Special Meeting of the Barre City Council
Held August 5, 2020
The Special Meeting of the Barre City Council was called to order on video conference by Mayor Lucas
Herring at 6:00 PM. In attendance, participating on video or phone, were: From Ward I, Councilors Jake
Hemmerick and John Steinman; from Ward II, Councilors Michael Boutin and Teddy Waszazak; and
from Ward III, Councilors Rich Morey and Ericka Reil. Other City staff present via video or phone were
City Manager Steve Mackenzie and Clerk/Treasurer Carol Dawes.
Absent: NONE
Adjustments to the Agenda: Mayor Herring said Round Table will be added to the agenda. The Mayor
said the agenda item addressing confirmation of appointments will be taken up after the executive session.
Clerk Dawes asked that the consent agenda be added.
Approval of Consent Agenda:
Council approved the following consent agenda items on motion of Councilor Steinman, seconded by
Councilor Waszazak. Motion carried on roll call vote, with all voting in favor.

Mayor Herring said Council will go into executive session at the end of the meeting to discuss
appointments for a series of committees and boards.
A) Appointments to the Diversity and Equity Committee.

William Toborg and Christopher Roberts spoke of their interest in serving on the committee. Mr. Roberts
said he was also interested in appointment to the Civilian Oversight and Advisory Board.
B) Appointments to the Civilian Oversight and Advisory Board.

Mayor Herring noted he hadn’t started recording at the beginning of the meeting. He wasn’t able to start
the recording at this point due to technical difficulties with the video platform.
New Business –
A) Set FY21 Municipal Tax Rate.
Clerk Dawes reviewed the different sections of the draft FY21 municipal tax rate calculation sheet.
Manager Mackenzie reviewed his draft tax rate sheet and noted corrections in his calculations which
resulted in a lower percentage increase in the proposed municipal tax rate. There was discussion on the
impact of the miscalculation, and the possibility of adjusting the budget accordingly.
Councilor Morey made the motion to reconsider last week’s action to approve the FY21 budget, seconded
by Councilor Steinman. Motion carried on roll call vote, with Councilor Waszazak voting against.
Councilor Morey said he would support reinstating some of the Barre Area Development Corporation
funding that had been cut in the budget approved last week. BADC president Sarah Field reviewed her
memo outlining past and current initiatives by the organization. Ms. Field said they are requesting
reinstatement of their full funding, and spoke of the difficulties in hiring a new executive director when
the financial stability of the organization is in question.
N.B. It was noted by the minute taker at 7:05 PM that the meeting was now being recorded on the video
platform.
There was discussion on budget revisions, how to plan during the pandemic, and the possible length of
the impact from the pandemic.
BADC board member Robert Hutchins spoke of the creation of the revolving loan fund, and how the
expectation is that the next executive director will raise BADC to the next level.
Clerk Dawes said the municipal tax rate cannot raise more money than what the voters approved at the
Annual Town Meeting election in March 2020. There was discussion on additional sources of revenue
for BADC operations, use of Semprebon funds in the City’s municipal budget, and spending on streets
and infrastructure.
Councilor Morey made the motion to restore $23,489 in funding to BADC in the FY21 municipal budget.
The motion was seconded by Councilor Boutin. There was discussion on BADC funding and what
changes should be made to the FY21 budget at this time, previous budget drafts and the funding levels for
BADC, Barre Partnership and the Aldrich Library.
Councilor Boutin withdrew his second to the motion. Hearing no new second, Mayor Herring declared
the motion dead for lack of a second.
Councilor Boutin made the motion to set the FY21 municipal tax rate at $1.9141 as calculated by Clerk
Dawes. The motion was seconded by Councilor Steinman.
Councilor Steinman made the motion to set the budgeted allocations for BADC and the Barre Partnership
at the amounts included in the budget approved by the voters minus $2,000 for each organization, and to
set the allocation for the Aldrich Library at the amount included in the voter-approved budget minus
$4,000. The motion died for lack of a second.
Councilor Waszazak made the motion to affirm last week’s approved budget, seconded by Councilor

