partnership has voted to request ordinance changes that would make the
Heritage Festival and all the areas covered by festival events smoke free zones. He requested an
executive session for a personnel matter.
Councilor Boutin said he attended last week’s Central Vermont Public Safety Authority board meeting. It
was a good meeting and those on the board are very dedicated.
Councilor Tuper-Giles wished everyone a Merry Christmas, and reminded the driving public to be aware
of children, who are out of school on holiday vacation.
Mayor Lauzon thanked all those who made donations to the Christmas for Kids program.

The Mayor announced that next week’s Council meeting is canceled.
Executive Session –
Councilor Boutin made the motion to find that premature general public knowledge of a personnel issue
to be discussed would clearly place the City of Barre at a substantial disadvantage should the discussion
be public. The motion was seconded by Councilor Tuper-Giles. Motion carried.
Council went into executive session at 7:34 PM to discuss a personnel issue under the provisions of 1
VSA sec. 313 on motion of Councilor Boutin, seconded by Councilor Herring. Motion carried.
Council came out of executive session at 8:00 PM on motion of Councilor Tuper-Giles, seconded by
Councilor Boutin. Motion carried.
No action taken.
The Council meeting adjourned at 8:07 PM on motion of Councilor Herring, seconded by Councilor
Tuper-Giles. Motion carried.
