Special Meeting of the Barre City Council
Held January 18, 2020
The Special Meeting of the Barre City Council was called to order by Mayor Lucas Herring at 8:05 AM
at Barre City Hall. Councilors in attendance were from Ward I, Councilor John Steinman; from Ward II,
Councilor Teddy Waszazak; and from Ward III, Councilor Samn Stockwell. Also present were City
Manager Steve Mackenzie, Police Chief Tim Bombardier, Fire Chief Doug Brent, Buildings and
Community Services Director Jeff Bergeron, Public Works Director Bill Ahearn, Finance Director Dawn
Monahan, and Clerk/Treasurer Carol Dawes
Absent: From Ward I, Councilor Jeffrey Tuper-Giles; from Ward II, Councilor Michael Boutin; and from
Ward III, Councilor Rich Morey.
Manager Mackenzie gave a summarized overview of draft #4 of the proposed FY21 budget and the
changes since last week’s budget workshop.
Civic Center Committee member Sue Higby talked about the proposed fee changes for use of the various
Civic Center buildings, and said the proposed changes are meant to encourage additional usage. There
was discussion on current and possible hours of operation, use of the BOR during early morning hours,
competition with rinks in Montpelier and Waterbury, and use of the North Barre rink.
Chief Bombardier reviewed his different scenarios for additional police officers, based on the number of
officers added to the department and receipt of a COPS grant to offset costs.
Councilors reviewed proposed FY21 budget draft #4 section by section and made additional adjustments.
Manager Mackenzie will incorporate the adjustments into the next draft of the budget for Council
consideration.
Manager Mackenzie reviewed the list of capital expenditures included in the proposed $1.7 million bond.
Mayor Herring said he will work with the Manager to create a powerpoint presentation on the proposed
budget to be aired on CVTV, and available on Facebook and the City website.
Clerk Dawes said she will hand out a draft version of the Annual Meeting warning at Tuesday’s meeting.
The Council meeting adjourned at 9:55 AM on motion of Councilor Steinman, seconded by Councilor
Stockwell. Motion carried.
