To be approved at 01-10-17 Barre City Council Meeting Special Meeting of the Barre City Council Held January 7, 2017 The Special Meeting of the Barre City Council was called to order by Mayor Thomas Lauzon at 8:05 AM at the Barre City Council Chambers, Barre, Vermont. In attendance were: From Ward I, Councilor Jeffrey Tuper-Giles (arrived 8:10 AM); from Ward II, Councilor Michael Boutin; and from Ward III, Councilor Lucas Herring (arrived 8:14 AM). Also present were City Manager Steven Mackenzie and Clerk/Treasurer Carolyn Dawes. Absent: From Ward I, vacant; from Ward II, Councilor Michael Smith; and from Ward III, Councilor Anita Chadderton. Members of the Budget Committee present: Mary Ellen Boisvert, Linda Couture, Alex Pastor and Tess Taylor. There was no quorum of the Council present at the start of the meeting. Upon Councilor Herring’s arrival at 8:14 AM, a quorum was established. Manager Mackenzie reviewed highlights of his budget draft #4.3. There was discussion on:  Addition of Director of Finance position to the Finance Department  Funding requests from social service agencies and non-profits  Salt costs and consumption  Comparative statistics: inflation and social security increases  Effect of proposed local option taxes on street reconstruction and capital funds  Adjustments associated with street-related bond debt  Payoff dates for debt service items Mayor Lauzon asked the Budget Committee to look at immediate capital needs and capital funds in the spring.
