BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING FEBRUARY 13, 2018 at 6:00 PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Klaus presiding. CALL TO ORDER: Mayor Klaus called the meeting to order with the reading of the “Sunshine Statement”. He then led everyone in the Pledge of Allegiance. ROLL CALL: The Municipal Clerk called roll of Council and with the following in attendance: Council President Ludwig, Councilwoman Harris, Councilman Robenolt, Councilman Beach and Councilwoman Fawley. Also on dais: Mayor Klaus, Municipal Clerk Terry Shannon and Borough Solicitor Timothy Higgins, Esq. Councilman Popiolek was absent. APPROVAL OF MINUTES: Mayor Klaus stated that council was provided with the minutes of the January 7, 2018, Reorganization and the January 16, 2018, council meetings and asked if there were any corrections. Seeing none, on a motion by Robenolt, second by Fawley, the Reorganization and council minutes were approved by all members of Council present. COMMITTEE REPORTS: The Municipal Clerk read a summary of the January 2018, monthly reports from the following departments: Police, Fire, EMS, Regional Fire Alliance, Tax & Sewer Collector, Construction and Recycling. On a motion by Ludwig, second by Harris, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION: Ord. 1084 Adding Article IV to Chapter 64, Garbage and Refuse, in the Borough Code Ord. 1085 Vacating a Portion of Flower Lane On a motion by Ludwig, second by Beach, the second reading of these ordinances was approved with the following poll vote: Ludwig-yes, Harris-yes, Robenolt-yes, Beach-yes, Fawley-yes. On a motion by Beach, second by Fawley, the public hearing was opened. Seeing no further comments from the public, on a motion by Ludwig, second by Fawley, the public hearing was closed. On a motion by Harris, second by Beach, the ordinances were adopted with the following poll vote: Ludwig-yes, Harris-yes, Robenolt-yes, Beach-yes, Fawley-yes. RESOLUTIONS: The Clerk read the following resolutions for approval by consent agenda 2-2018-23 Awarding a Contract to Think Pavers for Installation of the Wish Upon a Star Playground 2-2018-24 Authorizing an Access Agreement with Equilon Enterprises d/b/a Shell Oil for Installation of a Monitoring Well 2-2018-25 Authorizing a Right of Way Agreement between the Borough of Barrington and Cello Partnership d/b/a Verizon Wireless 2-2018-26 Appointing Phoenix Advisors as Financial Consultant under a Fair and Open Process 2-2018-27 Resolution Authorizing Submission of an Application for CDBG Supplemental Funds ` and Authorizing the Mayor and Clerk to Execute Grant Agreement 2-2018-28 Authorizing the Salary for the VFW Rentals Coordinator 2-2018-29 Authorizing Submission of an Application for Recreation Facility Enhancement Funding—Round 18, for Wish Upon a Star Inclusive Playground Rehabilitation 2-2018-30 Approving the February Bill List in the Total Amount of $1,865,067.18 On a motion by Harris, second by Fawley, the resolution consent agenda as read was approved with the following poll vote: Ludwig-yes, Harris-yes, Robenolt-yes, Beach-yes, Fawley-yes. COMMENTS FROM MEMBERS OF THE GOVERNING BODY: COUNCILWOMAN FAWLEY – nothing to report tonight COUNCILMAN BEACH – nothing to report tonight COUNCILMAN ROBENOLT – good evening and thanks for coming out. All is well in Public Safety. Police doing an outstanding job, Fire Company has had a resurgence in turnout which is good news and our Ambulance is functioning well. COUNCILWOMAN HARRIS – thanked all form coming out. Fire Company had their installation Dinner and it was great to see new and older faces involved. The 8th grade Council students went to Ronald McDonald House in Camden to serve dinner on January 22 and they will go again on Feb 28. The borough helped to facilitate this by letting them use the Borough Senior bus for transportation. This is a great way for the kids to get involved and they will be doing activities in town too. It’s important that the children learn how to become community leaders. April 7 is Little League Opening Day, April 14 is Softball Opening Day, May 19 is Barrington Day with a rain date of May 20, July 3 is Parade and Fireworks with a rain date of July 6. We will have Memorial Day services as well. There are lots of activities and we will keep you updated on the website and Facebook. Wish Upon a Star Park is no longer there, the rebuild should be sometime in April with a possible May opening. COUNCIL PRESIDENT LUDWIG – congratulated the Philadelphia Eagles on their big Super Bowl victory for all the fans. Residents can go on the borough website for updated information to keep informed. Lots of fund the last two or three weeks with the Eagles win. MAYOR KLAUS – thanked all for coming out and “Go Birds”. All the dates Councilwoman Harris mentioned are important and hopes all can come out to the Opening Days, Barrington Day, Memorial Day and our Independence Day celebration. PUBLIC PORTION: On a motion by Harris, second by Fawley, the public portion of the meeting was opened. Mayor Klaus advised that if you have comments or questions to come forward and state your name and address for the record. Public comment is limited to five minutes per person. BRUCE DYER, Copley Place S, lived in town for 40 years and we have an exceptional Public Works Department. However curb trees were removed and residents were not notified. His tree and a neighbors were taken down without notification. Mr. Dyer is asking that before the trees are taken down please notify the residents two or three weeks ahead of time. Mayor Klaus advised we appreciate the comments and it is a good suggestion that we take into consideration. Seeing no more comments from the public, on a motion by Robenolt, second by Ludwig, the public portion of the meeting was closed.
