Special Meeting of the Barre City Council
Held June 18, 2022
The Special Meeting of the Barre City Council was called to order in person and via video platform by
Mayor Jake Hemmerick at 8:00 AM at Barre City Alumni Hall. In attendance in person or virtually were:
From Ward I, Councilor Emel Cambel; from Ward II, Councilor Michael Boutin; and from Ward III,
Councilors Michael Deering and Samn Stockwell. City staff members present were Manager Steve
Mackenzie, Human Resources Director Rikk Taft, Planning Director Janet Shatney, Public Works
Director Bill Ahearn, Public Works Assistant Director Steve Michelli, Finance Director Dawn Monahan,
Fire Chief Doug Brent, Deputy Fire Chief Joe Aldsworth, Deputy Police Chief Larry Eastman, Buildings
and Community Services Director Jeff Bergeron, BCS Assistant Director Stephanie Quaranta, and
Clerk/Treasurer Carol Dawes.
Absent: From Ward I, Councilor Thom Lauzon; and from Ward II, Councilor Teddy Waszazak.
Also present: Incoming City Manager R. Nicolas Storellicastro; Jim Berson, FIO consultant; Tammy
Camillo, FIO consultant.
Adjustments to the Agenda: NONE
Public Comment – NONE
New Business –
Council/Administrative Leadership Joint Planning Retreat Working Session.
Mayor Hemmerick welcomed all attendees, who introduced themselves, and shared their expectations for
the work session. Ground rules were established.
FIO consultant Jim Berson led those in attendance through a series of small group and large group
discussions on:
1. Key takeaways from the briefing materials
2. Establishing a common vision for the City and the local appointed and elected government
3. Establishing criteria to determine Council/Administrative priorities for next 3 years
4. Selecting priorities based on shared criteria
5. Defining Council and Administrative roles and responsibilities to move priorities forward
Mr. Berson said he will synthesize the results from today’s work session and share them with the group to
decide on next steps.
Mayor Hemmerick adjourned the meeting at 12:09 PM.