Hemmerick. Councilor Hemmerick said the Council wasn’t in a position this evening to make
adjustments to the budget approved at last week’s meeting. He said they couldn’t address the BADC
funding request this evening, but there is support in the room and BADC can assure executive director
candidates that the City will support the organization.
Motion did not carry on roll call vote with Councilors Hemmerick, Waszazak and Reil voting in
favor, and Mayor Herring and Councilors Morey, Steinman and Boutin voting against.
Councilor Boutin made the motion to table the FY21 budget discussion until next week’s meeting,
seconded by Councilor Steinman. Motion carried on roll call vote with Mayor Herring and
Councilors Boutin, Steinman and Hemmerick voting in favor, and Councilors Waszazak, Morey
and Reil voting against.
Executive Session –
Councilor Boutin made the motion to find that premature general public knowledge of personnel and
legal issues to be discussed would clearly place the City of Barre at a substantial disadvantage should the
discussion be public. The motion was seconded by Councilor Steinman. Motion carried on roll call
vote, with all voting in favor.
Council went into executive session at 8:09 PM to discuss personnel and legal issues under the provisions
of 1 VSA § 313 on motion of Councilor Boutin, seconded by Councilor Steinman. Motion carried on
roll call vote, with all voting in favor.
Manager Mackenzie was invited into the executive session.
Councilor Morey left the meeting at 8:11 PM.
Council came out of executive session at 9:20 PM on motion of Councilor Hemmerick, seconded by
Councilor Waszazak. Motion carried on roll call vote, with all voting in favor.
There was discussion related to the Salvation Army Settlement request. Councilor Waszazak made the
motion to approve language to define length of the vehicle by removing “vehicle larger than a minivan”
and replacing it with “vehicle no longer than 12 feet”. The motion was seconded by Councilor Boutin.
Motion carried on roll call vote with Mayor Herring and Councilors Waszazak, Reil and Boutin
voting in favor, Councilor Steinman abstaining, and Councilor Hemmerick recusing.
B) Confirm Appointments to the Diversity and Equity Committee, Civilian Oversight and
Advisory Board, Public Art Committee, and Cow Pasture Committee.
Council approved the following committee and board appointments on motion of Councilor Reil,
seconded by Councilor Steinman. Motion carried on roll call vote, with all voting in favor.

Barre City resident and home owner. As a student of history, and for a period, a teacher of it, I have an
understanding of the dangers of treating people differently due to perceived differences. I have also
seen first hand what happens both when everyone is respected for who they are and also when people
are treated badly because of who they are.
I wish to help make sure that Barre City is a place where the first occurs and not the second.

Hello, I am writing to state my intention to be considered for this board.
I grew up in Montpelier, and chose to move back to the central Vermont area from Minneapolis/St Paul
area where I attended college and was teaching 1st grade . I wanted my kids to grow up here.
We have stayed and continued to try to support and give back to our community, even after a flood
deemed our home of 15 years un- inhabitable in the Spring of 2011. We then chose to start another
small business ( my husband is an independent building contractor ) and opened the bookstore in
February, 2012.
The challenges in Barre are no surprise to us , having lived here since 1993, and having a store on Main
Street for 8 1/2 years. I would love to be considered to be part of this board.

I’d also like to officially submit my name for joining the Cow Pasture committee. I look forward to being
a part of protecting and promoting this great community forest. Living in the small city of Barre, it’s great
to have access to nature close-by, albeit at the top of a very steep hill! I utilize the park for dog walking,
hiking, biking, and birdwatching throughout the year. With my background in natural resources and
photography I believe I will be an asset to this group. Thank you for your consideration!

Re: Department Head Reports
Report Date: July 31, 2020
In order to keep you informed of the Department activities of the office, I’m forwarding this
report of activities of the City staff for the previous Friday - Thursday. If there are any
additional questions please do not hesitate to ask.
1. CLERK/TREASURER’S OFFICE:
All staff will return to full time this coming Monday, August 3rd, just in time for the last
week before the August 11th primary, and the issuance of property tax bills by August
15th. The office will continue to remain closed to the public, with the exception of
appointments for people doing research in the land records.
We have mailed out 1,513 absentee ballots for the August 11th state primary election.
Requests continue to be received, and ballots will be mailed through Friday, August 7th.
In-person voting for the August 11th primary will be held drive-through style through the
BOR. Plans are being developed. The Board of Civil Authority met Thursday, July 23rd,
to approve changing the official polling place from the auditorium to the BOR, as is
required by statute.
Assessment grievance hearings were conducted this week. We are on target to have the
grand list lodged by August 5th, when we’ll be able to set the tax rate and create the tax
bills. Bills will go out by August 15th, with the first quarter payment due by September
15th.
2. BUILDING AND COMMUNITY SERVICES:
On Monday, we held a pre-bid meeting for repairs to the City Hall heating system. I met
with Renee Badeau at the BOR regarding the location of the Bernie Badeau memorial
plaque. We delivered four stanchions to the library for use as barriers in their re-opening
plan.
On Tuesday, I participated in the Department Head COVIC 19 phone conference. We
held a pre-bid meeting for the Alumni Hall restroom renovation project in the afternoon.
The BCFD held a meeting in the morning in the Alumni Hall meeting room and the
BCPD utilized the Alumni Hall conference room for interviews.
On Wednesday, I participated in the pool refurbishment project video conference. We
also held a pre-bid meeting for the City Hall spray foam insulation project for the boiler
room ceiling.
On Thursday, I went around with the State’s insurance representative for the biennial
inspections of the boilers and pressure tanks. The facilities crew brought six picnic tables
to Currier Park from Rotary Park for the food truck event. The Vermont Health
Department held their weekly COVID 19 testing in the BOR on Thursday.
We had one cremation inurnment this week at Hope and Don worked on leveling grass
markers in three lots that was requested by the lot owners. We did some mowing and
trimming at St. Monica’s.
The facilities crew removed the glass and boards at the southeast end of the rink to
expose the refrigeration header as the technician will be in on Friday for an inspection.
We also did mowing at several of the playgrounds prior to mowing at St. Monica’s
cemetery. The staff will be back to full time hours on Monday, August 3.
2a. RECREATION:

3. DEPARTMENT OF PERMITTING, PLANNING AND ASSESSING:

Attended City Council regular meeting Tuesday evening;
Worked on compliance letter for owner/property manager at 182 Washington Street;
Finished file review for owner of Mulligans;
Good Samaritan Haven file review in response to some proposed changes they want to
implement;
Energy committee meeting minutes;
Planning Commission response regarding Municipal Plan to the City Council;
Ongoing assistance with residents and business owners this week for permit applications;
Assist fellow staff with information, help, etc.;
Return phone calls, emails.
Permitting – Heather:
Worked Monday and Wednesday morning in the office, returning full time Monday 8/3;
Issued 4 Building Permits;
Issued 1 Electrical Permit;
Issued 3 Zoning Permits;
Issued 1 new vacant building registration;
Typed up the agenda with comments for the upcoming DRB hearing on August 6, and
assembled and sent out member packets;
Attended a joint site visit meeting at a property on S. Main Street with PW Director and
Fire Marshal and property owner;
Phone calls and emails continue with applicants, answering questions, etc.;
Updated our zoning database with attachments, address changes, permit copies, etc.
Assessing Clerk – Kathryn:
Worked 32 hours this week, returning fill time Monday 8/3;
Regular office tasks as time allows: filing, emails, phone calls, address changes, mapping
updates, etc.;
Processed 5 PTTRs (property transfer returns) for updating all property records in
NEMRC, Proval, and mapping software;
Processed 5 grievance cards from the assessor by inputting his responses into NEMRC;
Answering many letters and phone calls with questions regarding grieving and the process;
Received grievance letters plus tracking those in the yearly grievance file for those
previously received and getting them into the queue for answers;
Finished receiving written grievances on Tuesday morning, and began the process Tuesday
with teleconference appointments into Friday (Wednesday and Thursday are full and only
one appointment has been made for Friday);
Have input into NEMRC 24 grievance responses to date;
Downloaded 22 homestead filings this week, 5 corrections submitted and no state payments
for a total homestead filing of 1,691 – sent back 1 individual filing to state for correction;
Sent out 5 map copies and 14 lister cards as requested via email or by telephone;
3a. CONTRACT ASSESSOR:
Contractor did not provide report.
4. DEPARTMENT OF PUBLIC WORKS:
